Military districts to reinforce Venezuelan sovereignty Caracas, 29 Dic. AVN .- So as to keep safe the Venezuelan border, reinforce and protect the country, and improve the deployment and reaction capacity of the Bolivarian National Armed Forces (FANB), President Hugo Chavez declared the creation of the first 10 military districts in seven states of the country. During an act of salutation to the FANB held on Tuesday in Aragua state, Venezuela"s north, Chavez detailed that the military districts will be distributed in Venezuela as follows: two in Zulia state (Venezuela"s northwest), one in Tachira (west), three in Apure (southwest), one in Guarico (center), one in Monagas (northeast), on in Bolivar (southeast) and one in Sucre (northeast). “Today (Tuesday), I have decreed the creation of the first 10 military districts. In the framework of the new Bolivarian National Armed Forces Organic Law, we are creating these military districts. You know that we have: first, Integral Defense Regions; then, Integral Defense Zones; and Military Districts,” he explained. Within the reform done to the Armed Forces Law in October 1009, it was established that military districts are temporary security zones, with strategic and defense purposes, that can be decreed by the President of the Republic in any place within the national territory during a contingency or natural disasters. Moreover, the President informed that the Government is evaluating the creation of military districts in urban zones, mainly within big cities, such as Caracas and Maracay. During the act, he also announced the creation of the Plan Sucre, aimed at developing the FANB in a long term. Likewise, President Chavez announced that the Barracks Abelardo Merida, in Aragua, where the event took place, will be transformed into a military fort that will serve as headquarters for a tanks regiment to keep strengthening the integral defense strategy in the framework of Venezuela"s new military doctrine. Recognition to military officers The Head of State decorated 12 officers and promoted 17 general officers who took part in the Operation Life, Salvage and Rescue, which was deployed in the zones affected by the intense rains registered in country past November. Chavez, accompanied by the high-military command, recognized the good work done by the Armed Forces attending the people who lost their homes due to the rains, landslides and floods. “The recognition is granted for the great performance of these officers in the Operation Life, Salvage and Rescue deployed as a whole. I did want to make today a special recognition. There is nothing better for a soldier and the unit than receiving an ethic recognition to their values and unselfishness,” said the Head of State. In this regard, he underscored that during the 11 years of revolution, the FANB has returned to its main principle of defending people"s and not bourgeoisie"s interests. “It is so important that this, my beloved, FANB has recovered its foundational principles at the service of the people and the Homeland,” he stressed. Moreover, he informed that the Government is evaluating methods to give access to credits to all the Armed Forces officers. “We are working to provide the military family better life conditions (…) We grant personal credits , for vehicles and houses, so as to improve the quality of life of Venezuelan military families.” Special Fund for emergencies through Enabling Law Likewise, President Chavez informed that, through the Enabling Law, the Government will create a special fund for emergencies with a starting capital of $3.85 billion. Moreover, he pointed out that using the power that the National Assembly granted him to enact laws by means of decree-laws, he will implement special economic and legal actions to make private banks finance the construction of houses. “The Enabling Laws will be mainly focused on attending the emergency, right-wing people say it will not, that this is a dictatorship, a coup d"État; nevertheless, they say so to try to justify the coup they wish to execute. They will remain frustrated, because there will be no coup neither of Chavez nor against Chavez. In here (Venezuela), we will continue having democracy and more democracy, Bolivarian, participatory, popular, socialist, and leading role democracy constructing equality,” he stressed.
