Advance Payment of Claims:
WHEREAS, the Board of Trustees has determined to authorize payment in advance of audit of claims for public utility services,
postage, freight and express charges and
WHEREAS all such claims must be presented at the next regular meeting for audit; and
WHEREAS the claimant and the officer incurring or approving the claim are jointly and severally liable for any amount the Board of
Trustees disallows.
NOW THEREFORE BE IT RESOLVED that the Board of Trustees authorizes payment in advance of audit of claims for public
utility services, postage, freight and express charges. All such claims must be presented at the next regular meeting for audit and the
claimant and the officer incurring or approving the claims are jointly and severally liable for any amount the Board disallows. This
resolution shall be effective immediately. Motion to approve foregoing Besaw/diVincenzo. Ayes 4.

The regular meeting of the Board of Trustees of the Village of Norwood was called to order April 21, 2014
following the organizational meeting by Mayor James H. McFaddin.

Motion Besaw/Levison to approve minutes of the March meeting. Ayes 4.
Motion diVincenzo/Besaw to approve minutes of the special April budget meeting. Ayes 4.
Motion Levison/diVincenzo to approve payment of the abstracts of audited bills in the following amounts:
General Fund $30,274.19; Water Fund $88,973.14; Sewer Fund $90,082.33; and authorize transfers: $284.87

DPW report. Picking up all the sand put down through winter.

FIRE DEPT: Board of Chiefs: Chief Roy Garrow, 1st Asst. Gary Bancroft, 2nd Asst. Tina Garrow, 3rd Asst.
Jeremy French. Tina gave the Mayor an annual report of training; FD holding “recruitment retention” April 26.
MAYOR:
1. Still negotiating lease on boat house.
2. Beach opening June 1st-Aug. 20, 11-7.
3. Congratulated re-elected trustees.
4. No complaints heard on Budget.
5. 2 summer help being hired

7. 25 Spring St. still a problem with raw sewage – water turned off, resident turned it back on, turned off again
by crew; resident tried to get media involved, but when Mayor explained it, media had no interest. Shu, the
owner has retained Capello and Linden to evict tenant.
8. 30 Spring St. renovation by Cornerstone very favorable.
9. Sugar Creek property started cleanup, more to come. Lease up a year from May, so unless some attractive
offer comes up, it will be just empty at least until then.
TRUSTEES:
Tim Levison had a few questions for Jay about applicant for patrolman Belmore; satisfied.
VISITORS:
Motion made by Levison/Besaw to enter into Executive Session with FD members at 5:22PM; Back to
regular session 5:35pm on motion Levison/Boprey.
ACTION ITEMS:
1. FD BOARD OF CHIEFS: Motion Levison/diVincenzo approving Board of Chiefs, Maynard (Roy)
Garrow, Gary Bancroft, Tina Garrow, Jeremy French. Ayes 4.
2. RESOLUTION: HOME RULE REQUEST, VILLAGE OF NORWOOD, CREW SCULL STORAGE
BUILDING REPLACEMENT
WHEREAS, the proposed project consists of the removal of the two (2) dilapidated crew scull (boat) storage buildings currently
used by Clarkson University and the Grateful Oars Rowing Club and the construction of a new 60’X80’ combined crew scull storage
building on the same location at the Norwood Beach as the existing building;
WHEREAS, the Village Board on Monday, February 17, 2014 reviewed the proposed project plan pursuant to the New York State
Environmental Quality Act (6 NYCRR Part 617), determined that the project will not have a significant impact on the environment,
issued a negative declaration and found that no additional review is required;
WHEREAS, the Village of Norwood must make a Home Rule Request to the New York State Legislature to receive the necessary
authorization to advance this project by having the Village of Norwood enter into a lease with Clarkson University;
WHEREAS, the authorization is conveyed by the enactment of State legislation that specified what public parklands are being
impacted by whom and for what purposes;
WHEREAS, Senate Bill 6720 and Assembly Bill 8941 are the legislation introduced by Senator Griffo and Assemblywoman
Addie Russell to enable the Village of Norwood to enter into the lease with Clarkson University;
NOW, THEREFORE, BE IT RESOLVED THAT the Village Board of Norwood approve and forward a Home Rule Request to
the NYS Legislature on such form as the Home Rule Counsels of both Houses of the Legislature provide, that identifies Senate Bill
6720 and Assembly Bill 8941 as the desired legislation to authorize the Village of Norwood to enter into a lease with Clarkson
University. Motion to adopt the foregoing resolution Boprey/Besaw. Ayes 4.
3. RESOLUTION HOLDING HARMLESS THE COUNTY OF ST. LAWRENCE FOR PROVIDING
SERVICE FOR THE VILLAGE OF NORWOOD:
WHEREAS, the Village of Norwood is desirous of St. Lawrence County Department of Highways providing shared services such
as paving, shoulder widening, signage, road stripping, and other routine maintenance activities to the Village, and
WHEREAS, both the Village of Norwood and the County of St. Lawrence are desirous of promoting partnering efforts for the
safety of the traveling public in St. Lawrence County, and
WHEREAS, in this joint cooperative endeavor, the Village of Norwood and the County of St. Lawrence desires to be reimbursed
for their expenditures, and
WHEREAS, the Village is aware that the County may incur liability in the providing of the services and wishes to indemnify the
County in this regard,

