Subject:
Continuation of Biogas Power (off-grid) Programme for decentralized power
generation applications and thermal applications during 2015-16 and the
remaining period of 12th Five Year Plan – Administrative approval – reg.
Sir,
In continuation of this Ministry’s sanction of even number dated 26.08.2014 on
the above mentioned subject, the undersigned is directed to convey the approval of
competent authority that the Biogas Power (off-grid) Programme of MNRE will be
implemented employing properly designed, developed and proven biogas plants, engines
and accessories and standard input and output measuring systems, and that such biogas
power plants will be operated for effective promotion of biogas for decentralized power
generation(in the range 3 - 250kW) and thermal applications as outlined in the
Administrative Approval of the Scheme dated 03.01.2014. The CFA is provided on power
generation capacity of biogas plants. The project submission, implementation and
submission of completion reports will be done as follows;
Project submission

The proposals have to be developed with complete understanding of biogas
generation from the available feedstock and load management at user end. The
proposals to be submitted in the format as annexed to the Administrative Approval of
the scheme dated 3.1.2014 with complete details of cattle’s and quantity of feedstock
available, estimated power to be generated with a minimum 10 hours of operation per
day, load distribution, details of biogas plants, generators and power control units,
scrubber and other accessories with make and cost of each item. All biogas plants of
biogas generation capacity of 85 m3 and above will necessarily employ standard gas flow
meter for measuring biogas generated from the biogas plant.
Implementation

The biogas power projects will be properly installed and operated and
performance monitored by the implementing agencies. The performance data will be
recorded on daily basis by beneficiaries/ implementing agencies at sites.
The
performance data includes quantity of feedstock fed into biogas plants, biogas
generation and power generation/ units generated and operating hours and usage of the
same on daily basis. The plants will be operated for minimum 10 hours per-day.

The installation/commissioning of biogas power plants should be completed
within a year and in any case not more than 18 months from the date of sanction of the
project. The condition of successful commissioning of projects would, inter-alia, imply
operation of the project for three months, including 72 hours continuous operation at a
minimum of 80% of rated capacity supported by verified data logged by the project. The
project developer/implementing agency will be required to provide data on its biogas
power generation and performance on six-monthly basis to MNRE.
Project Completion

On completion of the project, the implementing agency will submit the
completion report in bound form with audited SOE for release of Central Financial
Assistance (CFA). The completion report will include the details of the project in the
following order:
i)
Complete technical details of biogas plant with design and drawing, scrubber,
biogas flow meter, generator including power control panel, energy meter
and accessories.
ii)
Photographs of all above with specifications make and address of
manufacturers given on plant/equipment/ component.
iii)
Commissioning report with plant operating continuously for 74 hours for
consecutive 3 days with data on power generation/ units and operating hours.
iv)
Three months performance report giving quantity of feedstock fed into plant
on daily basis, biogas and power generated with operating hours on daily basis
and usage of the electricity.
v)
The inspection report by the agency authorized by MNRE will verify the details
of biogas power plants, which includes make and capacity of biogas plant and
power generation/control panel unit installed, and power generated
certifying the electricity generated with operating hours in a day.
vi)
The audited SOE should be submitted on the letterhead of CA/ auditor
indicating inter alia the FR No. and Membership No. with cost of each item
given therein.

The implementing agencies will maintain the record of projects with performance
data of projects implemented by them. The details of biogas plants with performance
data will be updated by the implementing agencies at their website, which will be
linked and updated at the concerned SNAs website and also with MNRE’s website.

The other terms and conditions and outlay for the Scheme will remain unchanged.

This issues with the concurrence of Integrated Finance Division of this Ministry
under their Dy. No. 1253/IFD dated 15.10.2015.
