2016 PROGRAM PREVIEW ROUNDTABLES
Each District’s June Roundtable will be
dedicated to Program Planning. It has been
shown in numerous studies that a youth’s
positive experience and retention in the
program comes down to how well his or her
unit follows the Scouting program, and how
active that unit is. Basically a well-planned
and active year will keep youth in the
program and help them have a positive
experience, and a poorly planned program
with few activities will cause them to leave.
This is why the Program Planning
Roundtable is so important. At it, leaders will
receive a copy of the Council Calendar and a
USB drive with several different items on it.
The two most important items on the drive
are the Program Planning Chart and the
Operating Budget Worksheet. The unit
should have a meeting sometime in June or
July with all of the unit leaders to use these
tools to plan out the unit’s next year. The
Program Planning Chart helps unit leaders
plan their weekly program and monthly
activities on a month by month basis. The
leaders can then take that information and
plug estimated dollar amounts into the
budget worksheet. These two items alone, if
utilized, will help a unit have a very successful
year. By planning a year in advance you can
provide parents with good information,
excite the youth, give leaders direction and
ample time to plan, increase advancement,
and build momentum within the unit. By
planning a year in advance and using the
Operating Budget Worksheet the unit can
better encourage families to sell popcorn,
camp cards, and participate in other
fundraisers since they will know how much
money is needed for a year in scouting, and
specifically what they will get by earning it
through approved fundraisers.
To further the incentive for each unit to
complete these two important documents
the Council has added them to the bonus
commission for popcorn sales in 2016. As
usual each unit can earn a base commission
of 27% on popcorn sales with a bonus 2%
commission for settling their account on
time. What is new this year is that each unit
has the opportunity to earn a bonus 4%
commission for turning in a completed
Program Planning Chart and an Operating
Budget Worksheet (2% for each document)
to the Council no later than the Popcorn
Palooza on September 15. May every unit
give their youth a well-organized program
which is what each and every youth deserves.

The summer is almost here. Are
you ready for Summer Camp?
In 1977, the camp celebrated the ‘charter
summer’ as they called it. It was the first full
summer camp held solely at Cove Creek
Scout Reservation. This year Camp
Rockefeller is celebrating 40 years since our
charter summer.
This summer is going to be one of the best
summers ever. The staff has so much
awesome stuff planned, you won’t want to
miss it. For more information, please visit

Training
By Rolfe Bryant
Council Commissioner
In the last Scouter we talked about
recruitment and retention and how JTE and
the Commissioner Tools can help in obtaining
those goals. Another important part of
recruitment and retention is training. We all
know that each boy deserves trained leaders
and each leader in turn deserves a trained
Commissioner. How can we impress upon the
leaders how important training is to them if
we are not trained?
We have conducted several training classes
and still do not have all Commissioners
trained. Some may believe they are trained,
but if you have not had the training in the last
two years then you may not be. All too often
only a faithful few keep hearing the same
story over and over again.
There were over 60 Merit Badges offered at
the event. A special thank you goes out to all
the Merit Badge Counselors who volunteered
their time in order to help teach the classes.
Cub Camping Weekends are a great
opportunity for Cub Scouts and their families
to camp in a safe location, make friends with
hundreds of other Scouting families, earn
achievements, learn new skills, and have fun.
Resources provided include tents, cots,
meals, water, most program materials, and
patches.
Staff Promotion Announced
Camp Rockefeller has two great weekends
planned for this fall. Mark your calendars for
September 30 – October 2 and October 21 –
October 23. Registration cost will be $30 or
$40 with a camp shirt. For more information,
please visit www.camprockefeller.org

We are pleased to announce the promotion
of Morio Snelling to the District Director
position of the Crowley’s Ridge District
serving 13 counties in Eastern Arkansas.
Morio has served successfully as District
Executive in the Saracen District where he
I am therefore asking that everyone,
especially the faithful few, join in getting
word to those that are not trained as to the
importance of getting their training. Let us
try to get all commissioners trained this year.
Remember the same reason you give for not
getting your training is the same reason you
will hear from the leaders, and in the end it
only hurts the youth. Let's break the cycle by
getting all Commissioners trained.
There are several ways to get the training: 1)
Unit Commissioners can be trained by their
District Commissioner (if he or she is trained
and has the approval from the Assistant
Council Commissioner), 2) all Commissioners
can be trained by the Council or Assistant
Council Commissioner, or 3) by attending
Commissioners College which will be held
August 13, 2016. Training should not be
looked upon as a bad thing, but a way to give
youth a great Scouting experience. This in
turn will lead to successful recruitment and
retention.
If you need any help or have any questions or
comments please contact me at 870-8307009 or Bill Ridgeway at 501-286-8006.

