INSTRUCTIONS TO STUDENTS
New candidates in the courses of study must first receive a local minister's license from the
church board of their local church. After holding a local license for one year, the candidate may
then make an application for a district license. Each candidate should purchase from the
Nazarene Publishing House the Sourcebook for Ministerial Development. This book details the
program and curricular requirements. For further information contact a member of the Board of
Ministry.
Eligibility/Courses
The board serves those persons who are properly enrolled in the ministerial studies program.
There are four general courses administered by the Board of Ministry: licensed ministers in the
elder's program and licensed ministers in the deacon program, which includes Christian
education, compassionate ministry, and music ministry.
Ministers in any program will not be ordained without having completed their program of
study. Annual renewal of license is subject to the candidate submitting a renewal application and
approval by the Board of Ministry.
Modes of Study
College: the recommended mode of preparation for full-time Christian services is by
attending one of the Nazarene colleges or universities. A student who graduates from the
appropriate program of study will be graduated from the course of study as directed by the
Manual, paragraph 424.1.
Students graduating from the other liberal arts schools or seminaries are responsible
for achieving at least minimum requirements as set by the Manual statement 424.1.
Home Study and Extension Studies
Nazarene Native Mission Training Center (NMTC), formerly Nazarene Indian Bible College
(NIBC), in cooperation with the Board of Ministry, is providing ministerial studies training by
extension. Students not able to attend college are encouraged to participate in this program.
Upon completion of each course NMTC will certify to the District Board of Ministry your
completion and progress.
Those needing or desiring to take a course by directed study (home study) should purchase
the appropriate test and secure the required reading books. When the candidate is ready for the
examination, contact the secretary of the board or NMTC. The secretary of the board or someone
from NMTC will arrange for a proctor to administer the exam. That person will also notify the
board of course completion. Book reports must be submitted on reading books. These reports
should include author, title, date completed, a summary of the book, and a statement of how this
book has helped you with your ministry. The courses of study for various licenses are found in
the Sourcebook for Ministerial Development.
Eight-Year Restriction
To qualify for ordination, candidates must achieve graduation from the course of
study within eight years from the granting of the first district license. Any exception, due to
unusual circumstances, must be recommended to the district assembly, including a specified
time limit by the Board of Ministry and be subject to the approval of the general superintendent
in jurisdiction.
Where to Go for Assistance
1. For information or guidance contact a member of the Board of Ministry or NMTC.

V. Reports
A. DISTRICT OFFICERS
1. District Superintendent
Good morning, it is my privilege and honor as your District Superintendent, of the
Southwest Native American District, to present to you my fourteenth report.
As God spoke to His chosen leaders of the past, He assured them that His presence will
go with them into unknown battles, unknown territories or uncertain nations, like that to Joshua:
“Be strong and courageous, because you will lead these people to inherit the land I swore to
their forefathers to give them. Be strong and very courageous, Be careful to obey all the
law my servant Moses gave you; do not turn from it to the right or to the left, that you may
be successful wherever you go. Do not let this Book of the Law depart from your mouth;
meditate on it day and night, so that you may be careful to do everything written in it.
Then you will be prosperous and successful. Have I not commanded you? Be strong and
courageous. Do not be terrified; do not be discouraged, for the Lord your God will be with
you wherever you go.” Joshua 1:6-9 The Lord God Almighty has been faithful, He has done
just what He said He would do, Praise His Holy name. Amen!!
To my Pastors, Ministers, Lay-ministry leaders, your immediate families and to our
district family, it is an honor to serve you. Your ministry has been so important to me again this
year, your untiring services to your communities, to your congregation and to your own families,
is under the Lordship of Jesus Christ who called you to your unique location. I’ve seen your
struggles, your challenges and battles, times of disappointments of people you serve, however,
you have remained faithful. I also saw your victories, the answered prayers when circumstances
and situations seemed to be uncertain. Pastors, Ministers, Lay-ministry leaders, your immediate
families and our district family, I celebrate you and I am forever grateful for all of you…
Amen!!!
We welcome our General Superintendent, Dr. Eugenio Duarte to the Southwest Native
American District. Dr. Duarte will be in jurisdiction of our district the next two years. Dr.
Duarte, be assured that this district will uphold you with prayer. Our district is a praying district,
we still hold to the proclamation that was set approximately five years ago by the Board of
General Superintendents, that prayer and fasting be emphasized and practiced every Wednesday
noon. We still adhere to that, and again, you can be certain that every Wednesday, this district
will be praying for you.
