REQUEST FOR QUALIFICATION STATEMENTS (RFQ)
PROFESSIONAL ENGINEERING CONSULTING SERVICES
CITY OF ROCK HILL, SOUTH CAROLINA
GENERAL INFORMATION
The City of Rock Hill, SC is requesting Statements of Qualifications from interested and qualified
consulting firms to provide design services including, but not limited to: engineering, land surveying,
geotechnical, etc. for multiple civil projects within the city. The professional services can include, but not
be limited to the design of the following: the reconstruction of the 100 Block of East Main Street, the
construction of a multimodal pedestrian/cyclist sidewalk improvement on Dave Lyle Blvd. with a
driveway entrance and parking lot improvements and the relocation of a driveway Entrance on Main
Street. The scope of services will include associated land surveying, design of demolition plans,
roadways, curb, sidewalk, traffic improvements, landscaping, associated stormwater improvements and
utility adjustments, traffic signalization, acquiring all necessary permits, rights-of-way acquisition,
construction cost estimates, construction administration and observation, etc. Potential qualified firms
must demonstrate their corporate and individual staff experience in designing the proposed types of
facilities in this area and in an urban environment. The firm should be well versed in the permitting
requirements of both the City of Rock Hill and South Carolina.
PURPOSE
The purpose of this Request for Qualifications is to obtain information about consulting firms interested
in providing professional engineering and land surveying services to construct the following projects.
The information obtained will be utilized by the City of Rock Hill to evaluate each interested firm or team
by utilizing the criteria outlined in this Request for Qualifications (RFQ).

100 Block East Main Street—A portion of the 100 block of E. Main Street will be reconstructed.
This work will need to be coordinated with the proposed apartment development at 108 E. Main
Street. Scope of the design will entail demolition, creation of on street parking, landscaping,
roadway reconstruction, curb and sidewalk, modification of existing utilities as necessary. In
addition, this project will need to be coordinated with the design of the Dave Lyle Blvd.
Streetscape project. Please see the enclosed concept renderings.

Dave Lyle Blvd. Streetscape Project—A segment of Dave Lyle Blvd. will be improved to provide
a multimodal sidewalk for both pedestrian and cyclist accessibility. It is estimated that the
sidewalk will need to be at least 14 feet wide. In addition, intersection corner improvements in
conjunction with traffic signal modification will need to occur at Black, White and Main Streets.
Scope of the design will entail demolition, landscaping, curb and sidewalk, driveway entrance
design, traffic signal and accessibility at roadway intersections and modification of existing
utilities as necessary. This work will need to be coordinated with the proposed apartment
development at 108 E. Main Street. As well as the design of the 100 Block of East Main Street
project. Please see the enclosed concept renderings.

Driveway Entrance—The driveway entrance will be relocated to align across from Black Street at
the intersection of Main Street. Scope of the design will entail demolition, landscaping, curb and
sidewalk, roadway, hardscaping, driveway entrance design, traffic signal and pedestrian

accessibility at roadway intersections and modification of existing utilities as necessary. Please
see the enclosed concept renderings. Design of this project will need to be coordinated with the
General Services staff.
SCOPE OF WORK
To be considered for selection, the Firm shall be qualified and capable to deliver the following services
for the identified projects:









Obtaining topographic survey in the area – sufficient to generate one-foot contours.
Checking for any utility conflicts with proposed improvements
Designing improvements to tie into existing conditions.
Designing of roadways, sidewalk, landscaping and traffic measures.
Preparation and submittal of construction documents
Obtaining required permits and approvals for construction
Providing quantities and a construction cost estimates
Preparation of bid documents
Ability to provide construction administration and observation as the engineer of record
PROPOSAL FORMAT
To facilitate review of your Statement of Qualifications by the City of Rock Hill, it is requested that your
submission conform to the following format:
1. Coversheet: List RFQ Statement, the name of your firm, and the name, address and telephone
number of a contact person for questions concerning the proposal submitted.
2. Qualifications & Experience of the Firm: History and organization of the firm, legal entity that
contract will be entered into, location of the office that the work will be performed, and the name
and title of the person that is authorized to enter into a contract agreement (must be an officer,
partner or member of the firm).
Provide a narrative of your firm’s prior experience and qualifications as it pertains to the above
Scopes of Work and provide a list of projects with similar scopes for all three (3) projects. The
design of all three projects will be awarded to the same firm.
The selected firm(s)/company(s) must obtain a business license from the City of Rock Hill and
provide proof of professional authorization in the State of South Carolina (Certificate of
Authorization) prior to the execution of the agreement.
3. Project Team: Provide a list of the project team members, including the office location where
they currently work, that you propose to use and identify the responsibility of each team member.
Provide a brief resume for each person listing specific similar project experience, educational
experience and licensure/certifications. List any sub-consultants and their office location.
Provide an hourly rate summary for project team members.
4. Project Management. Approach to the Project & Quality Control: Demonstrate project
management, approach to the project and quality control methods that will be employed by your
firm. This section shall also include an organizational chart each team member (including subconsultants) and list their roles responsibilities.

