Local Emergency Response Coordinator
Amy Allen joined the Cleveland County Health Department in 2006. She
started work as a Public Health Specialist, inspecting retail food
establishments, hotels, school cafeterias and concession stands, barber shops,
public bathing facilities, and vendors at special events (such as OU football
games and the Medieval Fair). She also investigated rabies complaints and
taught many food handler classes. During her tenure as a county sanitarian she
became involved in a wide range of emergency response activities, from
tornado response to facilitating H1N1 activities. In 2010 she accepted the Local
Emergency Response Coordinator position for the Cleveland and McClain
County Health Departments.

As a Local Emergency Response Coordinator, Amy works with counties and
local communities in planning, organizing, and coordinating programs related
to public health and medical system related disaster response and recovery
operations. She develops and updates response plans for her county health
departments, and works with the state and regional planners to ensure a
consistent state-wide response.
Amy is currently the chair of the McClain County Local Emergency Planning
Committee, and is active in the Cleveland County Local Emergency Planning
Committee as well. She is a member of the Regional Medical Planning Group
for her region, and she serves as a unit coordinator for the Oklahoma Medical
Reserve Corps for Cleveland and McClain Counties. Amy is also a member of
the National Environmental Health Promotion Network. This network
develops training for the emergency response community on issues in
environmental health.
Amy graduated from the University of Oklahoma in 2006 with a Bachelor’s of
Science in Microbiology.

Patricia has been with the Oklahoma State Department of Health for five
years. She started as the Follow-up Coordinator for the Newborn Hearing
Screening Program in 2006 and became the Program Coordinator in 2009.
The Newborn Hearing Screening Program (NHSP) is a state wide program
that that screens every baby born in the state for hearing loss. The NHSP
monitors all birthing hospitals to ensure that screening has been completed
and reported. Assistance is provided to Oklahoma parents to ensure proper
follow-up in a timely manner to maximize neurodevelopment related to
hearing, language, and literacy. Additionally, hearing equipment is made
available at many of the county health departments for ages birth to twelve
years. This program also oversees the Oklahoma Audiology Taskforce
which is dedicated to establishing the gold standard of hearing healthcare
for the early detection, diagnosis, and treatment of childhood hearing loss
through implementation of newborn hearing screening, family-centered
support and outreach education. Patricia received the honor of “Employee
of the Year Central Office 2009 Honorable Mention.”
Patricia has a Master’s of Science Degree in Speech-Language Pathology
from the University of Oklahoma Health Sciences Center and Bachelor’s
of Science Degree in Communication Sciences and Disorders. Before
becoming the state educator for Newborn Hearing, she worked for an
intentionally acclaimed cochlear implant clinic where she specialized in
intervention services for children and adults with hearing loss. Patricia
recently has her international certification as a Listening and Spoken
Language Specialist, Certified Auditory-Verbal Therapist. Through her
experiences, she has seen firsthand the power of early identification of
hearing loss in Oklahoma’s babies. Patricia has served on various boards
including Oklahoma Hands & Voices, Oklahoma Speech-Language
Hearing Association, and the national Directors of Speech and Hearing
Programs at State Health and Welfare Agencies.
Patricia is thrill to expand her leadership skills through Oklahoma Public
Health Leadership Institute (OPHLI), as well as the Kansas Missouri
Oklahoma Leadership Institute (KMOLI).
Mark Davis

Mark Davis has been with the Oklahoma State Department of Health
(OSDH) for six years. He started his service in Budget and Funding as
an accountant and a budget analyst before becoming Director of Budget
and Funding in 2009. In these roles, he has met and worked with many
of the great people and programs at OSDH. In each of his jobs, Mark’s
mission was to provide a high quality of customer service and to work
with his team to find innovative ways to improve efficiency and
effectiveness for work processes. In March of 2011, he accepted the
position of grants and projects coordinator. With this new role have
come many exciting opportunities, one of which is the coordination of
OSDH’s health information exchange projects.

Mark obtained a BBA in Accounting and a BA in Sociology from the
University of Oklahoma in 2004. He has successfully completed the
CPA examination and will be certified as a CPA in July of 2011.
Mark is honored to be a part of OPHLI and KMOLI. He is looking
forward to improving his leadership skills and sharing these experiences
with others in service of public health.

