Subsidies to Dutch/Egyptian companies
Development Cooperation Matchmaking Facility (MMF)
The Development Cooperation Matchmaking facility puts Egyptian companies in touch with Dutch businesses.
Egyptian companies interested in the programme must submit a proposal for cooperation with a Dutch company
using An Intake Form available through the Embassy of the Kingdom of the Netherlands in Cairo:
[email protected]. MMF programme is executed by the Netherlands Enterprise Agency (RVO.nl), who on the
basis of the application will identify Dutch businesses that match the Egyptian company’s profile. Following a
positive screening, a Dutch consultant with expertise in the specific sector will be hired by NL Agency to find
Dutch partners and organize a visit programme, if matchmaking is successful. Proposals can be submitted
during the three tendering rounds held annually for MMF. All related documents can be found on the MMF

Technical Assistance to Egyptian companies
Centre for the Promotion of Imports from Developing Countries (CBI)
The CBI is a Dutch governmental Agency that aims to promote the imports from developing countries to the
European Union (EU). CBI offers technical assistance, training and information to Egyptian companies that have
the ambition to export their products to the EU.
CBI offers various programmes and services to Egyptian
companies and business support organizations (BSOs) such as EU market information, company matching;
export development programmes (EDPs), training programmes and business development programmes.

Netherlands Senior Experts (PUM)
PUM is an independent non-profit organization in the Netherlands established by the government and the Central
Employers Federations in the Netherlands. PUM provides Technical Assistance to Egyptian Small and Mediumsized Companies (SMEs). PUM advisers are volunteers and are selected on the basis of their many years of
experience and excellent knowledge. They are independent and receive no financial reward for their services.
PUM pays for international travelling expenses while the Egyptian applicant requesting assistance pay for local
travel and accommodation costs. Application by Egyptian companies through PUM website www.pum.nl or

NFP Tailor-Made Training programme (TMT)
The NFP Tailor-Made Training programme (TMT) specifically aims to improve the overall functioning of
organizations by training selected groups of employees. A Tailor-Made Training is a group training designed to
meet the specific needs of the requesting organization. To ensure cost efficiency and educational affectivity,
groups must consist of 6 to 20 participants. The training may take place in the Netherlands or in Egypt however
preference is given to training courses that are partially or entirely conducted in Egypt.
Eligibility criteria for organizations requesting a Tailor-Made Training:




You are not a large industrial, commercial, international or multinational organization, which can be
assumed to have sufficient resources of its own to finance staff training.
You are not a bilateral donor organization or a multilateral donor organization.
You are not an international NGO.
The field in which you operate is relevant to the sustainable development of Egypt.
Eligibility criteria for Tailor-Made Training applications:




The subject of the proposed Tailor-Made Training must be relevant to the needs you have identified
within your organization.
The proposed trainees must have a clear-cut, functional relationship with your organization.
On completion of the training, the trainees should be in a position to introduce their newly acquired skills
and knowledge into your organization.
The organization must guarantee to continue to pay the trainees' salaries and to hold jobs open for them
during their participation in the training course.
In addition, priority will be given to training courses that address gender issues, involve a local training provider
and are provided in Egypt.
Training must be completed and reported on within 12 months after the grant has been awarded. A Tailor-Made
Training course has a maximum budget of € 200,000. For training budgets up to €50.000 Nuffic directly
appoints a Dutch training provider. For training budget between €50.000 - €200.000 Nuffic will publish your
training outline as a subsidy Call for tenders.
If your organization is interested in a Tailor-Made Training submit a training outline together with a declaration
of acceptance signed by the responsible legal representative of your organization by email to the Netherlands
embassy in Cairo who completes its part of your outline and then forwards it to Nuffic for further selection.

Funds by the Dutch development bank (FMO)
The Dutch development bank (FMO) finances businesses, projects and financial institutions in developing and
emerging markets, as Egypt, with the aim of supporting sustainable private sector development. FMO
investments are focused in the sectors: financial institutions, energy, agribusiness, food and water.
FMO manages two funds and facilities that are open for Egypt on behalf of the Dutch Ministry of Foreign Affairs.
The funds are MASSIF and the Infrastructure Development Fund (IDF).
MASSIF Fund
MASSIF contributes to the development of financial services for SME’s by increasing financial resources available
to them and by strengthening the financial intermediaries. FMO offers the local financial intermediaries longterm debt and equity in local or hard currency. Clients are for instance commercial banks, microfinance
institutions, leasing companies, savings banks, consumer finance companies and mortgage banks.

Infrastructure Development Fund (IDF)
The Infrastructure Development Fund (IDF) is aimed at creating reliable infrastructure in sectors of: energy,
transport, ports, agribusiness, water, environment and social infrastructure. The objective of this fund is to
stimulate private investors to invest in private or public-private infrastructure projects that are positively
impacting social-economic development. Through providing risk capital, the fund removes a certain risk for other
financiers, which should thus catalyse additional private funds.
