Process Description The Process Description shall be amended as described below: The words ‘and coatings containing approximately 6.5 tonnes of organic solvents’ shall be added after the words ‘powder coatings’ to the sentence ‘The coating of metal involving the use of approximately 125 tonnes of solid powder coatings in any 12 month period’. Bay 1 The words ‘A solvent based anti-rust treatment is applied occasionally using a low pressure spray. Fumes from which are exhausted to atmosphere via stack’ shall be removed and Environmental Permit Ref: PB/36 Variation Notice Ref: PB/36/WK/201544223 replaced with the words ‘An oil based dewatering oil is applied occasionally using a low pressure spray’. Bay 2 The following words ‘Metal components are grit blasted using a metal or mineral abrasive material using, a Spencer & Halstead Hook Blast Machine, a Tumble Blast Machine, and a Walk-In Blast Room. All 3 are then vented externally to atmosphere. Additionally a Hand Grit Blast Cabinet and an Auto Grit Blast Machine are used in Bay 2 where following blasting the larger particles of abrasive initially collect in hoppers and are returned to the system via a cyclone’ shall be removed and replaced with the words ‘Metal components are grit blasted using either a metal or mineral abrasive material. To carry out grit blasting Bay 2 houses a Rosler swing hook blaster, a Rosler hand gritter, x2 tumble blast machines and a walk-in blast room. Two stacks, one serving a tumble blaster and one the walk-in blast room, are vented externally to atmosphere. The Rosler swing hook blaster, a tumble blaster and the hand grit blast cabinet are vented internally where, following blasting, larger particles of abrasive are collected in hoppers and returned to the system via a cyclone’. Bay 3 The words ‘Spraying is undertaken in a Powder Spray Booth in Bay 3 and is discharged internally after cleaning by cyclone and after filter’ shall be deleted. Bay 5 The words ‘emissions of which are extracted directly through a stack to atmosphere’ shall be deleted from the sentence ‘Metal components are cleaned in Bay 5 using a fluidised bed system with a net rated thermal input of less than 200 kW emissions of which are extracted directly through a stack to atmosphere’ and the words ‘known as a sand stripper’ shall be inserted after the words ‘fluidised bed system’ in this same sentence. The sentence ‘The stack serving this system is fitted with a cyclone filter, from which it extracts directly to atmosphere’ shall be added after the sentence ‘Metal components are cleaned in Bay 5 using a fluidised bed system, known as a sand stripper, with a net rated thermal input of less than 200 kW’. Bay 6 In the sentence ‘This area is served by a spray booth and two electric cure ovens all of which discharge externally to atmosphere’ the words ‘two electric cure ovens all’ shall be deleted and replaced with the words ‘an electric cure oven, both’. The words ‘Metal components are cleaned in Bay 6 using Perchlorethylene contained in a 100 litre capacity lidded degreasing tank. Solvent Usage is below 1 tonne.’ shall be deleted. From the sentence ‘Components are sprayed with an adhesive pretreatment within the dry back spray booth known as JLS 1 & 2 which are extracted externally by stack to atmosphere’ the words ‘sprayed with an adhesive pretreatment’ shall be deleted and replaced with the words ‘spray painted’ and the words ‘& 2 which are’ shall be deleted and replaced with the words ‘, which is’. Environmental Permit Ref: PB/36 Variation Notice Ref: PB/36/WK/201544223 The sentence ‘Components are subsequently cured within 2 conveyor ovens which are extracted by two stacks externally to atmosphere’ shall be deleted and replaced with the words ‘Components are subsequently cured within the JLS conveyor oven which is extracted by a single stack externally to atmosphere’. In the sentence ‘Alternatively dependent upon the component to be cured, curing can be undertaken in either an electric cure oven or an indirect gas fired oven both of which vent via individual stack to external atmosphere’ the words ‘either an electric cure oven or’ and ‘both of’ shall be deleted. In this same sentence the word ‘vent’ shall be replaced with the word ‘vents’. Bay 7 The words ‘Bay 7 also contains aqueous chemical treatment tanks and the effluent water treatment plant’ shall be added at the end of the description of Bay 7. After the process description for Bay 8 the following section for the Adonis Building shall be added: ‘Adonis Building The Adonis Building houses a pre-treatment line of aqueous chemical tanks, used for the cleaning of components. A 4m, dry backed, Ercon spray booth, is divided for use as two booths; each with a separate stack. Both stacks serving the Ercon spray booth vent directly to atmosphere. A 1.5m, dry backed, LM spray booth, referred to as JLS2, is fitted with a single stack which vents directly to atmosphere. The Ercon roller conveyor oven and refurbished JLS2 conveyor oven each have a single central stack that vents externally to atmosphere. Two Rosler hand grit blasters, both of which are vented internally, are also housed in the Adonis Building.’ General From the sentence ‘The spraying of coatings is by conventional techniques. It is undertaken in Adhesive Spray Booths. One in Bay 2, one in Bay 4, one in Bay 5 and 2 PTFE Spray Booths in Bay 6 using either De Vilbiss HVLP or Bink Bullows spray guns’ the word ‘and’ shall be inserted between the words ‘conventional techniques’ and ‘it is undertaken’, the word ‘Adhesive’ shall be deleted and a semicolon ‘;’ shall be inserted after the words ‘Spray Booths’. In this same sentence the words ‘and 2 PTFE Spray Booths’ shall be deleted and replaced with the word ‘one’. In this same sentence, after the words ‘Bay 6’, the words ‘and three in the Adonis Building.’ shall be inserted. In this same sentence the words ‘All spraying is carried out’ shall be inserted before the words ‘using either De Vilbiss HVLP or Bink Bullows spray guns’. Environmental Permit Ref: PB/36 Variation Notice Ref: PB/36/WK/201544223 The word ‘also’ shall be deleted from the sentence ‘Metal components are also coated using approximately 6.5 tonnes of non-halogenated organic solvents in any 12 month period’. From the sentence ‘This Installation falls within the definition of Part 1 Section 6.4, Part B (a) (i) and (iv) “Coating activities, printing and textile treatments” and section 7.0 “SED Activities” of Schedule 1 of the Pollution Prevention and Control (England and Wales) Regulations 2000 (As Amended)’ the words ‘Pollution Prevention and Control (England and Wales) Regulations 2000 (As Amended’ shall be deleted and replaced with the words ‘Environmental Permitting (England and Wales) Regulations (As Amended) 2010’. Deleted Conditions The following condition(s) of the Permit shall be deleted as described below: Condition 3.5 Condition 3.5 which reads ‘ The degreasing tank in Bay 6 containing Perchlorethylene shall be adequately covered with a close fitting lid so as to minimise fugitive emissions whilst not in use’ shall be deleted. Amended Conditions The following condition(s) of the Permit shall be amended as described below: Condition 1.2 The word ‘hatched’ shall be deleted and replaced with the words ‘marked in red’. Condition 2.5 The following emission sources shall be added to table 2.1 Pollutant Particulate Matter Emission Source Stack serving the Sand Stripper in Bay 5 Concentration Limit 50mg/Nm3 as 30 minute mean for contained sources Condition 4.1 After the words ‘Emissions from the stacks serving the shot blast machines’ the words ‘sand stripper’ shall be inserted. The words ‘30th November 2012’ shall be removed and replaced with the words ‘31 March 2017’.
