RECREATIONAL SCHOOL-BASED SPORTS 2013-2014 TERM = SCHOOL BASED BOYS BASKETBALL DIVISION OF PLAY: (A minimum of 4 schools [not teams] required) th 5 Grade Division th 6 Grade Division th 7 Grade Division th 8 Grade Division REGISTRATION FEES: Team entry fee = $60.00 per team Individual player registration fee = $25.00 per player ELIGIBILITY: A participant shall be a student of the school he represents. All players must submit a registration form signed by a parent/guardian. 5th grade players may not be advanced beyond the 5th Grade, who will be at least ten on September 30th of the current school year, and has not reached his twelfth birthday prior to st September 1 of the current school year. th th 6 grade players may not be advanced beyond the 6 Grade and has not reached his thirteenth birthday prior to September 1st of the current school year. th th 7 grade players may not be advanced beyond the 7 Grade and has not reached his fourteenth st birthday prior to September 1 of the current school year. 8th grade players may not be advanced beyond the 8th Grade and has not reached his fifteenth birthday prior to September 1st of the current school year. COACHES REGISTRATION AND CERTIFICATION A coaches’ certification form must be filed by the Principal for all team rosters. Coaches’ certification process forms must be kept on file at the school office. CYO MANDATORY PLAY GUIDELINES IN EFFECT FOR ALL DIVISIONS [INCLUDES 8th GRADE]: All players present and available to play at a CYO league game must play at least one full quarter without substitution during the four regulation quarters of a game. The official scorer will be required to note participation by quarter on the official mandatory play form provided by the league office. The head coach will be required to notify the official scorer of a player's intent to meet the one-quarter participation requirement. PLAYING SITES: All participating schools must complete a Gym site availability scheduling form for all divisions. PLEASE NOTE THE FOLLOWING RATIO OF ENTRIES/SITE PLAYING DATES REQUIRED: 1-2-3 TEAMS ENTERED = 4 SITE PLAYING DATES (NOT BEING USED BY CSAL) 4-5-6 TEAMS ENTERED = 8 SITE PLAYING DATES (NOT BEING USED BY CSAL) 7-8-9 TEAMS ENTERED = 12 SITE PLAYING DATES (NOT BEING USED BY CSAL) HOST SITES ARE RESPONSIBLE FOR THE FOLLOWING: COLLECTING AT THE GATE ($3.00 FOR ADULTS AND H.S. STUDENTS) PAYING GAME OFFICALS AT CONCLUSION OF THE DAY’S GAMES. PROVIDING A CERTIFIED SCORER & TIMER WHEN REQUIRED. PROVIDING WARMUP BASKETBALLS FOR ALL TEAMS (Official Women’s Basketball [28.5] for 5th and 6th grade games and Official Men’s Basketball for 7th and 8th grade games) COMPLETING GAME REPORTS FOLLOWING EACH GAME WITH MANDATORY PLAY FORM – STORE FORMS UNTIL 10 DAYS AFTER SEASON ENDS. FAX FORMS TO OFFICE IF THERE WAS ANY EJECTIONS. PROVIDING VISITING TEAM WITH SCRIMMAGE VESTS IF JERSEYS DO NOT CONTRAST. (CONTINUED ON BACK) VISITING TEAMS: DO NOT BRING BASKETBALLS TO THE GYM PLAYING RULES: Official High School Federation rules will be followed unless other wise noted in these rules. 1. UNIFORMS A. Alike shirts with legal numbers (front and back of the jersey) are required. B. Undershirts, if worn and visible, must be similar to dominant color of the jersey. C. All players should have similar shorts of the same color (no penalty if shorts do not match.) D. All other uniform requirements (head wear, jewelry, sweatbands, tape, etc.) as noted in the rule book will be followed. 2. GAME LENGTH A. Four (5) minute quarters in all divisions. B. NO OVERTIME (games can end in a tie.) 3. FORFEITS A. Failure to play a scheduled game will result in a forfeit. A FORFEIT FEE in the amount of officials’ cost to host school will be assessed each visiting team not appearing for a scheduled game. B. A FAILURE TO RESCHEDULE FEE ($60.00) will be charged to each visiting team that fails to reschedule a postponed game. C. A “SCHEDULE CHANGE FEE” ($20.00) from one date to another will be assessed to the school requesting the change. D. The appropriate fees will be paid to the league office prior to that school entering any additional CYO recreational school-based sport leagues. The FORFEIT FEE and FAILURE TO RESCHEDULE FEE will be sent to the host school to help offset expenses incurred by the forfeit/unscheduled postponed game. E. A team will be allowed a maximum of (15) minutes grace time after the game time shown on the schedule to field an official team to avoid a forfeit. 1. If the team arrives (5 or less) minutes after the scheduled start time, the event will proceed as scheduled. 2. If the team arrives (5-15) minutes after the scheduled start time, the game will be reduced by (1) minute of playing time in each quarter. 3. A game may start (if both coaches agree) with one less player (four) than required if there are four players present 15 minutes after the scheduled start time. 4. 3-POINT SHOT The 3-point shot will be allowed and scored according to H.S. rules. 5. PROTESTS There are no protests. 6. EJECTIONS A. An automatic one game suspension will be imposed on players or coaches ejected from a league game. The suspension will be implemented at the next league game played by that team. B. When a coach is ejected from a game, that coach may not participate in a game that follows that same day [COACHING MULTIPLE TEAMS]. Someone who is certified by that member school will be required to assume that responsibility. C. Following a review of the incident, the CYO athletic committee has the authority to impose other penalties in the matter. 7. NO PRESS RULE IN EFFECT FOR ALL DIVISIONS A. Teams in all divisions will be required to play defense inside the 3-point circle when the offense has a BACKCOURT THROW-IN. Defense may come out of the 3-point circle when the ball crosses mid-court. This rule applies THOUGHOUT THE GAME to BACKCOURT THROWINS ONLY and is not in effect during transition – rebounds, steals, etc. B. PENALTY 1st violation per team = team warning recorded in scorebook; still backcourt throw in 2nd and each subsequent violation per team = offensive team gets one shot free throw which is not counted in the team foul total to reach the bonus; still backcourt throw in from division line C. Following all team-charged time outs during the last minute of the FOURTH QUARTER [game clock reads 1:00 or less], the throw-in after the timeout period will be administered in the front court of the team in possession. No backcourt throw-in following a timeout called by either team in the last minute of the FOURTH QUARTER; thus, if it normally would be a backcourt throw-in after the time out period, that throw-in spot will move to the frontcourt near the mid-line. (Def. team THEN IS NOT required to be positioned inside the designated no-press area during this throw-in.) Frontcourt throw-ins are not affected by this time-out rule; only backcourt throw-ins are affected. 8. ROLLING THE BALL Rolling the ball onto the court from a throw-in is not allowed. This violation will result in a turnover. 9. FREE THROW ALIGNMENT FOR ALL DIVISIONS A. When a free throw is attempted, only six players will be allowed to occupy spaces around the free throw line; the shooter and two offensive players, and three defensive players. Lane spaces closest to the basket may not be occupied. B. The four players not on the free throw line must be positioned outside of the 3-point circle and behind the free throw line extended. The four players outside the circle may not enter until the ball hits the cylinder. C. The defensive player blocking the shooter may occupy a space on either side of the lane. D. 5TH GRADE ONLY: A Free Throw Line Must Be Marked at 12ft for 5th grade division only. A 5th grade player must start behind the 15 ft line (normal free throw line) and may jump across this line on the shot as long as the player does not cross the 12 ft line before the ball hits the cylinder.
