Additional Information (cont) On 30 NOV 2011, CBP-OFO Officers at the Bridge of the Americas POE seized 49.60 lbs of marijuana that was concealed within the quarter panels of a 2002 Ford Explorer. Additional Information (cont) On 02 DEC 2011, CBP-OFO Officers at the Paso del Norte POE seized 13.55 lbs of marijuana that was concealed within the firewall, air filter and undercarriage of a 2002 Nissan Sentra. Additional Information (cont) On 29 NOV 2011, CBP-OFO Officers at the Columbus, NM POE Pedestrian check point seized 2.20 lbs of marijuana that was concealed underneath a subject’s clothing and taped to his legs and thighs. Ciudad Juarez, Mexico Area Assessment Significant events in Mexico CD. JUAREZ – On 02 DEC 2011, a clash between suspected members of opposing groups left one person seriously injured and spread terror among the inhabitants of the residential area located west of the city. The incident ended near the intersection of Delicias and Jiménez streets in colonia 9 de Septiembre, where witnesses stated a grenade was tossed into a vehicle and exploded after a number of gun shots were exchanged between occupants of several vehicles. State police investigators in the area witnessed a pursuit during the incident and radioed for back up which arrived within minutes. One injured man was located inside a gray car, riddled with bullets, that had crashed into a house. Municipal police identified the man as an excommandante of the defunct State Judicial Police. An abandoned blue Toyota SUV without license plates, an AK-47 rifle, and over fifty shell casings were located at the scene. No other suspects were located. JUAREZ – On 30 NOV 2011, two men were shot and killed after a pursuit by gunmen which ended near the intersection of Profesora María Edma Álvarez and Magdalena Islas streets in colonia Independencia II. CD. JUAREZ – On 01 DEC 2011, a man was shot and killed next to a pay telephone located near the intersection of Margarito Herrera and Ramón Rayón streets in the Valle de Bravo sub-division. The man was said to have exited from a vehicle to use the telephone when his attackers arrived in another vehicle. CD. JUAREZ – On 01 DEC 2011, a woman was shot and killed near a block wall in front of a school located near the intersection of Yepomera and Bachilleres 9 streets in the Hacienda de las Torres sub-division. The dismembered and mutilated body of a man was dumped on the street nearby. The man was the woman’s boyfriend. CD. JUAREZ – On 01 DEC 2011, three men were shot and killed while driving near the intersection of Cuarta and Ampliación Aeropuerto streets in colonia El Granjero. Residents stated the men were members of a musical group. Significant events in Mexico (cont) CD. JUAREZ – On 01 DEC 2011, a man was forced out of his Ford Explorer, then shot and killed near a junk yard located at the intersection of Rusia and Privada del Parque streets in colonia Campestre Virreyes. CD. JUAREZ – On 01 DEC 2011, two men were shot and killed inside a residence located near the intersection of Velarde and Del 57 streets in colonia Obrera. Witnesses stated several armed men entered the home with pistols in their hands and killed the victims, who were later described as small-time drug dealers. CD. JUAREZ – On 02 DEC 2011, the body of a man who had been tortured before he was shot to death was discovered near the intersection of Hipocampo and Tonka streets in colonia Lomas de Poleo. A plastic bag was taped over his head and his hands and feet were bound with the same tape. CD. JUAREZ – On 02 DEC 2011, the nude body of a man was dumped on the side of the road near the intersection of Gustavo Basán and Lorenzo García streets in colonia Kilómetro 20. The body displayed signs of torture and gunshot wounds. The victims hands and feet were bound and tape was wrapped around his head. Significant events in Mexico (cont) CD. JUAREZ – On 02 DEC 2011, a man was shot and killed after being removed from a vehicle near a block wall at the intersection of Begonias and Autlán streets in colonia Felipe Angeles. CD. JUAREZ – On 02 DEC 2011, a man was shot and killed as he opened the garage door at his home near the intersection of Indonesia and Rodesia streets in colonia Infonavit Tecnológico. The gunmen were waiting to ambush the victim when he returned home. CD. JUAREZ – On 02 DEC 2011, three men were gravely wounded after gunmen ignited a tear gas grenade inside the “Simpsons” billiard hall and bar located near the