Rebekah Doyle has been with the Oklahoma State Department of Health for
four years. She began her service with the Oklahoma State Department of
Health as a Children First nurse in February 2007. While working as a Children
First nurse, Rebekah was the recipient of a Teamwork Award for the quarter of
October - December 2007. Rebekah developed a strong interest and desire to
help prepare Oklahoma communities in all hazards emergency preparedness
and response. Rebekah applied for and accepted the position of Emergency
Preparedness and Response nurse in May 2010. Rebekah and her team cover
13 counties and work with three public health administrators in assisting them
in preparedness and response planning and related activities.
In the past, Rebekah has been employed as an Emergency Medical Technician,
Respiratory Technician, and has owned and operated a state licensed daycare.
Rebekah graduated with a Bachelor of Science degree in Nursing from
Northeastern State University in 2008. Rebekah has also just recently received
her Master of Science degree in Emergency Management and Homeland
Security from Arkansas Tech University.

On a personal note, Rebekah has two adult children, one of which is currently
completing her Master of Social Work degree at Oklahoma University.

Priscilla Haynes, MS, BSN

Priscilla Haynes joined the Tulsa City-County Health Department (TCCHD) in
December 1997. She was hired as a Public Health Nurse in the Nurse Family
Partnership Program, Oklahoma’s Children First Program. In less than a year,
Priscilla was promoted as a Senior Public Health Nurse and hired as a Lead
Nurse in the Children First Program supervising up to eight Home visitation
PHNs. After 13 years with the Children First Program, Priscilla was promoted
to Division Manager for Community Health at the TCCHD. She is primarily
responsible for the direction of the Division’s community wide program.
These include Family Planning, Adult Health, Take Charge, Immunizations,
Overseas Immunizations, STD, TB, Dental, Children First and Vital Records.
Additionally, she serves as the Health Department’s Director of Nursing.

OPHLI will strengthen and develop the essential components of leadership
excellence by increasing my Public Health competencies in the core functions

In July of 2004, after a nine-year tenure as a manager in the private
sector, I accepted my first position in public health as an
Administrative Technician with the Ottawa County Health
Department. Qualified with a Bachelors of Science degree, I was
promoted to my current position as a Public Health Specialist in
2009. My area of responsibility is in Ottawa and Craig Counties,
and includes inspecting retail food establishments, hotels, pools,
barbershops, and school and daycare kitchens; also handling
nuisance complaints and working rabies control. Occasionally I
speak to interest groups by request on the topic of safe food
handling practices, as well as hold regularly scheduled classes for
the public and restaurant professionals regarding food safety in
retail food establishments. Additionally, within our Local
Emergency Preparedness Plan, I serve as an Annex H liaison, and
as Incident Commander within Ottawa and Craig County MIPPS.
I also sit as a delegate on the Oklahoma Society of Environmental
Health Professionals board.
I achieved my Bachelors of Science in 1993 at the University of
Central Missouri, and I am currently pursuing a Masters in Public
Health through the University of Oklahoma Health Sciences
Center.
My passion, besides my family and work, is running and fitness. I
often run road races of any distances from marathon to 5k, and I
enjoy the fact that the races that I choose to run raise money to
benefit valid causes. In May of this year I had the honor of
captaining an OSDH all-women’s corporate marathon relay team
for the Oklahoma City Memorial Marathon. The team included
OSDH employees from across the state, and it was a grand
experience for all of us.

I earned my dental degree in Karachi, Pakistan where my interest in
public health began. I was actively involved in dental public health
projects coordinated by the community dental health department at my
dental school. After receiving my dental surgery degree in 2001, I chose
to work for my university where I performed community dental public
health work and conducted free dental clinics. While working, I realized
that I lacked technical knowledge of public health; in particular,
epidemiology.
In 2003, I arrived in the U.S. and in 2005, earned my Masters of Public
Health in Epidemiology and Health Administration & Policy from the
University of Oklahoma. Soon after, I joined the Oklahoma State
Department of Health (OSDH) as the Epidemiologist for the Oklahoma
Childhood Lead Poisoning Prevention Program (OCLPPP). In my
current position, I provide epidemiological and evaluation support to the
federally funded Childhood Lead Poisoning Prevention and Healthy
Homes projects.

