Minutes of Tuesday, July 1, 2014
The North Newton Township Board of Supervisors met at the Township Park
Community Room, 528 Oakville Road, Shippensburg, PA. The meeting was called to
order by Chairman Parthemore at 6:32 p.m. Board members and staff present were:
Supervisors David Parthemore and Mike Gutshall, William E. Green, P.E. (Brehm-Lebo
Engineering, Inc.), Bret Shaffer, Solicitor (Law Offices of Baric & Scherer),
Secretary/Treasurer Bonnie Myers and Administrative Assistant Sheila Koser.
Supervisor Ralph Fisher was absent.
Members of the public in attendance: Gloria Anderson, David Bobb, Jon Gardner, Mr. &
Mrs. Todd Killinger, Harold McCullough, Shawn McCullough and Dennis Powell.
A Parthemore/Gutshall motion was made to dispense with the reading of the minutes.
The June 3, 2014 Minutes were approved on a Parthemore/Gutshall motion with a
correction to the June 3, 2014 Bill List (due to a transposition) to record the street
lighting check to PPL as $508.70 and the adjusted total of all bills as $57,632.61.
Fire Company, EMC & HMI Reports
Shawn McCullough presented the quarterly report for South Newton Township Volunteer
Fire Company and said last week’s fair was a success for the company. Mr. Parthemore
thanked all the first responders to a recent accident on Willis Road.
Township Emergency Management Coordinator Denny Powell was present to discuss the
county’s update to the 2010 Hazard Mitigation Plan. Each municipality in the county has
been asked to complete a worksheet to identify how the frequency of occurrence,
magnitude of impact, and/or geographic extent of any identified hazard within that
municipality has changed since 2010. Responses are due by July 11th.
Public Comment Period & Personal Appeals
Mr. & Mrs. Todd Killinger of 172 Springfield Road were present to discuss the
stormwater runoff affecting their property. Earlier today Mr. Killinger met with Kim
Falvey of the Cumberland County Conservation District to discuss the issue. The Board
discussed various options to deal with the runoff. Township Engineer Bill Green
presented a cost estimate for installing pipe under Springfield Road. At this point, Mr.
Killinger plans to relocate his driveway closer to his eastern property line and will see if
that doesn’t alleviate the problem. The Board will attempt to speak with the neighboring
farmer to bring the situation to his attention. No further action was taken.
Fire Company, EMC & HMI Reports (Continued)
David Bobb of Friendship Hose presented the May report which included 26 alarms with
1 call in North Newton. Recent rain and flooding events have resulted in several calls for
pumping. The company had a great response for their super raffle. Mr. Parthemore asked
how the June 29th closure of the Shippensburg location of West Shore EMS (Emergency
Medical Services) would affect Advanced Life Support (ALS) services. Mr. Bobb said
County Control would dispatch the closest available ALS unit to respond to emergency
medical calls. Mr. Parthemore said he would appreciate written clarification of whether

memberships would be honored by other ALS units. Mr. Bobb also confirmed that the
Fire Police issue in Newville remains unresolved. Friendship Hose still maintains their
own Fire Police.
Bid Letting for Fish Hatchery Road Shoulders
Sealed bids were received for the Fish Hatchery Road widening project as follows:
Valley Quarries, Inc. $158,090.29
Wilson Paving
$172,060.20
Mr. Parthemore made a motion to award the contract to Valley Quarries, Inc. for
$158,090.29. Mr. Gutshall seconded and the motion carried.
Land Development & Subdivision Plans
None.
Park Board
The Park Board minutes of June 24, 2014 were presented. Quotes were received for
sealing the park’s parking lot, basketball court and walking trail as follows:

As approved at the June meeting, the contract was awarded to the company with the
lowest price for the best product. Koser’s Seal Coating is scheduled to perform the work
next week.
Alpha Space has provided an estimate of $1,325 for re-lining the parking lot and
basketball court. They are scheduled for July 14th.
The new playground equipment has been installed and is now in use. Additional
playground mulch has been added.
Solicitor’s Report
Attorney Bret Shaffer represented Mike Scherer at tonight’s meeting.
The Planning Commission’s meeting minutes of June 16th were provided to show their
discussion. The Planning Commission continues to work on language to screen
agricultural exhaust fans in the Ag and R-1 zones. They also recommend incorporating a
disclosure of Pennsylvania’s Odor Management Regulations, Act 38 of 2005, which
require Odor Management Plans for new or expanding Concentrated Animal Operations
or Concentrated Animal Feeding Operations. As stated at June’s meeting, the
Commission also recommends a decrease in the percentage of permitted residential

development in the Ag zone from 20% to 10%. The Commission will review these
changes at their July 23rd meeting.
Last month Mr. Scherer suggested the Air Pollution Ordinance No. 4-1-70B be revised to
address current concerns. Copies of the West Pennsboro Township’s Air Pollution
Ordinance and Penn Township’s Burning Ordinance were provided to the Board along
with information on open burning from DEP. Mr. Shaffer suggested the Board indentify
what their goals are for the ordinance. What types of burning do they wish to permit and
which do they want to regulate? He encouraged them to review the samples and identify
their goals for the August meeting.
Engineer’s Report
Bill Green, P.E. reported he had inspected the building site of 53 Sir William Drive for
proper location of the home.
Roadmasters’ Report
The Public Works crew has been busy assembling and installing the playground
equipment, mowing road shoulders and performing property maintenance. Two
employees attended the PA One Call Safety Day in York. The safety workshops there
were very beneficial. A Safety Manual is in the process of being developed through
Paychex.
An annual lease for argon gas (for the MIG welder) has been held for several years with
Dressel Welding. Mr. Parthemore and Mr. Gutshall stated they believe it would be better
to own the gas bottle rather than lease it and then only pay for fuel when the cylinder is
swapped. Mr. Gutshall made a motion to purchase an argon bottle at the best price and
return Dressel’s bottle and terminate the lease. Mr. Parthemore seconded and the motion
carried.
Secretary/Treasurer’s Report
Doug Lindsay, Secretary of the appointed township auditors, presented audit letters for
the township treasurer and tax collector audits performed earlier this year.
Allan Williams has formally announced his resignation from the Planning Commission
effective July 31, 2014. Mr. Williams was first appointed to the Planning Commission on
February 3, 1975. An advertisement for a member of the Planning Commission will be
placed in the Valley Times-Star and on the website.
A complete set of job descriptions for township employment positions (township job
descriptions) were presented to the Board for their review for discussion at a future
meeting.
Municipal Publications is able to assist the township in drafting a municipal map and
directory. If township staff secured the advertisers, the cost to advertisers would be $145
for a business card sized ad. In addition the township would be responsible for paying for
the mailing which would be about $275 at a bulk mail rate. The publication could be used

to notify residents of recent changes and additions to township services since the last
directory was distributed in 2006/2007. A Parthemore/Gutshall motion authorized
contracting with Municipal Publications to publish a map and directory.
The June 30, 2014 balance of the General Fund was $1,878,978.21. The State Liquid
Fuels Fund balance was $130,302.59. The Street Light Fund balance was $5,560.52 for a
total of all funds being $2,014,841.32.
A laptop will be purchased to replace a broken one as authorized by a
Parthemore/Gutshall motion.
Bill List
The July 1, 2014 Bill List totaling $41,410.34 was submitted. Payment of the Bill List
was authorized, along with payment to Gordon Glass for work to be performed July 3rd,
on a Parthemore/Gutshall motion.
The meeting adjourned at 9:20 p.m. on a Parthemore/Gutshall motion. All motions made
in this meeting carried.
