Mr. William J. Spencer

Mr. William J Spencer currently is Chief of the Air Force Food & Beverage
Force Services Agency, San Antonio, Texas. As the branch chief, he is
oversight and management of the Air Force Prime Vendor program for both
(APF) and Nonappropriated Fund (NAF) activities worldwide. This branch
support branch, Air
responsible for the
Appropriated Fund
manages programs
with combined sales of over $218M annually. Mr. Spencer provides program management and
oversight for Air Force Peacetime and Wartime unique rations in excess of $85M to meet Air
Force Operational War Plans (OPLANS). Additionally he acts as the Air Forces liaison within
the Department of Defense, Headquarters USAF, Major Command's and sister military services,
government agencies, and civilian industries, ensuring economy and efficiency for all food
purchasing requirements for Air Force Food operations.
Mr. Spencer was born April 24, 1959 in Galion, Ohio. He graduated from Galion High School
in 1977. He earned an Associate's degree in Hospitality Management from the Community
College of the Air Force in Oct 1994. He earned a Bachelor of Science Degree in Business from
Park University in 2000, and is currently pursuing his MBA with Touro University International. As an Air Force veteran, Mr.
Spencer entered the Air Force in August 1977 making the rank ofCMSGT in 1998. He has over two and half decades of extensive
food service management experience. Throughout his military and civilian government service he has held various positions at both
base level and Higher Headquarters literally working his way from the grill to now managing programs for the Air Force around the
world. He was selected for his current position in May 2008.
He is a veteran Hennessy Traveler, traveling in 1994 and actively involved in both the Hennessy Travelers Association Educational
Foundation and sits on the board for the Air Forces Services Society as Vice President. Mr. Spencer is married to the former
Vanessa Madarang of Hawaii. They have 2 sons, Dustin 23 and Eric 21.
