LAHORE WASTE MANAGEMENT COMPANY (LWMC) Terms of Reference (TORs) Assignment: Assessing the Feasibility of Waste to Energy Technologies for the Municipal Solid Waste in Lahore. Purpose: The purpose of this assignment is to assess the feasibility of introducing waste to energy technologiesin the City of Lahore as a mean of energy from the municipal waste as well as treatment/disposal of municipal solid waste. Background: Lahore Waste Management Company (LWMC) has been established with a vision to improve and modernize the SWM services in Lahore. LWMC aims to develop an integrated Solid Waste Management (SWM) system to ensure efficient collection, transportation, recovery, treatment and disposal of the waste generated in the city of Lahore. In the light of existing energy needs of the county. The Government of Punjab/Pakistan is hectically exploring all traditional and non-traditional energy generation option. Waste-to-energy is now considered as reliable and renewable form of energy that has become the basis for many of the most successful solid waste management systems in Europe and USA. However, experience of many developing countries shows that replication of waste to energy model of USA and Europe cannot be blindly replicated. Therefore it is imperative for developing countries to adopt a feasible model keeping in view the ground realities. Moreover waste characterization, calorific value and moisture contents of waste have significant impact on choice of technology and success of WTE plants. In this context, LWMC intends to hire the services of an international consultant/firm to review and assess the potential of different WTE technologies and execution models, which can be adopted in the context of Lahore. Scope and duration of Study: The consultant will remain engaged with LWMC for a period of one month. However, actually working hours in client country will comprise of one week and the rest of working hours will constitute of home based assignment. The study will mainly about the review of existing literature and knowledge to ascertain a feasible WTE option for Lahore and review of Expression of Interests (EOIs) of interested companies to arrive at the best option for Lahore. Assignment plan/schedule: After award of the assignment, the consultant shall be required to spend at least 3 days at the office of the Client i.e. LWMC. During his / her stay the consultant shall: 1. Get hold of secondary data with regards to waste generation, collection and waste characterization. 2. Review and examine existing waste collection systems 1. The consultant shall after staying for 3-5 days will proceed to his or her country and start work on the assignment. 3. After 3 weeks the consultant shall submit first study report. 4. The final study report will be submitted on completion of 4 weeks. 2. Main Tasks: 1. Review of existing MSW collection system and waste characterization reports Review of the available WTE technologies currently being used Proposing the best suitable option of WTE technology keeping in view available quantity, waste characteristics, economic feasibility, social and environmental acceptance etc. 4. Estimation regarding capital investment and O & M costs required for various sizes of plants say between 100 – 500 tons capacity. 5. Estimation of the net energy output and other byproducts with expected revenue potential. 6. Suggesting best suitable procurement and financial model for the execution of WTE project. 7. Shortlisting and review of the potential companies from the submitted EOI. 8. Preparation of bidding documents including RFP, technical specifications etc 9. Preparation of technical feasibility suitable options 10. Review and validation of the shortlisted companies 11. Review and evaluation of the technical as well as financial bids 2. 3. Reporting Responsibilities: The Consultant will be responsible to directly report to the Management Director (MD) LWMC. The major deliverables will comprise of reports, meetings, presentations etc. The repots will be finalized subject to the approval of LWMC management. Requisite Experience and Qualification: The Consultant should have a relevant experience in waste management sector with specific hands on experience of different WTE intervention. The candidate should have relevant experience (minimum 5 years) in SWM related activities and proven experience of data collection and generation of quality reports. The consultant must have 16 years of Education with the basic degree in Environmental Engineering or Environmental Sciences from a reputable foreign University. The preference will be given to candidates having international experience of WTE projects. Tentative Cost: US $............(Lump sum).without taxes, excluding air travel boarding lodging and transport for travelling to Pakistan will be provided by client.
