Subject: AY13-14 Salary Planner Instructions Date: July 10th, 2013 The Salary Planner process for academic year 2013-2014 has begun. Please read the following information for guidelines on proper processing. Salary changes should be made based on the guidelines recently released by the Office of Budgeting and Program Analysis. See your fiscal officer for details as to how these relate to your unit. Final Extracts The final extracts for academics and open range civil service have been created and are available for editing. Changes made in the FINAL extracts will be uploaded to Banner. 14 COA 2 AC 14 COA 2 VAP 14 COA 2 OR 14 COA 2 UA Faculty, Academic Professionals, and Post-Docs Visiting Academic Professional Civil Service Open Range only Unpaids In addition, the following extracts have been created and are available for reporting purposes only. No changes are allowed. 14 COA 2 CS 14 COA 2 PRO 14 COA 2 GRY All Civil Service (view-only) Civil Service SEIU Professional Only (UICHR Service Center Use Only) Grey Book Reporting Only (UICHR Service Center Use Only) Lock Dates Salary Planner will be locked based on the dates listed below. Some colleges/VC administrative units may also require a review of changes and have internal dates established prior to the lockout dates listed below. Please check with your college/VC area. • • • 7/26/2013 – Academics (AC) and Visiting Academics (VAP) 7/26/2013 – Civil Service Open Range (OR) 8/30/2013 – Unpaids (UA) Additional communications will be distributed regarding any changes to the campus schedule. Please Note: Graduate Assistant reappointments will be handled in the HR Front End and NOT in Salary Planner. The Salary Planner tool can be accessed at: https://apps.uillinois.edu/HumanResources.html Click on the link for Salary Planner, then the UIC campus. Enter your EnterpriseID and Password and click Login. Click the Employee link, then Salary Planner. Click Edit Scenario and then select the extract ID and scenario as listed above. If incorrect positions have been extracted or positions are missing from a particular scenario, please change the Budget Profile Code in the HR Front End (HRFE) system to ensure that the position is correctly coded. Please note, if a budget profile is changed to ‘X’, a corresponding HRFE transaction must be submitted to add a job end date or separate the employee for exclusion of the Gray Book process. If a current HRFE transaction is submitted to modify the FTE, salary or title to a current appointment in any of the modifiable Scenarios, a similar change in the Salary Planner tool will be required. Please email [email protected] in these scenarios. Salary Planner Process AC Scenario: The only allowable changes that can be made in the AC Final Scenario. All changes will be effective 8/16/13. • • • • Salary Title (applicable to faculty who have successfully gone through the Promotion & Tenure process) FTE – any FTE reduction will require supporting documentation (employee acknowledgment) to be sent electronically to [email protected]. Labor distributions Note: it is critical to review both the position and job FOAPALs as terminated fund codes on either will cause job record to fail upon upload. Visiting Academic (VAP) Scenario: The only allowable changes that can be made in the VAP Final Scenario. All appointments that are in the Visiting Scenario will have the 8/16/13 reappointment date along with an 8/15/2014 end date. • • • Salary FTE – any FTE reduction will require supporting documentation (employee acknowledgment) to be sent electronically to [email protected] Labor distributions Note: it is critical to review both the position and job FOAPALs as terminated fund codes on either will cause job record to fail upon upload. Any other changes such as a title change would require an update via the HR Front End system as additional changes and/or information would be required to support the change. Open Range (OR) Civil Service Scenario: The only allowable changes that can be made in the OR Final Scenario. All changes will be effective 9/1/2013. • • Salary Labor Distributions UA Scenario: The only allowable changes that can be made in the Unpaid Final Scenario. Title changes due to Promotion & Tenure process for faculty. Labor distributions Note: it is critical to review both the position and job FOAPALs as terminated fund codes on either will cause job record to fail upon upload. Justifications • • Please use the Salary Planning Exception Request template for submitting individual salary increase justifications to the appropriate office(s) based on the limits established in the Salary Guidelines. Note, this spreadsheet should be used regardless if a reappointment will occur via the Salary Planner tool or HR Front End system Exclusion from Salary Planner process The following types of appointments should be excluded from Salary Planner: • • • • • Temporary academic appointments (Acting, Interim,; exceptions to this are acting or interim deans or department heads only) Terminal contract appointments except for those issued to tenure-track faculty Reemployed retirees except those hired via a search International employees whose work authorization expires prior to 8/15/14 Civil Service Open Range employees on probation Merit Increases Outside of Salary Planner tool Employees that are eligible for a merit increase but not included in the Salary Planner tool should be initiated via the HR Front End system based on the established campus guidelines. Please have all transactions processed by the following due dates to allow Central HR the appropriate time to review and approve transactions: 8/19/2013 - Academics 8/23/2013 - Civil Service Open Range (Note: Civil Service Open Range employees on probation are not eligible for a merit increase while on probation. Please process increase after completion of probationary period in the HR Front End system.)