My education and my experience at OSDH has enabled me to effectively
apply epidemiologic and evaluation principles and develop strategies to
translate research into community level prevention and control programs
to improve the health of Oklahoma communities. I believe my unique
public health experience can be perfectly complemented by the
Oklahoma Public Health Leadership Institute (OPHLI) which has the
reputation of developing exemplary leaders who are on the cutting edge
within their programmatic areas.
My valuable OPHLI experience will allow me to develop skills in
program implementation, training, and policy development while
polishing the ones I already have. This, in turn, will not only benefit my
career goals but will also assist the OSDH in its important public health
initiative of creating visionary leaders that will benefit the state as well
as the next generation of public and environmental health professionals.
Additionally, my training will also assist in upgrading the state health
profile by providing me the necessary elements to perform the core
public health functions of needs assessment, assurance and policy
development. Whatever I will learn, I will use to make lives of people

Tamah League is the Emergency Preparedness and Response Nurse for the
nine counties located in Region 4 of East Central Oklahoma. Tamah is
actively engaged with the Local Emergency Planning Committees, leads
and coordinates the Regional Medical Planning Group for Region 4, which
consists of 17 hospitals, and is the Region 4 Medical Reserve Corps
Coordinator. While serving with EPRS during the past four years, she has
responded and provided assistance to outbreak investigations, response and
community vaccination clinics, shelter operations, snow storm medical
response, and exercises. She is an instructor for hospitals requesting assets
from the Strategic National Stockpile (SNS), Mass Dispensing Operations
and County SNS warehouse training. She has worked intensely on the
Region 4 Mass Immunization Prophylaxis Strategy Plans to meet the
requirements of Technical Assistance Review Tool provided by the Center
of Disease Control (CDC). She actively participates in the Oklahoma
Homeland Security Council in Region 4.
Tamah holds a bachelor degree in nursing from Oklahoma Wesleyan
University as well as an associate degree in Marketing from Tulsa
Community College. She has 20 years of nursing experience in the hospital
surgical and critical care setting, as well as in nursing instruction.
Preparedness comes in many forms, including insurance. Tamah brings
entrepreneur business experience from having a life and accident insurance
company located at the Tulsa International Airport providing travel
insurance service and foreign currency exchange to travelers 365 days a
year 16 hours a day with a staff of eight employees. Volunteer service has
been a way of life for Tamah as she has served in a wide variety of
volunteer positions whether through church in leading children’s choirs,
ladies ensemble & praise team, teaching Sunday School & Vacation Bible
School, youth camp counselor, community health events, or Medical
Reserve Corps (MRC).
Tamah is looking forward to collaborating with other Institute Fellows in
producing a beneficial project, which offers realistic strategies and solutions
to address problems and issues facing the wellbeing of our Oklahoma
communities. Through participation in the Oklahoma Public Health
Leadership Institute, she hopes to be able to offer fresh insight, ideas, and
ingenuity in assessing, designing, developing, implementing and evaluating
collaborative projects, strategies and endeavors which will facilitate
improved community health outcomes and propel the agency’s mission to
fruition. She anticipates the benefits received by the community, the
agency, and personally will lead to greater effectiveness in helping the
agency carry out the core public health functions of needs assessment,
assurance, and policy development.

My experience in public health began in October 1992 at the Oklahoma State
Department of Health in Tuberculosis (TB) as a consultant. Over the years my
diverse range of experience includes working as an epidemiologist in TB/HIV,
coordinating a wellness program at OSDH, working in Medicaid, creating a
train-the-trainer poison prevention program at the Oklahoma Poison Control
Center, working with Safe Kids Coalition, Fit Kids Coalition, and overseeing a
School Health Program. I have also worked in several school districts as a
substitute teacher, which has made me even more passionate about the
importance of public health and a coordinated school health approach in
Oklahoma. My passion has always been health and nutrition, so my hobby for
years has been as a certified fitness instructor.