intersection of Montes Urales and Sierra de las Misiones streets in colonia La Cuesta. The victims were shot as they ran out of the bar, and the gunmen fled in several vehicles. CD. JUAREZ – On 03 DEC 2011, heavily armed gunmen fired shots at the “Diacel” automotive service located on Avenida Ejército Nacional in the Pradera Dorada subdivision. One person was wounded in the attack and was transported to a local hospital in a private vehicle. Significant events in Mexico (cont) CD. JUAREZ – On 03 DEC 2011, a young boy was shot and killed and his mother and sister wounded after gunmen entered their home located near the intersection of Gramma and Ramiro Díaz streets in colonia México 68. Another male victim was kidnapped from the location. CD. JUAREZ – On 04 DEC 2011, a seventeen year old male was killed on the sidewalk near the intersection of Sánchez Meza and Toronja Roja streets in colonia Infonavit Juárez Nuevo. Witnesses stated the victim was beaten to death by another male while trying to run home. CD. JUAREZ – On 03 DEC 2011, a young man was shot and killed after he was removed from a vehicle near the intersection of Begonias and Caucho streets in colonia Josefa Ortiz de Domínguez. The victim was blindfolded and his hands and feet were bound. An unknown caliber pistol was used. CD. JUAREZ – On 04 DEC 2011, a man was shot and killed after gunmen entered his home located near the intersection of Zenzontle and Sexta streets in colonia Granjas de Chapultepec. Significant events in Mexico (cont) CD. JUAREZ – On 04 DEC 2011, the body of a woman was discovered near the intersection of Miguel de la Madrid Street and the road leading into the Electrolux maquiladora in colonia revolución Mexicana. The victim was gagged and her hands and feet bound. She had at least one gunshot wound in the head. CD. JUAREZ – On 05 DEC 2011, the mutilated upper body of a man was discovered inside a barrel in front of a car wash located near the intersection of Itztaciutl and Xolotl streets in the Del Real sub-division. The victims head, upper torso, and arms were located inside the barrel. CD. JUAREZ – On 05 DEC 2011, two men were shot and killed near the intersection of Julio Acosta and Ponciano Arriaga streets in colonia Revolución Mexicana. The victims were standing near a fire to keep warm when they were attacked. CD. JUAREZ – On 05 DEC 2011, a man was shot and killed in the doorway of his home near the intersection of Violetas and Gardenias streets in colonia Las Flores. The victim answered the door after hearing his name called, then was shot at least five times in the head. Significant events in Mexico (cont) CD. JUAREZ – On 06 DEC 2011, a woman was shot and killed on the sidewalk near the intersection of Camino Real and Indio Gerónimo streets in colonia Campesina. The victim had four bullet wounds to the head. Six shell casings in .25 caliber and .380 caliber, and one deformed bullet were recovered from the scene. CD. JUAREZ – On 06 DEC 2011, three males were shot and killed after gunmen entered a residence located on Ejido Parritas Street in colonia Manuel Valdez. Two of the victims were minors. One victim was shot while trying to run away. At least twenty shell casings in several calibers were recovered from the scene. Witnesses stated the gunmen escaped in several vehicles, including a black Chevrolet Blazer. CD. Juarez, Chihuahua Area Assessment CD. JUAREZ – On 07 DEC 2011, five fully equipped ambulances were delivered to the Departamento de Rescate (Rescue Department). Paramedics said they now can provide much needed services with these ambulances. Rescue previously operated a fleet of old used vehicles without all the necessary equipment. Then, as that fleet became inoperable, the paramedics rode with the fire department, but had no equipment to stabilize injuries. The official Mayor Murguía turns the new fleet of ambulances over to paramedics. handover was made this morning in the courtyard of City Hall in a ceremony conducted by Mayor Héctor Murguía. CD. JUAREZ – On 07 DEC 2011, the Mexican Army began patrols in the neighborhood of Rancho Anapra and installed a random check point on the road leading to Jeronimo international crossing and Santa Teresa, which has experienced an increase in traffic this holiday season. The military personnel did not disclose the reason for their increased presence in the area. There have been a number of homicides Mexican soldiers on patrol in Rancho and drug seizures within the area