INTRODUCTION
Arms control•in particular, nuclear arms control•has been at the center of international
affairs for over forty years. In fact, the hope for limitations on nuclear weaponry has grown side
by side with the proliferation of the weapons themselves: interest in arms control is never
greater than when the political opportunities for global security seem to be moving out of reach.
Since 1946, when the Baruch Plan was proposed to the United Nations, there have been
numerous negotiations, treaties, and agreements to reduce the risk of nuclear war. The central
forum for disarmament talks, however, has been and continues to be the Conference on
Disarmament.
Begun under U.N. auspices in 1961 and located in Geneva, the Conference on Disarmament
is the longest-standing and most comprehensive conference in the area of arms limitation. The
record of its meetings and documents is indeed the record of arms control•its successes and
failures•in the nuclear age. Originally known as the Eighteen Nation Disarmament (Conference,
then the Committee on Disarmament, the Conference on Disarmament was established by a
joint U.S.-Soviet resolution at the 16th session of the U.N. General Assembly. The resolution
makes clear that the conference's goal•"to reach agreement on general and complete
disarmament in a peaceful world"•was an ambitious one:
The goal of negotiations is to achieve agreement on a programme which will ensure that (a)
disarmament is general and complete and war is no longer an instrument for settling
international problems, and (b) such disarmament is accompanied by the establishment of
reliable procedures for the peaceful settlement of disputes and effective arrangements for the
maintenance of peace.
Among other proposals, this joint statement called for the elimination of all stockpiles of
nuclear, chemical, bacteriological, and other weapons of mass destruction; the cessation of the
production of such weapons; and the elimination of all means of weapons delivery. Nor was the
conference's mission limited to nuclear disarmament; its program included the disbanding of
armed forces, the dismantling of military establishments, and the cessation of military training.
In the quarter of a century since its inception, the Conference on Disarmament has continued to
examine every aspect of the arms race:
• economic and social consequences of the arms race
• weapons testing and test bans
• human rights and war
• prohibition of environmental modification techniques
• problems of verification
• establishment of nuclear-free zones
• reduction of military budgets
• peaceful uses of atomic energy
• the role of the United Nations
• weapons research
• nonproliferation
• inhumane conventional weapons
• weapons in space
• radiological weapons
• nuclear reprocessing
• chemical weapons
• biological weapons
• the "build down" concept
• "first use" of nuclear weapons
• regional disarmament
• the nuclear freeze.
On these and many other issues, the papers of the Conference on Disarmament offer a
complete record of important international negotiations. Furthermore, the Conference on
Disarmament was one of the first international conferences of any kind to recognize the growing
influence of nonaligned nations. Since 1954, when Indian Prime Minister Jawaharlal Nehru
placed the question of nuclear weapons testing on the U.N. agenda, nonaligned nations have
become active participants in discussions of nuclear issues. The U.N. debates on disarmament
ceased to be U.S.-Soviet political dialogues; they took on a far more global character as
nonaligned members insisted on their say concerning an issue of such immediate importance to
them. The membership of the original Eighteen Nation Disarmament Conference certainly
reflected this trend: Brazil, Burma, Ethiopia, India, Mexico, Nigeria, and the United Arab
Republic were represented. In addition to the United States and the Soviet Union, the other
members were Bulgaria, Canada, Czechoslovakia, France, Italy, Poland, Romania, Sweden,
and the United Kingdom. This mix of nuclear powers and nonaligned nations, of East and West,
still holds true today as the Conference on Disarmament continues its deliberations with forty
member nations.
Conference on Disarmament, 1985-1989: Meetings and Documents continues the previously
UPA published Committee on Disarmament, 1962-1984: Meetings and Documents. Not only
has the name changed since 1984 but so has the importance of the organization. As tensions
between the two superpowers have waned so have divisions within the conference. Arms
control issues of global concern such as nuclear proliferation, the ban of chemical weapons,
and the reduction of conventional arms can only proceed with the cooperation of the United
States and the Soviet Union. The Conference on Disarmament has evolved from a forum for
debate, information exchange, and propaganda, to an organization preparing international
treaties on arms control that have a real chance to be ratified.