It is always a joy to have representation from our regional educational partner, Point
Loma Nazarene University and we welcome Dr. Ron Benefield. Did you know that we had 78
potential university students on the campus of PLNU the past week from our district? Our
District NYI President, Becky Pohawpatchoko and sponsors from local churches attended and
participated in Elev8, a college career day for our region. This is probably the most number of
students and sponsors to participate. I am truly elated to have that number of participants
involved. We are always delighted to have PLNU representatives join us for our annual district
assembly and district events. We welcome you.
ACTIVITIES AND ACCOMPLISHMENTS
A year ago, we adjourned our annual district conventions and assembly, waving our
banner for past victories and praises with great accomplishments. We left with a forward thrust
and an excitement for even greater victories to be experienced for this year and truly God is still
faithful and present.
Throughout the summer months we joined many of you at your annual camp meetings. It
is always a joy to see your evangelistic endeavors, saturated with prayers, financial support, and
promotions and with all that efforts to see your altars become fruitful. We witnessed many being
saved with genuine conversions, forgiveness of sins, forgiveness among church families, even
among your own families, and yes, some were sanctified holy, experiencing the Holy Spirit with
a renewed holy presence. We still believe in the old-fashion holiness camp meetings.
Let’s
intentionally pray and plan for more of these within our churches using our own district
evangelists who know our doctrine, our beliefs and stand on the unswerving presence of God’s
Holy Spirit.
Through these efforts, 75 joined church membership by profession of faith, 29 were
baptized through conversions and of faith. All to the praise and glory of victories in Jesus.
CHALLENGES WITH HIS PROMISE AND PRESENCE
A. Celebrate Recovery Program- In September, approximately 9 of us joined Celebrate
Recovery training at Shiprock, NM. Another recent Celebrate Recovery Training was held at
Twin Butte Church of the Nazarene, May 18-21, 2016 with host Pastor Wilkinson Sage and he
reports 29 took the training. This program brings a 12 Step Christian Biblical approach to the
human dilemma; whether it be alcoholism, drugs, substance abuse, sinful habits formed, sex
addictions, anger/rage, eating disorders and many more habits, that takes us away from Gods’
anointed design of whom we should be. Many members of our communities are afflicted with
these problems and we as a church have the answer to such demises. Could we do more through
praying and fasting, to involve ourselves, our churches, and maybe by zones take up these
training. We have approximately 8 trainers who can take portions of training materials and
provide these training efforts possibly during the day at your camp meetings. I believe you’ll be
surprised at the receptive responses and bring healing to your own congregations of
completeness as they experience true freedom in Jesus Christ as Savior, as Lord and Sanctifier of
their lives.
B. Mission and Vision Statements- Several years ago we agreed on a Mission and Vision
Statement that kept us focused on who we are as a district. Today, with the approval of the
District Advisory Board, I introduce to you the renewed Mission and Vision Statements for the
Southwest Native American District. Let me introduce:
OUR MISSION- to bring the message of Jesus Christ as Savior and Lord to all mankind
OUR VISION- to become the Church of choice to satisfy the hungry souls of men,
women, children, and youth to the honor and glory of God
It is my earnest desire that we reach beyond ourselves and set a renewed emphasis in
bringing our lost people to Jesus Christ as Savior and Lord of their lives, and not to be ashamed
or afraid to be the Church of choice, the Church of the Nazarene, Southwest Native American
District. We have a message with a sure foundation and set firm on holiness as a life-style and
truly, Holiness is the answer.
C. District Ministerial Training- a year ago, in my District Superintendents report, I
voiced, “My heart and mind is heavy of a need that has become very evident on our district. We
are at a time when we are in need of young men, young women, men and women, called of God
to enter into God’s ministry. We are in a desperate need of Pastors…” Since that time, we have
worked and prayed to begin the District Ministerial Training Program to meet the classes needed
and requirements for the Ministerial Ordination tract. Through faith believing, we are ready to
start those classes and training. The classes are scheduled as follows:
Course #1-Exploring Christian Ministry, August 12 & 13, 2016, Instructor: Dale
German, Location: Dilkon District Ministerial Training Center.
Course #2-Telling the Story of the New Testament, October 21 & 22, 2016,
Instructor:
Rev. Barbara Jones, Location: Dilkon District Ministerial Training Center.
Course #3-Communicating With Spoken and Written Language, January 13 & 14, 2017,
Location: Dilkon District Ministerial Training Center.
