1.0.
INTRODUCTION
Mowbray Police Station is located at 32 Main Rd, Mowbray; about 8kms from the Cape Town CBD.
To the South and in close proximity is Groote Schuur Hospital and Mowbray Maternity Hospital as
well as the University of Cape Town. Main Road is a major road linking the Cape Town CBD to the
Southern Suburbs and the route also includes a busy and vital railway link with at least two main
railway stations within a 2km radius of the police station.
The Mowbray Police Station consists of a main station building, on two floors, which
accommodates the customer service centre (charge office), offices of the various departments and
meeting rooms. Additional blocks were added to accommodate holding cells, workshops, garages
and barracks. The barracks block is on three floor levels.
The Police Station is in dire need of repairs and refurbishments renovations, with some issues
being attributable to latent defects while others are purely maintenance ones. The police station
itself is in a comparably good conditions but the barracks have witnessed years of neglect resulting
in the need for the repair and replacement of finishes, fittings and some major components of the
building.
2.0.
CLIENT BRIEF
Miradi Architects have been appointed by the South African Police Service to investigate current
and other defects/problems that need to be attended to.
This report includes recommendations to improve/resolve defects and maintenance issues that
impact on the function, structural integrity and safety of the Station. Some elements may need to
be replaced altogether while in some cases new fittings may be recommended in order to comply
with simple requirements of statutory requirements.
3.0.
SCOPE OF WORKS
The scope of works has been identified through a visual assessment of the station and the
methodology for repair or upgrade is derived from recommendations made by the various
consultants who form part of the team.
Details for the works were based on acceptable industry standards, specialists input, our
professional inferences and standards defined by the client.
The full scope of works covers all the buildings on the property as follows:
- Police Station Ground Floor -502m²
- Police Station First Floor -Cells and storage areas – 351m²
- Barracks – 388m²
- Barracks 1st Floor – 388m²
- Barracks 2nd floor – 359m²
- Barracks 3rd floor - 359m²

3.1.1. Distribution Boards
Replace all distribution boards so that they can conform to current minimum requirements
for electrical installation.
3.1.2. Conduits and Wiring
Replace all electrical conduits and wiring;

Replace all power points, power skirting/trunking to meet SAPS current standard
guidelines and recommendations.
Replace all light switches.
3.1.4. Interior Lighting
Replace all interior light fittings with new energy efficient ones to specification.
3.1.5. Exterior Lighting
Replace all exterior light fittings with new energy efficient ones to specification.
Additional exterior lighting to be installed as per electrical engineer’s design.
3.1.6. Access Control
Upgrade entrance area access control as per detailed requirements.
Install new gate motor for the existing sliding gate.
3.2. Mechanical

• Replace all non-functional air conditioning units
• Install new units in the new offices at the former barracks.
3.3. Plumbing, Sanitary & Ablution Facilities

3.3.1. Sanitary Fittings
Replace all plumbing and sanitary fittings as the existing are mostly damaged as follows:
- Toilet pans and flushing mechanisms;
- Wash hand basins;
- Urinals;
- Kitchen sinks;
- Bath tubs
- Showers etc.
3.3.2. Washroom Accessories
Replace or supply new accessories as follows:
- Hand wash soap dispensers;
- Toilet paper dispensers;
- Hand paper towel dispensers;
- Mirrors;
- Disabled grab rails etc.

3.3.3. Geysers and Hydroboils
Replace all geysers and add new geysers at the cells to meet 5-star specification
requirements;
Provide instant hot water generators (Hydroboils) as required.

3.3.4. Rationalisation of Toilet Provision
Re-align toilets to meet requirements;
Provide paraplegic facilities.

3.3.5. Sewer Reticulation
• Replace the cast iron plumbing pipes with new pVC ones;

• replace all damaged doors;
• provide security to identified doors;
• Replace garage doors with 1.8m width double doors. Leave garage doors at barracks.

3.4.2. Ironmongery
Replace all ironmongery items and rationalise the master key system.
3.5. Windows

• repair/service window opening mechanisms;
• replace broken window panels;
• provide burglar guards to identified windows;
• Install new blinds right through;
3.6. Gates
For more detail and specifications see Gate Schedules Drawings.
• Replace the timber panels at the main gate with new hardwood ones. This is a requirement
for security and privacy so that people on the street do not have visual contact with the
station interior.
• Remove gate at the road. Build brick wall.
• Replace the gate linking barracks and police station with manual sliding gate
3.7. Joinery Fittings

• Replace all damaged and broken cupboards to detail. Kitchens to have Silestone/granite
worktops supported on steel brackets/frame only. No cupboards.
• Replace the customer service centre (CSC) desk with one that meets the new disabled
access requirements as well as recommended design and material to specification.
• Replace all broken shelving in storage areas and rationalise ones that do not work properly;

• Install hydroboils (to specification) to kitchens.
• Supply white & pin boards in CSC , meeting rooms and commander’s offices and pin-boards
only in the rest of the offices.
3.9. Finishes

3.9.1. Walls
• Repair and repaint all areas to specification. Lower sections of internal walls to have a
darker shade of the main colour.
• Replace all walls tiles with new to specification.
3.9.2. Floors
• Replace all floor finishes with full-bodied porcelain tiles to specification.
• Repair cracks and apply epoxy screed to specification at all granolithic floors.

Repair all cracks at slab soffit ceilings and paint right through to specification.
•
Replace the ceilings at the barracks with new to specification.
•
Replace all wooden eaves boards with Nutec board to specification.
3.11. General and Disabled Access
• Demolish the existing entrance ramp and replace it with new to meet disabled access
requirements.
• The ramp balustrading has to be fixed securely.
3.12. Fire Installations & Way finding Signage.
• Install all statutory signage to comply with fire and emergency requirements.

• Install new way-finding signage to specification and detail.
• Install a large Mowbray SAPS sign with backlighting
3.13. Roofs and Roof Accessories

• Replace all roofing sheets to specification.
• Redo all waterproofing at concrete slab roofs to specification.
• Replace all gutters and downpipes with new ones to specification.
3.14. Roads, Stormwater Drainage and External works
• Repair the cracks at the tarred parking area to specification.
• Replace badly damaged tarred surface at the barracks with pavers to detail.
• Replace the slabs blocking the drainage channels at the garage doors with smaller ones
and introduce wire mesh grills at the openings to detail.
• Remove surface bed at the front of the building. Lay concrete pavers to match the ones
being used at the parking area and driveway to open up this area.
3.15. Security and Special SAPS Requests.

4.0.
Install razor wire on top of the front fence to provide additional security to specification
and detail.
Convert existing detention cell to become a parade room with lockers and benches;
Convert some of the barracks spaces into offices;
Modify the configuration or move the offices to the barracks block (confirmation
required from SAPS)
Decanting and Phasing of Works
The police station is expected to be functioning fully and providing the required services to the
community during the entire project execution period so the following de-canting and phasing
sections are to be implemented:
4.1. Phase 1 – Barracks building: work to be started and completed before any people are
moved from the main police station;
4.2. Phase 2 – Main Station first floor and cells/storage area: all affected personnel and
activities to be moved to the newly refurbished barracks building.
4.3. Phase 3 – CSC and Section of Main Building: all first floor personnel temporarily
accommodated at the barracks building to go back to first floor and the CSC to be moved to
ground floor of barracks building;
4.4. Phase 4 – Boardroom/Ablutions and section of main Building: CSC to be moved back to
main building and work to be completed on east wind of building.
