Permanent residents are citizens of other countries. Government Sponsored Refugees (GAR) Under the GovernmentAssisted Refugees (GAR) Program, refugees are referred to Canada for resettlement by the United Nations Refugee Agency (UNHCR) or another referral organization. Individuals cannot apply directly. You must register for refugee status with the UNHCR or state authorities to be considered by a referral organization. A GAR’s initial resettlement in Canada is entirely supported by the Government of Canada or the province of Quebec. This support is delivered by nongovernmental agencies called service provider organizations funded by IRCC. GARs receive support for up to one year from the date they arrive in Canada, or until they are able to support themselves, whichever happens first. Privately Sponsored Refugees (PSR’s) The Private Sponsorship of Refugees Program helps thousands of refugees every year. An individual or a group can sponsor refugees from abroad who qualify to come to Canada. Sponsors provide financial and emotional support for the refugees for the duration of the sponsorship. This includes help for housing, clothing and food. Most sponsorships last for one year, but some refugees may be eligible for assistance from their sponsors for up to three years. Refugees must qualify for entry under Canada’s laws and must pass medical and security checks before they can come to Canada. *Refugees who are resettled from overseas become permanent residents through the GovernmentAssisted Refugee Program or the Private Sponsorship of Refugees Program . *A person in Canada temporarily, like a student or foreign worker, is not a permanent resident. Refugee claimant or Asylum Seeker / “Claimant” A person who has fled their country and is asking for protection in another country. We don’t know whether a claimant is a refugee or not until their case has been decided. 24 IRCC funded programs Information & Orientation Services that help newcomers settle in their community and integrate into Canadian society: • Delivery of standardized orientation sessions, including on financial literacy, based on national curriculum guidelines with an emphasis on online delivery; • National standardized orientation sessions complemented by relevant provincial/territorial/ local orientation across regionally coordinated delivery networks; • National and/or regional level settlement information, which includes financial literacy, disseminated through different approaches including online, print, in person (e.g., port of entry services, counselling/consultation), orientation sessions (for individuals, families or groups), as well as through information referrals; • Local settlement information in areas/communities with a significant newcomer population; • Promotion and outreach to increase accessibility, knowledge and uptake of settlement services especially those that are cost effective, complementary and coordinated at the community level or issuebased.