Course #4-Spiritual Formation (Distant Learning), March 17 & 18, 2017, Instructor: Dr. RT
Bolerjack, Internet/Video learning experience.
Rev. Jonathan Nells has agreed to be our District Ministerial Training Director. LeSonya
Brown-Singer will care for the transcripts and record keeping of student records, and I, your
District Superintendent will assist as we guide the ministerial training program for the coming
year. There is much refining and details that still needs to be done, so please pray for your
leaders to guide and lead us in a new direction for ministerial education. Bethany First Church
of the Nazarene, Bethany, Oklahoma has partnered with us to provide instructors and personnel
that would provide for this training program. Again, let us bind together as a district to pray for
God called men and women, young men and young women, young and old to answer the call of
God upon their lives.
WE CONGRATULATE GOD’S LEADERS
This district is blessed with faithful and diligent leaders who give much to the
departments they lead, along with their district councils.
Rev. June Stillings, we appreciate your leadership for the Sunday School Discipleship
Ministries International (SDMI) program. We have noticed your priority on the “Tell the Story”
emphasis and trainings you facilitated across the district, at zone rallies and classes at Dilkon
First Church of the Nazarene, has provided much enthusiasm of enriching the biblical story
approach to our churches. Thank you for your hard work.
Mr. Andy Charley, District Nazarene Missions International (NMI) President, you and
your council have worked tirelessly to keep missions before us. The work of the International
Church of the Nazarene in the global mission fields, many living for God even to the point of
death and areas of severe oppressions is difficult to understand.
However, our Nazarene
missionaries are fulfilling the call of God upon their lives and we hear of victories of God at
work. Thank you for keeping us abreast of Gods Kingdom around the world.
Mrs. Becky Pohawpatchoko, thank you for your leadership with the district Nazarene
Youth International (NYI). We really appreciate all the activities and events that our youth have
experienced the past year. The times of youth gatherings have been attended very well with
record numbers of youth participation at these activities. We’re sure many commitments were
made to follow the Lordship of Jesus Christ. Let’s continue to pray for our youth.
Thank you, Marilyn Van Yazzie, District Secretary/Treasurer for taking up double duty
this year as secretary and treasurer for our district. You have done an excellent job and you’ve
proven yourself to be a true servant of God, we thank you for your willingness to serve.
To my partner in ministry, my wife Juanita, I praise God for you daily. You are a
tremendous prayer warrior and your support is much appreciated in my role as District
Superintendent. With multiple tasks to be done on the district, you have been super supportive
and committed of God’s call upon our lives. I praise God for you.
Today, I can testify to Gods’ presence in my life; He truly saves me, fills me with His
holy spirit, His call to ministry is upon my life, and I am keenly aware of being in the center of
His will. Again, just like He said to Joshua; “Be strong and courageous. Do not be terrified;
do not be discouraged, for the Lord your God will be with you wherever you go.”
Respectfully submitted,
John R. Nells
2. Sunday School and Discipleship Ministries International President
Dr. Nells, members and delegates of our Sunday School and Discipleship Ministries
International convention. This is my fourteenth report as your Southwest Native American
District SDMI President. I praise God this morning. God has been good and merciful to me and
so I thank Him!
We have so much to be thankful for. He has provided food on our tables, shoes on our
feet, clothes to wear and a comfortable place to sleep on every night. What blessing! God
knows our needs and He always provides these needs for us. Whether its our health, finances, or
relationships, God is there.
My husband and pastor a church in San Luis, Mexico and in Somerton, Arizona. They
have been without water for a whole year. Their water well broke and it takes a lot of money to
get another well. The city of San Luis, Mexico brings them water every other day. I told them
that God is watching over them and to be thankful for their share of water. Pray for the people in
San Luis this summer.
My activities for this year have been: in July, we took our kids to camp here at Southwest
Indian Ministry Center. They attended High School, Middle and Primary age group camps.
Southwest has a strong Christian based teaching and plenty of activities. I encourage you to
bring your kids here for SIMC camp. In September, along with our church ladies, we attended
the Women’s Retreat at Prescott, Arizona. We had Kathy and Karen Antone, from Wings
Ministry. They are both well gifted, Kathy’s musical singing talent and Karen’s gift of teaching
on the book of Esther. We had a wonderful time with the ladies from our district. I appreciate
our SNAD Women’s Ministry Director, Darlene Joe. Her spirit of leadership is a great witness.
Thank you Darlene, for your leadership.