Currently I oversee the School Health Program and the Tobacco Use
Prevention Program at the Oklahoma City-County Health Department. I will
also be heading up the new TSET Physical Activity and Nutrition grant.
My education includes completion of a Masters of Public Health in Health
Policy and Administration from the University of Oklahoma Health Sciences
Center and a Bachelors in Public Administration and Economics at the
University of Oklahoma. Working my way through school taught me the
importance of perseverance and hard work to reach my goals.
Through this program my plan is to strive to learn from other professionals,
improve my leadership skills, and learn how we can help our communities take
the lead in changing some of the poor health indicators affecting Oklahoma’s
ability to succeed. Through public and private partnerships more insight and
understanding can be gained and relationships can be built both internally and
externally. This opportunity will lead to a broader network of leaders who are
poised and ready to facilitate change to accomplish the public health mission
more effectively and efficiently. I am honored to be a part of this program and
look forward to this challenge.

I received my nursing degree from Western Oklahoma State College in Altus,
OK. in 1989. I began my career with the Oklahoma State Department of Health
in April, 1990 at Jackson County Health Department in Altus, OK. I worked as
a PHN II for 2 years, and then returned to Home Health where I spent the next
eight years, five of which were in management/supervisor positions.
I returned to the Oklahoma State Department of Health in April, 2000. At this
time I received training for TB/Communicable Disease Nurse. During 2002,
Southwest OK had a TB outbreak in which I was lead nurse and received the
OSDH Creative Achievement Award for the management and investigations of
the cases.

I accepted a position as Regional Take Charge Nurse in 2003, and worked in
multiple county health departments across the state, providing health
screenings for women 40-64 years of age.
In 2007, I accepted a position as Coordinating Nurse in Jackson County. I
transferred to Payne County in 2009 and now currently work in Creek County.
My current position involves the managing of clinical and nursing services at
the three sites in Creek County. I also volunteer work weekly in our church
outreach ministry to help feed the homeless.

Mark’s career in public health began in the military when he was tasked
with set up and maintaining field hospitals and living quarters for the
Combat Readiness Squadron in the United States Air Force. He started his
career at the Oklahoma State Department of Health in October of 2003
when hired as a Regional Preparedness and Response Planner for the then
named “Bioterrorism Division” for Oklahoma Homeland Security Region 6
(Central Oklahoma) which included all counties that border Oklahoma
County. His job responsibility was to develop and educate the local
communities on preparing for, responding to, and recovering from a bioterrorism event. With the natural evolution of the preparedness program
the service changed its name to Emergency Preparedness and Response
Service (EPRS) to ensure that communities understood that EPRS served in
an all hazards environment, not just bio terrorism. EPRS has responded
many times to natural disasters that Oklahomans face and the change in
the name was appropriate and helped clarify Public Health as a first
responder as well. Today Mark is the Western District Coordinator
responsible for 40 counties on the Western half of the State. He and his
team work with the County Health Administrators and their staff in
spreading the Public Health emergency response message, and ensuring
the continued development of professional relationships with all
community responders.
Mark spent 20 years in the U.S. Air Force as a medical technologist and
worked in Labor and Delivery, Intensive Care Unit, Aero-Medical
Evacuation, Emergency Room Shift Leader, Charged with the management
of all the resuscitative medicine programs for military and civilian personnel
at Tinker Air Force Base, He served as the Inspector General for the
Hospital at Tinker and finally ended his career as the Medical NonCommissioned Officer in Charge (NCOIC) of the Military Entrance
Processing Station in Oklahoma.
Mark has a Maters Degree in Management from Southern Nazarene
University and is a current Licensed Practical Nurse as well as a Nationally
Registered Emergency Medical Technician for the past twenty years. His
most recent accomplishment he received his Master Exercise Practitioner
(MEP) from FEMA. This certification allows Mark to design, develop,
implement and evaluate exercises designed to test a community’s
readiness in accordance with Homeland Security Exercise and Evaluation
Program (HSEEP). As of March 1, 2011, only 1,500 individuals have
completed EMI’s Master Exercise Practitioner Program. Mark as of 2011 also
became an Oklahoma Certified Emergency Manager through Oklahoma
Office of Emergency Management.
