 CENTRAL PARK REVITALIZATION PURPOSE Our goal is to ensure that the City­owned property known as “Central Park” is freely accessible to the public. We plan to revitalize the park in two phases, outlined below. RENT Eastlake Community Partners will lease parcel ​
34A014O000140 (5.74 acres) and parcel 34A014O000560 (1.14 acres), also known as Central Park. Eastlake Community Partners will pay the City of Eastlake $1/year during the term of the lease. The term of the lease will be for 5 years, with an option to renew. FUNDING Eastlake Community Partners aims to bring together multiple groups to achieve community goals. Included in that mission is pooling funding from a variety of organizations, businesses, development grants, and individual donors. ECP has already received a generous donation from the Trivisonno Honeymoon Fund that will cover over half the cost of removing the fencing on the parcels. ECP is confident that it can secure the funding necessary to rehabilitate the park. Additionally, Byron Floyd, a member of ECP, owns commercial­grade lawn maintenance equipment and has agreed to maintain the lawn. PHASE ONE Goal The goal of phase one is to remove or repair the structures that could cause injury to those interested in using the park. Construction/deconstruction ECP will remove the fences from the two fields that are entirely on the City­owned parcels. ECP will approach the Willoughby­Eastlake City School District about working together to remove the fence on the field that sits on both City­owned and School District property. An estimate for removing and disposing of all five fences, including the two entirely on the School District property, has been included. Also incorporated in that estimate is the price of removing and disposing of the score­board and other encumbrances. Additionally, ECP will seek estimates and restore or otherwise demolish the pavilion, accessory storage structure, and the concession stand located on the property. Maintenance ECP will maintain the grass before and after the fences are removed. ECP will maintain structures on the premises. Use Residents will be free to use the unencumbered area as they please. ECP will entertain proposals from residents for community uses of the land. For example, ECP would welcome starting a community garden on the property. Parking Residents will access the park in the same manner that they have always accessed the park. Since the City of Eastlake has leased away all three parking lots that allow residents to access public amenities, such as the skate park, basketball courts, tennis courts, and Central Park, Eastlake Community Partners will attempt to reach an agreement with the entity who holds the lease on the parking lots, or with the Willoughby­Eastlake School District. Insurance Eastlake Community Partners will hold liability insurance and property damage insurance in an amount of $1 million. Timeline Eastlake Community Partners will have the fences removed no later than September 30, 2016. ECP will begin maintaining the grass as soon as the lease comes into effect. PHASE ONE ROUGH SKETCH PHASE TWO Goal The goal of phase two is to embrace Central Park’s potential. The park is centrally located in Eastlake, and is large enough to accommodate a variety of recreational activities. However, we do want to remember the character of the park and the historical significance of softball and Central Park. Rather than strictly dictate what will or will not be placed in the park during phase two, we plan to advertise public meetings to gather input from residents before deciding what improvements we should invest in for the property. Because residents are unfamiliar with the Central Park as anything but softball fields, we believe we will receive the most helpful responses after the park is cleared of the hazardous softball field fences. Any improvements will belong to the City when the lease terminates. Construction/deconstruction Using community and City Council’s input we will construct and maintain the necessary equipment for recreational activities. Such equipment is likely to include frisbee golf goals, backstops for baseball or softball (quote attached) and portable fencing that can be used for baseball, softball, flag football, soccer, and any other sport that requires perimeter fencing. We may also incorporate a walking path, paved or otherwise designated by gravel. Maintenance ECP will maintain the grass and the equipment in the park. Use Residents will be free to use the unencumbered area as they please. ECP will entertain proposals from residents for community uses of the land. Timeline Eastlake Community Partners plans to gradually add improvements to the park during the entire term of its lease. Estimate