In October we had our Southern Zone Rally in Tucson, Arizona. That Friday night, the
Holy Spirit ministered to us through their young people singing and moving for the Lord. On
Saturday morning, my husband Ray, John Williams and I, trained to “Tell the Story.” We had a
great turnout and excellent trainers. Thank you, Pastor John and Pastor Ray for your dedication
and belief in this training. In November we attended the Youth Retreat at Pinerock Camp at
Prescott, directed by Fern Pokagon. It was well attended even through cold weather. During the
morning session, my husband Ray and I taught the Articles of Faith, to instill our Nazarene roots
in our young peoples’ lives, to know who they are and what they stand for in their Christian
walk. We’re living in a time of so much stress for our youth, with so much shooting in their
generation. It saddens me when I hear of such things, continue to pray for your youth and
children, they need lots of encouragement.
December is a time to rejoice of our Lord Jesus Christ’s birth. We rejoiced together right
here, at Southwest Indian Ministry Center. I believe most of our SNAD District was celebrating
on that same day, in our zones. So we were together in spirit celebrating with good food, good
fellowship and joy.
In January, 2016, God blessed us with another year! It’s a joy to serve Him. We
attended district leadership conference at Phoenix First Church and I really enjoyed our speaker,
Rev. Craig Smith. He spoke on culture and I was blessed, because everything he spoke came
from the word of God. I liked his sense of humor especially, his list of ten items that makes you
an elder. One, you know you’re an elder when you spend more time at IHS than your own
home. Two, you don’t have to worry about telling your secret to your friend, because they can’t
remember it to spread it around. Those are the only two items I can remember!
In March, I attended our SNAD NYI volley ball tournament. This event had the largest
group of players that I’ve seen participate. Lots of teams came. Our Southern Zone met for zone
rally, hosted by Somerton Church. Last Sunday of this month, we celebrated Easter, He is
Risen! He is Risen, Indeed!
In April, my husband and I took a two day trip to San Diego to relax. We went to the
Swap Meet and had a good time there. Becky Pohawpatchoko and I set up a Women’s
Conference for our Southern Zone ladies here at SIMC. It was our first women’s gathering. We
had Karen and Kathy Antone, again, these two sisters are truly spirit led and are encouraging to
others. We want to expand more next year. My husband and I held “Tell the Story” training at
Dilkon First. I was pleased with the turnout, we had quite a few. Thank you, Pastor Nells, for
hosting. A big thank you to Ed and Linda Krestel, for putting us up in your beautiful home! We
were so blessed. That Sunday morning we attended Round Cedar Church and we got lost! But
we did make it! That is another story.
From our Southwest Native American District, we lost a handsome son, Damien “Little
Bear” Gunn. He grew up, among us, on our district. His handsome smile, bright shining eyes,
and gentle loving spirit will forever be remembered in our hearts. Dr. and Sister Gunn, please
know that we will be praying for you in the days to come.
My husband and I say to one another that serving the Lord is an adventure, among our
people, in the town of Somerton, and in San Luis, Mexico. Sometimes, we are running around in
circles! My husband and I have a praise report, the Hispanic group that has been meeting at our
church on Sunday afternoons, have changed their name from “Good Samaritan Church” to
“Good Samaritan Iglesia Del Nazareno.” They are officially members on the Southwest Latin
District! Pastor Edgar really wanted to join our Southwest Native American District but their
congregation voted to join Southwest Latin. We are one big family there at Somerton Church of
the Nazarene!
This is my report for this year and I am looking forward to another wonderful year.
Respectfully Submitted,
June Stillings
3. Nazarene Mission International President
Greetings in the mighty name of God. Welcome, my fellow Nazarenes. Dr. Nells, NMI
Presidents, Delegates and Guests of the Southwest Native American District convention of
Nazarene Missions International.
We are gathered as Native American Nazarenes for World Missions. I look forward to
these next two days with anticipation as the Bible instructs in Hebrews 10:24-25. “And let us
consider how we may spur one another on toward love and good deeds, not giving up meeting
together, as some are in the habit of doing, but encouraging one another-and all the more as you
see the Day approaching. As we rally and convene together, Nazarene Missions International is
a global ministry that requires team work. None of us are strong in every area. Some of us are
gifted as preachers but not gifted as counselors. Some of us are strong leaders but not so good at
details. Some of us are good at building relations yet not strong managers. If you were good at
everything, you wouldn’t need the rest of the Body of Christ. Your church needs every member
involved in NMI ministries. Provide plenty of volunteer opportunities, invite and encourage
people to step into these roles. Good teamwork is necessary in all areas of life, such as our
families, our businesses, our communities, our churches and district. The NMI council and local
presidents have worked faithfully to pray, educate, disciple and give for Nazarene Missions
International. NMI has a part for every member the church.
