RULES SAILING MARATHON 2016 Notice of Race 2.1 General The event will be governed by the current versions of: -the rules, as defined in the Racing Rules of Sailing 2013-2016 (RRS) of the International Sailing Federation; - the rules and regulations of each One Design Class for which there is an eligible boat entered in the race; - this Notice of Race (NOR), except as any of these are modified by the Sailing Instructions (SIZ). If there is a conflict between languages the English text shall prevail. If there is a difference between NOR and RRS then NOR will apply. The Greek Sailing Marathon 2016 event, incorporating a rally for different sailing classes that start and sail all together conducted on the waters of Saronic gulf. 2.2 Amendments The Organising Authority reserves the right to amend this Notice of Race. Amendments will be published on the Official Notice Board and they may also be published on the event website www.sailingmarathon.com Piraeus, Greece, 15 October 2016 The event is organised and conducted by the Sailing Marathon (“the Organising Authority”) with the co-operation of the Piraeus Sailing Club. The winners will come out of a combination of RYA and US sailing Basic Portsmouth numbers. 2.3 Official Notice Board The Official Notice Board is a notice board near the secretary office of the Piraeus Sailing Club. 2.4 Binding Nature of Documentation By entering the event, the owner or charterer of a boat agrees that this Notice of Race (including amendments), the entry, the rules and regulations referred to in paragraphs 2.1 and 2.2 and the Sailing Instructions, shall be complied with by the boat and by the owner or charterer. 1. RACE The warning signal of the event will be signaled at 1250 hours (Greek Eastern European Summer time) on October 15, 2016. The start of the event will be in Saronic Gulf, Mikrolimano and the finish will be at the same area. The time and the distance will be approximately 120-180 min of sailing, for the biggest handicap class of the event, which is the Optimist class. Details of the course will be included in the Sailing Instructions 2.5 Sailing Instructions The Sailing Instructions will be avalable at Skippers’ meeting and will also be published on the event website. 3. ELIGIBILITY 3.1 Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 350 000€ per event. 3.2 One Design Class Boats A boat may only be entered in a One Design Class if the boat complies with all of the current Rules and Regulations for that class, save to the extent they are specifically amended or excluded in this Notice of Race or the Sailing Instructions (refer RRS 78.1). 3.3 Safety -All sailors must wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. -Boats not leaving the shore for the day’s races or retires from a race must notify the race office as soon as possible. -Its strongly recommended for all sailors to have at their boat fresh water, hat and clothes for bigger range of conditions. page | 2 3 | page SAILING MARATHON 2016 3.4 Competitors Requirements -Optimist and Laser 4,7 sailors that took part in two or more National Sailing Championships in either of these two categories are allowed to compete. -If 4,7 sailors were participants at an Optimist National team selection race, then they are allowed to compete at the 4,7 class. -All other classes must have at least one member of the crew that took part at a National sailing championship, in one or more of the classes that take place in this event. -All competitors have to be minimum seven years of age, born before October 15th, 2009 3.5 Re-Measurement The Organising Authority may require re-measurement of any boat prior to the boat racing. CHANGES TO SUPPLIED DOCUMENTATION Documentation supplied to or held by the Organising Authority under this Notice of Race (other than crew lists and rating certificates) shall not be changed (except to correct errors or after protest) after 10:30 hours on 15 October 2016. A boat’s crew list may be changed to correct errors, to amend for late crew changes or after protest, but shall not be changed later than two hours prior to the starting signal. After any change to a crew list, the boat shall still satisfy the general requirements of paragraph 3.2. Changes to the crew or details of any crew member shall be notified in the format available from the Organising Authority. 3.6 Determination of Eligibility A decision of the Organising Authority or the Race Committee as to any matter under this paragraph 3, including as to whether a boat and her crew meet the eligibility criteria for entry in the race, is final and binding and will not be grounds for a request for redress. 6. No entry will be accepted after that date. SCORING Results will be decided by the application of a combination, of RYA and US sailing Basic Portsmouth numbers as multiplier of elapsed time. 8.1 Overall Winner The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 8.2 One Design Winner The boat with the lowest elapsed time among the one design boats (after application of scoring penalties, if any) will be scored first. 9 EVENT BRIEFING Details about event briefing will be announced at Sailing Instructions. page | 4 5 | page SAILING MARATHON 2016 Notice of Race Piraeus, Greece, 15 Oct. 2016 10 EVENT CLASSIFICATION AND ADVERTISING 14. MEDIA RIGHTS AND RESTRICTIONS 10.1 General Advertising on a boat shall comply with ISAF Regulation 20 [ISAF Advertising Code]. A boat shall display the flag or the backstay flag in accordance with this Notice of Race if provided. Prior to leaving the dock immediately prior to starting, and after finishing, the boat shall display the event flag. Backstay and event flags will be supplied by the Organising Authority. The advertising rules apply from 0800 hours on 15 October until 2400 hours the same day. The conditions of entry include: a requirement that the owner or charterer of the boat and all crew members: -acknowledge that the the Organising Authority owns all media rights to the Sailing Marathon event and may exercise those rights as it sees fit; -grant the Organising Authority the unconditional, perpetual right and authority to publish and broadcast anywhere in the world, for any purpose and in any media, the names, images and biographical information relating to the crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the race; 10.2 Tracking Devices and Cameras A boat may be required to carry a tracking device supplied by the Organising Authority. The Organising Authority also reserves the right to place a camera on board any boat for media purposes. 10.3 Trademark Restriction Sailing Marathon® Sailing Marathon is a registered trademark owned by the Sailing Marathon Organising Committee and the use of the trademark is absolutely restricted and limited to use by or with the consent of the Organising Authority. 11. SAIL IDENTIFICATION A boat shall comply with RRS Appendix G, Identification on Sails. In case of different numbers on mainsail and spinnaker the number of the mainsail will apply. If the mainsail number is not clear, then the boat will be finished as DNS. 12. STARTING PROCEDURE Black Flag Rule 30.3 will apply at the start due to big number of boats at the starting line as well as for safety reasons. The RC will be extremely strict through the line and we strongly recommend all sailors not to push the start. A boat starting later than 10 minutes after her starting signal will be scored DNS. Maximum entries 250 boats. Crew members of boats may, prior to, during and after the race, speak or provide material to any media representatives accredited by the Organising Authority, regarding the race and the prospects. 15. DISCLAIMER All those taking part in the race do so at their own risk and responsibility. Crew members must acknowledge this, and release the Organising Authority and Piraeus Sailing Club in addition to their respective officers, employees, volunteers and members, from all liability. RRS 4 of the Racing Rules of sailing states: «The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” By taking part in the event, each competitor and the responsible adult agrees and acknowledges that: -They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part on the event. -They are responsible of the safety of themselves, their boat and their other property whether afloat or ashore. -They accept responsibility of any injury, damage or loss to the extend caused by their own actions or omission. -Their boat is in good order, equipped to sail in the event and they are fit and healthy to participate. 16. TROPHY PRESENTATIONS 13. ALTERNATIVE PENALTIES The prizes will be awarded at Piraeus Sailing Club on 15 October 2016 at 18:00. The prizes will be awarded to the first 3 overall handicap winners and to each one design class 1st winner with minimum 3 participants. A penalty taken for braking Part 2 RRS shall be One-Turn penalty. In case of umpire call the penalty shall be a Two-Turns penalty. For those classes that their class rules penalty is One-Turn, in case of brake Part 2 rule, they shall make one jibe in upwind and one tack in downwind. In case of umpire call they shall do their full One-Turn penalty.