Virginia to “Live Scouting’s Adventure” at the
National Boy Scout Jamboree. This nine-day
adventure is BSA’s flagship event and is held

BSA’s newest high-adventure base, the
Summit Bechtel Scout Reserve, located in
the New River Gorge of West Virginia. The

features over 5 miles of ziplines, 36 miles of
mountain bike trails, 13 acres of shooting
sports ranges, with additional venues for
kayaking, rock climbing, bouldering,
skateboarding, BMX, white-water rafting,
and many more activities. And don’t forget
the fantastic arena shows, exhibits,
fireworks, patch trading, special celebrity
guest appearances, and many more
surprises!
The Quapaw Area Council is planning to take

Your financial support of Scouting is vital to
growing Scouting across the Quapaw Area
Council.
From all accounts, the 2016 Camp Card Sale
is going really well. Many have reported
selling more than enough Camp Cards to
send their Scouts to Summer Camp at Camp
Rockefeller, Cub Scout Day Camp, or
Webelos Resident Camp!
If you have any cards that you feel you won’t
be able to sell, please return those to the
council as soon as possible. There is a
waiting list for other units who want
additional cards to sell.
Remember, accounts must be settled and
any unsold cards returned to the council by
May 27th.
Scouts selling 500 cards or more are eligible
for entry into prize drawing for an iPad Mini.
Leaders should include their scout’s entry
forms when they settle their accounts.
Drawing will be held via Facebook video post
on June 1st.
National Youth Leadership Training is an
exciting, action-packed program designed
for councils to provide youth members with
leadership skills and experience they can use
in their home troops and in other situations
demanding leadership of self and others.
The NYLT course centers around the
concepts of what a leader must BE, what he
must KNOW, and what he must DO. The key
elements are then taught with a clear focus
on HOW TO. The skills come alive during the
week as the patrol goes on a Quest for the
Meaning of Leadership.
NYLT is a six-day course. Content is delivered
in a troop and patrol outdoor setting with an
emphasis on immediate application of
learning in a fun environment.
Interconnecting concepts and work
processes are introduced early, built upon,
and aided by the use of memory aids, which
allows participants to understand and
employ the leadership skills much faster.
NYLT integrates the best of modern
leadership theory with the traditional
strengths of the Scouting experience.
QUAPAW SCOUTER MAY & JUNE 2016 | Issue #2016-3
Through activities, presentations, challenges,
discussions, and audio-visual support, NYLT
participants will be engaged in a unified
approach to leadership that will give them
the skill and confidence to lead well. Through
a wide range of activities, games, and
adventures, participants will work and play
together as they put into action the best
Scouting has to offer.
This year’s course will be held over two
weekends, May 20-22 and June 3-5. The
course is open to any youth registered in a
Boy Scout Troop between the ages of 13 and
18 by May 20, 2016 and have earned at least
the rank of First Class. Venture Scouts (both
male and female) must be between the ages
of 13 and 21 on May 20, 2106. The
participants should demonstrate an
appropriate maturity level and be approved
by their Scoutmaster or Crew Advisor.
Registration forms can be found at
http://www.quapawbsa.org/qac-forms/. Fill
out the registration form and mail or fax to
the Council Service Center. The fee is $250
per participant due at the time of
registration.
Registration is open until the course is full
(which is expected) or through May 20. Make
sure to register as soon as possible. The
course is filling up quickly.

Outdoor Leader Training
At the same time as the Spring Camporee,
and just across the lake from all the
mountain man games, District Training
Committee was teaching Introduction to
Outdoor Leader Skills and Outdoor Webelos
Leader Trainings. This was a very well
attended training with fifteen leaders
participating who are now able to take their
Webelos and Boy Scouts camping.
March and April event re-caps
Spring Camporee
This year’s Spring Camporee was held on the
weekend of April 8th, 9th and 10th at the short
term camping area of Gus Blass Scout
Reservation. All of the over 200 attendees
enjoyed the Mountain Man Games theme.
Scouts competed in events such as: primitive
campfire building, log pulls, two man buck
sawing, Dutch oven desert cooking, and of
course Tomahawk throwing. The weekend
was capped off with the Order of the Arrow
callout ceremony and of course the campfire
program.
The District wants to thank Mr. Matt
Hubbard for putting together a great
camporee for all to enjoy, and the Foothills
chapter of the Order of the Arrow for
organizing and running the closing campfire.
FRIENDS OF SCOUTING:
A big congratulations go out to Tony Sitz and
Charles Nabholtz who ran the Family and
Major campaigns for this year. These two
men, and the small army of volunteers that
they recruited, are the reason the district was
able to raise 104% of the District goal.
Upcoming Events
Camp Directors for this year, Bob and Kayce
Morse, hit the ground running back in
December of 2015 working hard to put
together an incredible camp for all Cub
Scouts. All registrations need to be done
through your pack, this way the Cubmasters
and activity coordinators in each pack will be
able to keep track of who attends. This
should help streamline the registration
process.
Registration packets were passed out to all
Cub Scout Packs at the March Roundtable
meeting. Additional registration forms are
also available on the Council website at:
http://www.quapawbsa.org/qac-forms/
under event forms.