I am so honored to have your confidence to serve as your team leader. Today we have
twenty flags of 60 countries, which is a visible reminder of the places where the Church of the
Nazarene missions is implemented. Your crisis care kits, alabaster offering, world evangelism
funds, world mission broadcast, Bible College scholarship funds, pensions and benevolent funds
plus all the rest are being put to precious use for the Kingdom of God. I am grateful for all the
churches’ contributions and commitments.
I rely on the guidance of the Holy Spirit who enables me to fulfill my responsibilities this
year. I have prayed, broke bread and worshipped with most of your church leadership. Thank
you for your faithful support to your NMI programs in your churches.
Since stepping into my NMI leadership role, we have had three district NMI rallies and
conventions. I attended New Mexico District NMI rally and convention for network and
personal growth. We worked with the NMI council for orientation of new members and
conducted four district meetings in Flagstaff and Phoenix, and assisted with the work and
witness projects at my home church. Updates and reports were provided to the three Eastern
Zone Rallies and represented our pastor at the pastor’s appreciation dinner at New Life church.
Outreach beyond the SNAD included attendance at the Native American Camp meeting
in Window Rock, AZ, Southwest Native American District training in Bethany, OK., Heart to
Heart Conference in Flagstaff, AZ. and attended PLNU Board of Trustees events as a guest in
San Diego, CA.
I look forward to your dedicated service and partnership with SNAD NMI council. My
family and I have provided your conference bags and materials to implement the NMI’s global
giving, discipling, educating, and praying for the coming year. Have a wonderful convention.
In his Service,
Andy Charley
4. Nazarene Youth International President
Dr. John Nells and Mrs. Nells, members and delegates of NYI:
I want to thank my Heavenly Father who has been with me this wonderful year. Thank
you youth leaders, pastors, families, and District Superintendent for supporting the young people.
The 2015-2016 year was extremely busy for me, but it has been a blessing. Sometimes, I
don’t know if I’m coming or going? Thank you for your prayers. In July 2015, our district
traveled with two chaperons, one NYC Coordinator, one District President, and seven youth to
Louisville, KY for the Nazarene Youth Conference. We had a BLAST! As soon as we go to our
hotel, we slept for a few hours and off we went – from there we didn’t stop until it was time for
us to leave the Bluegrass State. The theme for NYC was “Thy Kingdom Come.”
The second week in September many churches traveled to participated in the Southwest
Field Event at the annual Christian Family Night at Six Flags in Santa Clarita, California; this
year was a 2-day event. Some churches & families drove in their personal vehicles while several
churches gathered together and chartered a bus.
The Southwest Field has another event, Winter Retreat at Camp Pinerock in Prescott,
Arizona. This is the second year that we missed youth from the Western Latin District, Anaheim
District, and the Southwest Latin District. SNAD NYI had 100 people (teens, sponsors, and a
several pastors) from our district who attended. There were several workshops: Rev. June
Stillings spoke on the Articles of Faith, Ernesto Salvatierra spoke with the junior high schoolers,
Adrian Crabb and LaDonna spoke with the high schoolers, and Mr. Reuben Rico (Anaheim
District) spoke with the young adults.
Friday night of the District Leadership Conference (aka Mid-Year Convention), we had
open gym with a pizza party at the Southwest Indian Ministry Center (SIMC). March was the
volleyball tournament with nine teams and 10 churches represented. Adrian Crabb coordinated
this large event, Mervin Yazzie and Shane Yazzie provided the devotions. Dilkon Coyotes took
3rd place, Orangewood (AZ District) took 2nd place, and Mutton Stand, took 1st place. This
was another event that had a little over 100 people, with family in attendance to support their
church, there must have been about 150 present.
Last year, I mentioned we had a decrease of attendance at Elev8 but with a small crowd
we made a big impact! This time last week, our district participated in Elev8 with the most
participants we have ever had! This year we made a bigger impact, we had two dodgeball teams,
two basketball teams, and three volleyball teams PLUS, we had several youth participate in
Elev8 Got Talent!!! PLUS for those who didn’t play sports, they participated in the Ministry
with Others. We landscaped a church, painted another church, and beautified a school yard.
