MINUTES – Public Board Meeting
I. Call to Order – Mr. Richard Abramson, President presided over the regular public monthly meeting of
the Council Rock Board of School Directors. He convened the meeting at 7:30 p.m. at the Chancellor
Center, 30 North Chancellor Street, Newtown, PA. The meeting was broadcast “live” in all municipalities.

Routine Actions
Following the Pledge of Allegiance to the flag, Mrs. Small called the roll call and reported that all school
directors were present except for Mrs. Heenan.
Superintendent’s Report - Mr. Klein reported that it has been an eventful first few weeks of school in
Council Rock. I’d like to use this time to follow up with the Board and the community on three important
issues;

The issue regarding the drug called “snurf” remains part of a police investigation. A detailed letter
on this subject along with a picture of this pill and the packaging is on the website.
On Tuesday of this week, two busses and a van that are part of the First Student fleet were
involved in an accident on Route 413. Each of these vehicles were transporting students from our
high schools. As of this report, we have checked and double-checked the health of students and
there are no reports of any injuries beyond bruises and scrapes. Regrettably, the bus monitor who
was assigned to the van did suffer more serious injuries. She remains in the care of St. Mary’s
hospital. We will keep you informed of her condition.
Finally, our Council Rock community was deeply impacted by the death of a Council Rock South
teacher, coach, and friend, Bruce Stansbury. Over the past two weeks, students, parents, and staff
have come together to both mourn his death and to provide support to his family. On behalf of
this entire Council Rock community, we offer our most heartfelt condolences to the Stansbury
family and ask that you keep them in your thoughts and prayers.

Public Comment
John Rasiej –Acknowledged Council Rock employees for their donations and support to the food pantry
for local people in need. Secondly, he clarified his frustration with the Board at the last meeting regarding
the vote for Turf the Rocks, there were four board members that did vote no and he wanted to express his
appreciation for their votes. Lastly he has concerns with the Classrooms for the Future grant with regard to
money for equipment only with no funding for staff support. Mr. Rasiej is also concerned as a tax payer
that these grants could open the District up to more expense down the road. Mr. Klein briefly addressed his
concerns and offered to address his concerns regarding grants in greater detail.
III.

Mr. Grupp moved, seconded by Dr. Anagnostakos, passed with a roll call vote for the approval of the
following consent agenda items A-G, subject to audit:
A). Minutes – Approval was granted for the minutes from July 17, 2008 and August 21, 2008
meeting with minor correction to be made to the August 21st minutes as follows:
♦ Relative to Mrs. Thomas’ appointment – it should read her appointment is through November,
2009; not 2011.
♦ Plancons and Act 34 item H – should read The Act 34 Total Project Cost for the Holland
Elementary School is $14,480,833 not $1,480,833
♦ Naming Right for CRHS item F – Mr. Grupp stated it was a letter of Intent between Robert
Smith and John Donahue regarding the naming of Council Rock High School North after
Walter Snyder
B). Special Services Contracts, Tuition Placement Agreements, Extended School Year
Agreements & Physician/Dentist Listing for 2008-09 school year (Attachments #3 & #4) Approval was granted for the following independent contracts:

Special Services Agreement (Attachment #11, #12)
The administration requests the approval of an Agreement for the Teaching In-Service Entitled
“Special Ed Law & 504 Law: What About the Rights of School Personnel?” on November 4,
2008. Dr. Lambert spoke briefly on the new requirements under IDEA regarding the training of
our teacher assistants.
After a brief discussion between the board members regarding training of teacher assistants, Mr.
Donnelly moved, seconded by Dr. Anagnostakos, passed unanimously with a roll call vote, for the
approval of the Agreement with Response Law, Inc. at a cost not to exceed $4,100 as noted in
attachments herewith.

Architect’s Contracts Secured Entrances to Schools (Attachment #13)
Mr. Schoch spoke briefly regarding the two contracts and addressed questions from board
members.
Dr. Anagnostakos moved, seconded by Mr. Donnelly, passed unanimously with a roll call vote,
for the approval of the Design of Secured Entrances Contract with Schrader Group Architects as
contained in above-noted attachment, at a cost not to exceed $20,640, subject to audit and
solicitor’s review and for the approval of the Design of the CRHS’s Special Education Classroom
(Attachment #15 & #16), at a cost not to exceed $13,500., subject to audit.
V.
Solicitors Report - Mr. Reid reviewed his report with the board and reported he was available if
anyone had questions. Also, an executive session was held prior to this meeting to discuss pending
litigation, negotiations and personnel issues.

Public Comment
Steve McGill mentioned the poor quality of the sound system and his inability to hear anything that was
said at the meeting tonight. Various board members discussed the sound system and their concerns in
correcting the situation.
VII.
Board Comments
Mr. Grupp, along with other board members, discussed PSER’s investment portfolio and why the rate will
climb.
Mr. Klein also discussed the Committee Meetings and Committee Meetings of the Whole.
Mr. Abramson commented on the Holland Elementary School project and recapped the numbers that were
approved on August 21, 2008. Also, he thanked Mr. Klein on behalf of the entire School Board for his
quick and accurate delivery of information this past week.