NOW, THEREFORE, BE IT RESOLVED that the Village of Norwood hereby agrees to defend, indemnify and hold harmless the
County of St. Lawrence from and against liability, loss, damage, claim or action resulting from the work performed by St. Lawrence
County Department of Highways. The Village of Norwood does not indemnify and hold harmless the County for any liability, loss,
damage, claim, or action which arises during the actual performance of services by the St. Lawrence County Department of
Highways. Said St. Lawrence County Department of Highways and the County of St. Lawrence assumes the liability for losses,
damages and claims for the actual physical performance of the work, and
BE IT FURTHER RESOLVED, that the following request for General Liability (GL) coverage is as follows:
General Liability Insurance
On an “Occurrence” basis, with the following limits:
$1,000,000 Each Occurrence
$2,000,000 General Aggregate
$1,000,000 Products Aggregate
$1,000,000 Personal Injury
$ 50,000 Fire Damage Legal Liability
$
5,000 Medical Payment Expense
Be It Further Resolved, that St. Lawrence County shall be an additional insured on the GL Policy, via ISO endorsement CG
2026.
Motion to adopt the foregoing resolution Levison/Boprey. Ayes 4.
4. TOWN OF POTSDAM FIRE CONTRACT: Motion Boprey/Levison to approve Fire Protection Contract
between Town of Potsdam/Village of Norwood/Norwood Vol. Fire Dept. in amount of $39,269. Ayes 4.
5. TOWN OF POTSDAM RECREATION CONTRACT; Motion Boprey/Levison to approve Recreation
Contract for Village Beach/Arena inamount of $13,090. Ayes 4.
6. UNPAID WATER/SEWER AMOUNTS FOR LEVY TO TAX ROLL: Motion diVincenzo/
Besaw any and all delinquent water and sewer amounts, including penalties, totaling $73,940.69, are hereby
authorized to be added to the tax levy and billed as additional to Village tax. Ayes 4.
7. TAX WARRANT: Motion Boprey/Besaw Village taxes extended on the roll of the Village be accepted and
confirmed and further resolved that the said taxes as extended against the real property within said Village are
hereby levied and the Mayor be hereby authorized to execute proper warrant to said tax roll. Taxes to be paid
in full in June or two equal installments, June and August, and sent to the County Treasurer for collection after
October 1, 2014. No additional charge for timely payment of installments. Ayes 4.
8. APPLICANT FOR POLICE PATROLMAN: Motion Besaw/Levison to approve Derek Belmore, 14
Clinton St., Waddington, (315)528-7022 for position of patrolman with Norwood Police Dept. Ayes 4.
9. POLICE RESIGNATIONS: Motion Levison/Boprrey to accept resignations of Julia A. Serviss and Brian
E. Patraw. Ayes 4.