One volleyball team and one basketball team took 2nd place! Several youth also received
awards for the Most Valuable Player. Our speaker was Jared Callahan, and did he deliver God’s
Word! The Lord was present, you could feel the Holy Spirit!
Throughout this church year, we had a lot of “first-timers,” youth kneeling at the altar,
young people gave their lives to God, young people re-committed their lives. God’s various gifts
are handed out everywhere, but they all originate in God’s Spirit. God’s various ministries are
carried out everywhere; but they all originate in God’s Spirit. God’s expressions of power are in
action everywhere; but God himself is behind it all. Each person is given something to do that
shows who God is. Everyone gets in on it, everyone benefits. All kinds of things are handed out
by the Spirit, and to all kinds of people! 1 Corinthians 12:4-11 (MSG). We are all one body of
Christ but we too, have many parts that need to work TOGETHER. As noted in First
Corinthians 12:14-18, I want you to think about how all this makes you more significant, not
less. A body isn’t just a single part blown up into something huge. It’s all the different-butsimilar parts arranged and functioning together. If Foot said, “I’m not elegant like Hand,
embellished with rings; I guess I don’t belong to this body,” would that make it so? If Ear said,
“I’m not beautiful like Eye, limpid and expressive; I don’t deserve a place on the head,” would
you want to remove it from the body? If the body was all eye, how could it hear? If all ear, how
could it smell? As it is, we see that God has carefully placed each part of the body right where
he wanted it. (19-24) But I also want you to think about how this keeps your significance from
getting blown up into self-importance. For no matter how significant you are, it is only because
of what you are a part of. An enormous eye or a gigantic hand wouldn’t be a body, but a
monster. What we have is one body with many parts, each its proper size and in its proper place.
No part is important on its own. Can you imagine Eye telling Hand, “Get lost; I don’t need
you?” Or, Head telling Foot, “You’re fired! Your job has been phased out.” As a matter of fact,
in practice it works the other way—the “lower” the part, the more basic, and therefore necessary.
You can live without an eye, for instance, but not without a stomach. When it’s a part of your
own body you are concerned with it, it makes no difference whether the part is visible or clothed,
higher or lower. You give it dignity and honor just as it is, without comparisons. If anything,
you have more concern for the lower parts than the higher. If you had to choose, wouldn’t you
prefer good digestion to full-bodied hair? (27-31) You are Christ’s body—that’s who you are!
You must never forget this. Only as you accept your part of that body does your “part” mean
anything.
It’s always good to see our young people active in their church activities. Playing their
instruments or lifting their hands giving all their praises to God. It’s so wonderful to hear our
young people testifying how God is using them or how they changed because of Christ. The
seeds were planted! Just like it was mentioned at Elev8, we gather, then we scatter. Once the
young people leave these district or field event, this is where the youth leaders need to get more
involved, take time to have devotions in your youth groups. Let us to continue to water our
seeds.

Becky Pohawpatchoko

C. ASSEMBLY COMMITTEES
1. Finance Committee
We, the Finance Committee of 2016, commend all of the churches that paid their
district and general obligations in full.
We recommend the following:
1. We accept the general obligations as stated in “Funding the Mission”:
WEF (World Evangelism Fund) = 5.5% of current income* (sent to Kansas City)
P&B (Pensions & Benevolence) = 2.25 % of current income* (sent to Kansas City)
Education
= 2.25% of current income* (sent to Dist. Treasurer)
Total General Obligations
= 10 % of current income (like a tithe)
*Note: Amounts contributed to WEF and Mission Specials are excluded from total income
prior to the application of allocation percentages. For example, your WEF will be 5.5% of
the following: Income minus contributions already made to WEF and to Mission Specials. If
possible, each church should go online to the “online calculator” and it will figure the new
amount you owe to WEF, P&B, and Education each time you input additional income either
weekly or monthly. For more information on “Funding the Mission” you may
contact stewardship ministries directly at 1-800-544-8413 or by e-mail at stewardship
@nazarene.org.
We encourage each church to pay their general obligations weekly or monthly.
2. That money for World Evangelism, Pensions and Benefits and approved
specials be sent weekly or monthly online to the GTS (General Treasury Services) or by
check and mailed to:
Church of the Nazarene
Global Treasury Services
P. O. Box 843116
Kansas City, Mo 65184-3116
Since each church will be paying their general obligations weekly or monthly, then they will
be paid in full by the end of the church year. We encourage all churches to overpay the
World Evangelism Fund and to pay on their approved specials and to strive to be a 10
percent church.