Outdoor Tg Weekend a
Mohawk Youth-Led Camporee
Enjoyed by All
The Mohawk District Camporee was held at
Camp Robinson the weekend of April 8-10
with the theme “Eagle Service - the Highest
Adventure”. Jack Fleming and Kristi Burnett
did an outstanding job of securing the
military post and advising the Eagle Scouts
and Order of the Arrow youth staff.
The Mohawk District is proud of the youth
that ran the camporee, led by Eagle Scout
Zachary Baxla. Ten troops and 120 youth
and adults participated in the fun and
challenging activities, including the military

Nischa Sipo District’s Youth Expo
Huge Success
The district held it’s “Youth Expo” the
weekend of April 8th-9th at Bryant First
United Methodist Church. In addition to
scout units, other youth groups and
community organizations were invited to
participate and showcase their youth
programs to the community. The Youth
Expo was an expansion of the “Scout Expo”
held in previous years that only involved
scout units.
Youth Expo Chairman Anthony Owen along
with Teri Henningsen and Michele Owen of
the Activities Committee , and the entire
Youth Expo staff are to be commended for
an outstanding job organizing and running
the event. Some of the highlights of the
weekend included a spirited District
Pinewood Derby and an impressive Order of
the Arrow “Tap-Out Ceremony”.
Participants seemed to also enjoy the rocket
launching stations, the police car and the
assault vehicle, the two fire trucks, the
helicopter, and the many other
demonstrations and booths.
Congratulations goes out to the troops
earning the “President’s Ribbon” at the
Troop Camporee held at Youth Expo: Troop
81, Troop 53, and Troop 99. Several Cub
Scout leaders and Boy Scout leaders also
took the opportunity offered by Mel Arp and
the District Training Team to complete their
Youth Protection Training and their Leader
Specific Training while attending the Youth
Expo. We had one of the largest classes in a
long while with many being trained.

a warm welcome to Troop 146 a newly
chartered unit with the Ash Flat Church of
Jesus Christ of Latter-day Saints. Mr. Daniel
Ochoa will be the Troop’s Scoutmaster.
Daniel has been in the Scouting program
throughout the years and is very familiar with
the program as well as District and Council
operations. The Church is eager to see the

Ash Flat.
District Pinewood Derby – April 17th
On April 17th the White River District held the
2016 Pinewood Derby. The Scouts in
attendance had a blast getting to watch their
cars race down the track. Scouts and their
families from all across the district attended
this event to see who had the fastest car.
Trophies were given to 1st, 2nd, 3rd, and 4th, as
well as Best of Show & Best of Design for
each Den group. Congratulations to the boys
and their parents for building and racing such
excellent derby cars.
Thanks to Stacy Allen, the District’s Derby
Chairman and to Stanley Wood Chevrolet
Buick GMC Cadillac for donating the
trophies.
Also a special thanks to Southside
Elementary School for providing their
cafeteria for this year’s derby race.
Past Events:
Spring Camporee – April 8th – 10th
This year’s White River District Spring
Camporee went off with a bang! Scouts met
in anticipation of intense competition. With
around 40 Boy Scouts and 17 adult leaders,
this event turned out to be a great outdoor
experience for all who participated. Thanks
to our Event Committee for putting together
a great program with lots of fun events
including tomahawk throwing, hiking, first
aid, geocaching, game and fish station, and
much more.
Each Boy Scout troop was split up into
patrols with a Patrol Leader and a Senior
Patrol Leader. Each patrol was judged on a
point system throughout the weekend on
camp site set-up, cooking, outdoor skills, and
their ability to work as a team.
A big “Congratulations” to the Crispy Bacon
Patrol from Batesville’s Troop 220 for scoring
the highest amount of points among all the
patrols, and earning the right to take home
the district traveling trophy for 2016. A
special “Thanks” goes out to all that
supported this event and better luck to the
patrols that will be competing next year.