recently. Anapra. Ciudad Juarez, Mexico Area Assessment (cont) The number of DTO related homicides in Ciudad Juarez and surrounding communities for this reporting period is 36. There have been a total of 95 DTO related homicides for the month of November and 33 for the month of December thus far, bringing the total to 1,866 for the year and 9,242 DTO related homicides since 2008. There was one reported currency seizure by El Paso PD of $1,701.00. There was a reported decrease in the number of stolen vehicles (15 compared to last weeks 23), and an increase in recovered stolen vehicles (28 compared to last weeks 1), as reported by El Paso PD and TX DPS. Of the total 1,923 lbs of marijuana seized at the POE’s, 1,422 lbs was seized at the Ysleta POE, 98 lbs at the Bridge of the Americas (BOTA), 323 lbs at the Paso Del Norte (PDN), 56 lbs at Santa Teresa and 24 lbs in the Lordsburg area. There were no reported seizures at the Fabens POE. There were a total of 14 reported marijuana seizures across the POE’s with no reported cocaine seizures. The predominate concealment methods for marijuana during this reporting period were: 3 body carriers, 2 each of the following; firewall, bumper, engine compartment, and 1 each of the following; dash board, fuel tank, seat, floor, undercarriage, tire and quarter panel. The El Paso PD reported 10 marijuana seizures totaling 0.5 lbs and 2 cocaine seizures totaling 0.0013 kilos. EL Paso SO reported 3 marijuana seizures totaling 0.28 lbs and 4 cocaine seizures totaling 0.011 kilos. Additional Information (cont) On 28 NOV 2011, El Paso PD Auto Theft Task Force (ATTF) Officers were called to the Bridge of the Americas (BOTA) POE in reference to a recovered stolen vehicle. The officers met with an insurance agency recovery agent who stated that he had recovered the vehicle in Mexico and was returning it to the U.S. The ATTF Officers inspected and processed the vehicle, and released it to the recovery agent at the scene. 2008 Ford F150, VIN: 1FTRW12W08FA52704 Additional Information (cont) Gonzalez, Ruben 12/18/1974 Gomez, Abraham DOB: 12/17/1985 On 02 DEC 2011, El Paso County Sheriff’ Office Strike Team Deputies and the EPCO SO SWAT team executed a search warrant at a residence located in the 12800 block of Chaucer Road. Deputies were assisted by CBP K9s to search for currency, firearms, narcotics, or humans. The search warrant resulted in the arrest of Ruben Gonzalez, and the seizure of approximately 1.12 ounces of marijuana, 5.0 grams of cocaine, and drug paraphernalia. Gonzalez was jailed at the El Paso County Detention facility. Gonzalez is a confirmed True Nation Society gang member. On 1 DEC 2011, DPS CID Agents and DPS THP/CVE Troopers conducted a traffic stop on Abraham Gomez and arrested Gomez for Possession of Cocaine charges. During the traffic stop, Gomez was found to be in possession of under a gram of cocaine and less than 2 oz of marijuana. CID Agents obtained consent to search from Gomez to search Gomez’ place of residence. At Gomez’ residence, CID Agents seized approximately 1.5 ounces of cocaine. Gomez was booked in the El Paso County Detention Facility for 3 counts of Possession of a Controlled Substance from Penalty Group 1 (cocaine) and 1 count of Possession of Marijuana under 2 oz. Additional Information (cont) On 28 NOV 2011, El Paso DPS CID Agents recovered 18 stolen vehicles from Mexico. This effort was in coordination with the Border Auto Theft Information Center (BATIC). The property value of the vehicles recovered was set at $456,525.00. For the week ending 03 DEC 2011, the Border Auto Theft Information Center (BATIC) received 3,334 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists responded affirmatively to 51 of these calls with stolen vehicle information being forwarded to the requesting officers. For the week, 6 vehicles were returned back to the U.S. with a property value calculated at $72,475.00. El Paso JOIC’s Sector Assessment (cont) El Paso City Wide index crime continues to show a decreased rate of 6% as compared to the same time frame last year. There is a 300% increase (12) in murders, a 31% increase (51) in sexual assaults, a 3% decrease (11) in robberies, a 7% decrease (718) in assaults, a 3% decrease (57) in burglary, a 9% decrease (913) in larceny, a 9% decrease (124) in vehicle theft, and a 3% increase (72) in vehicle burglary. It is noteworthy that overall crime continues to remain low with the continued population increase.