3. That the District Ministries Fund and Home Missions Fund be figured by taking a percentage
of the “Total Raised for all Purposes” (District Assembly Journal, Section 2-A, Financial,
Column A) from the previous church year 2015-16, and that the percentages used for each
budget be the same for each church.
4. That the following percentages be used to figure the district budgets for this year:
District = 8.50% of Total Raised last church year. (2015-2016)
Home Missions = 3.60% of Total Raised last church year. (2015-2016)

8. We suggest each church contribute voluntarily $25 or more to help cover the expenses of the
District Leadership Conference. This money should be sent to the district treasurer by
December 15, 2016.
9. We encourage our people to practice the Biblical principle of tithing into the
storehouse, which is the local church where one has his or her membership and/or
worships.
“Bring the whole tithe into the storehouse, that there may be food in my house. Test me in
this, ‘says the LORD Almighty’, and see if I will not throw open the floodgates of heaven
and pour out so much blessing that you will not have room enough for it.”
Malachi 3:10
10. We appreciate the faithfulness of all our churches that are paying on their pastor’s
salary and urge that the pastor’s salary of each local church be increased this year. We
commend those pastors and their wives who supplement their salaries through secular
work.
11. We encourage all churches to set aside a special appreciation month for their
pastor(s), perhaps by food showers and love offerings. October is National Pastor
Appreciation Month.
12. We request that all churches be responsible for paying their pastor’s Social Security. This
should be no less than $40 per month. According to federal law, the pastor should make
quarterly payments to Social Security on salary received.
13. We encourage each church to pay their pastor’s accidental death and dismemberment
insurance through Pensions and Benevolence. (website is pbusa.org)
14. We recommend that the local church assist with the moving expense of the incoming
pastor.
15. That the churches be responsible for paying their property/liability insurance in full
and that these payments be made directly to the insurance company.
16. We recommend that each church use the uniform church treasury system from the
Nazarene Publishing House or the Nazarene Treasury System software for computers.
17. We recommend that all church treasurers have their books reviewed annually.

C. NAZARENE MISSIONS INTERNATIONAL
1. Proceedings
The Southwest Native American District Nazarene Mission International convened on
June 3, 2016 at the Southwest Ministries, Peoria, Arizona. Our delegates and alternates
registered by Theresa, Patty, Cindy, and Tim, children of our NMI President, Andy Charley.
Our theme this year was “Looking Ahead” (Communicating Knowledge). Flags from
approximately 30 countries were hung in the room and this year’s Local NMI puzzle projects
were displayed. The posting of colors and pledge of allegiance were led by Sergeant Kaye Gene
Yazzie and Veterans of the Southwest Native American District, at 9:00 am, followed with
invocation by Pastor Wilkinson Sage.
Julian Gunn opened with prayer, NMI President Andy Charley greeted and welcomed
everyone and called the assembly to order. The delegates and alternates were seated in the first
three rows. Worship music was led by Pastor Jonathan Nells. To ensure everyone has the latest
information on NMI materials, all Local NMI Presidents were given a bag containing additional
information.
Nominating committee election ballots for NMI District Treasurer was a “yes or no”
vote, these ballots were given out by Board of Tellers.
Our District Superintendent John R. Nells introduced our speakers, Bill & Marsha
McCoy, involved with the people of Papua New Guinea. He shared his calling from God to serve
as a Physician.
Mr. Bill McCoy, opened with Exodus 3: 1-11, Moses and the Burning Bush. Verse
3 Now Moses was tending the flock of Jethro his father-in-law, the priest of Midian, and he
led the flock to the far side of the wilderness and came to Horeb, the mountain of God.
2 There the angel of the LORD appeared to him in flames of fire from within a bush. Moses
saw that though the bush was on fire it did not burn up. 3 So Moses thought, “I will go over
and see this strange sight—why the bush does not burn up. 4 When the LORD saw that he had
gone over to look, God called to him from within the bush, “Moses! Moses!” And Moses said,
“Here I am.” 5 “Do not come any closer,” God said. “Take off your sandals, for the place
where you are standing is holy ground.” 6 Then he said, “I am the God of your father, the
God of Abraham, the God of Isaac and the God of Jacob.” At this, Moses hid his face, because
he was afraid to look at God. 7 The LORD said, “I have indeed seen the misery of my people in
Egypt. I have heard them crying out because of their slave drivers, and I am concerned about
their suffering. 8 So I have come down to rescue them from the hand of the Egyptians and to
bring them up out of that land into a good and spacious land, a land flowing with milk and
honey—the home of the Canaanites, Hittites, Amorites, Perizzites, Hivites and Jebusites.
9 And now the cry of the Israelites has reached me, and I have seen the way the Egyptians are
oppressing them. 10 So now, go. I am sending you to Pharaoh to bring my people the
Israelites out of Egypt.” 11 But Moses said to God, “Who am I that I should go to Pharaoh
and bring the Israelites out of Egypt?”12 And God said, “I will be with you. And this will be
the sign to you that it is I who have sent you: When you have brought the people out of
Egypt, you will worship God on this mountain.”
Based on these scriptures Mr. McCoy began with his life in education in Northern
California as a football player and on a wrestling team. In competition, he was selected to wrestle
with a stronger wrestler from another school. His strategy was to use his neck muscle, the only
place he had strong muscles. So for the six minutes, wrestling with one of his strong muscle in
his neck, he was held down moving his head from one side to side, making the six minute count
out. He moved his head to see the clock, until the six minute was over, he received his award in
wrestling.
He then went through Medical School and went into teaching where he received his
teacher of the year award. In discipleship, it was not his will but the Lord’s, that he was sent to
Swaziland, although he was afraid to fly in an airplane. He applied for the work, and was
accepted with the church approving, and encouraged to go on this trip.
They prayed for him and left for Swaziland with his family. He looks out of the airplane
window to see the land mass and the ocean then, came in for landing.
When he first arrived at work, there were 50 to 70 or more sick children waiting for him
in Africa! He was totally inadequate and not ready. He came upon a child who was near death
and tried to help this child with IV, heart CPR and reading heart monitor and was not able to
revive the child. Most kids stay away from medical care and often times, it’s too late. Some are
treated with home remedies.
All kids were sent to his hospital for treatment. He would treat the patients but they
would still not make it, and he would tell the Moms that their baby has died. Mom would
scream, drop on the concrete pounding her head and hands in agony. This happened and he
questioned this call upon his life. He asked what was the shortest amount of time a doctor had
lasted, the answer was 10 months. For him, it was three months, making his time the shortest.
Considering God’s calling, he walked away from the room full of sick children. His own health
was failing with hepatitis and shared with Marsha if God was made at him. He questioned why
God was doing this, and he was mad at God. The hepatitis became a joke line for me from God.
Then God spoke to him reminding him that Abraham and others were tempted, and in this case,
the children were dying and moms crying, because I am. God said, I have come down to rescue
them. It’s beyond you and when you get up from your bed and when you get off your bed I will
come down also. You can get many things on earth, like his award he received, but it is greater
to give everything up to do God’s Will. He provides the path he will take you. We tend to ask
why things are happening in what we do and forget the Lord is in it, and comes down to help.
Dr. John R. Nells made an altar call to pray for ourselves, our lives, and how we
evangelize in our communities. Have we sacrificed our “All?”
Presentation of gifts to the McCoy’s was done by secretary, Ms. Begay. Love offering
was also collected.
Dr. John R, Nells set the special order of the day to have the NMI President give his
report, emphasizing mission work, giving attention to the flags hung in the building. A written
report was made available to all attendees. Motion was made and seconded to approve
unanimously the NMI President report.
The past NMI Presidents were introduced and recognized for a job well done, which
included Julian Gunn, Faye Ortega, Elizabeth Johnson and Regina Riggs.
Esther Frejo, NMI Treasurer handed out the financial report. Motion was made and
seconded with unanimous approval. With the reading of the NMI Finance Committee, a few
typos were found. Motion was made and seconded to approve the resolution with correction to
the document, unanimously approved.
NMI Council read the Nominating Committee, Review Committee and Resolutions to be
approved. Motion was made with a second to approve by unanimous vote. Dr. John R. Nells
read out the Treasurer vote for yes or no the vote was Yes 73 and No 3 so Esther Frejo,
Treasurer will continue her work for two more years.
NMI District Secretary presented to the churches that submitted and met their
requirements in the Mission Priority One church and World Evangelism Church of Excellence
certificates.
Dr. Nells invited all the district and local NMI workers to the front for prayer by Papua
New Guiana representative, Bill McCoy. Sergeant Kaye Gene Yazzie, a Pastor, along with a
group of veterans, retrieved the flags.
The NMI convention was adjourned with prayer at 11:00 AM.