5. Capacity and Response Capability: Provide a statement of your firm’s current workload, and
capacity to meet the proposed project schedule.
6. References: Provide the name, address and telephone number of at least three (3) references
familiar with the quality of work done by your firm of similar nature as contained in the above
Scope of Work. By submission of the references, you are authorizing the City of Rock Hill to
contact these references.
7. Legal, Safety, Insurance, and Financial: The Firm’s submittal shall provide documentation of
any history of litigation associated with project performance or professional liability during the
past ten years. A short statement of any safety problems that the Firm may have encountered in
projects designed or inspected. A statement or other information to describe the firm’s general
financial standing and current insurance coverage.
8. Other Supporting Data: Include any other information you feel to be relevant to the selection
of your firm.
The Statement of Qualifications shall not exceed twenty (20) pages, including the cover, back page,
letters of introduction and table of contents. Clear, external binder pages shall not be included in the
page count. Font size shall be no smaller than ten (10).
Statement of Qualifications exceeding the twenty (20) page count may be returned and not
considered, at the sole discretion of the City of Rock Hill.
EVALUATION CRITERIA
1 Qualifications of the Firm: Outline and specify the qualifications of the firm to provide
professional and construction services to manage the design and construction of the projects. This
shall include any sub-consultants that may be part of the team (if applicable).

Overall Qualifications of the Project Manager and Project Team: Clear identification of the
project manager and team personnel that will be assigned to the project. This section shall
include the demonstrated project management and quality control methods employed by the
team.

Understanding of Roadway, Stormwater, Traffic and Landscaping Design: Demonstrate
experience and understanding of roadway construction, multimodal requirements (Vehicle,
Biking and pedestrian), drainage design, traffic signal and landscaping design as well as
permitting submittal/approval process.

Response Capability Project Understanding: Preference shall be afforded to those firms that,
in the opinion of the City of Rock Hill, will be able to adequately respond to requests for
consultation meetings or project administration requirements, and firms having a detailed
understanding of the project requirements, testing procedures and the local community
environment.

Insurance Capacity: The submitting firm (lead firm if submitting as a team) shall be able to post
the minimum, specified insurance requirements for this project as follows:
Professional Liability -$1,000,000.00 per claim
Worker's Compensation -$500,000.00
Automobile Liability -$1,000,000.00
Comprehensive/General Liability -$1,000,000.00 per claim
SELECTION PROCESS
Firms shall have no contact related to this project with City of Rock Hill elected or appointed
officials or City of Rock Hill employees during this RFQ process, other than the contact person
specified within this document. Any such contact will subject the firm to immediate disqualification for
consideration for this project.
All questions regarding this RFQ must be directed in writing or by e-mail to: Marty Burr, Performance
Manager, at the address below no later than two weeks prior to the due date of the RFQ submittal.
Questions later than two weeks prior to submittal of the RFQ will not be considered.
The City of Rock Hill will review all qualified Statement of Qualifications received and may select one or
more firms/teams for contract consideration.
The City of Rock Hill, at its sole discretion, may conduct interviews prior to selection of any firms/teams
for contract consideration.
CONTRACT
A detailed scope of work will be developed with the selected firm(s) and fees shall be established based
upon the agreed upon scope of work by and between the selected firm(s) and the City of Rock Hill. This
detailed scope of work and the associated fees will be incorporated as part of the contract.
After all the Statement of Qualifications have been screened and ranked by the City of Rock Hill’s
Selection Committee, the top ranked firm will be invited to negotiate a contract with the City of Rock
Hill.
The selected consultant(s) will be required to use the City of Rock Hill's standard contract for
professional services. Any required changes or exceptions to this contract must be presented to the City
for consideration prior to execution.
Since this is a time sensitive project, the selected firm(s) will be required to produce a completed design
with construction drawings/calculations within 120 days of receipt of signed contract, all applicable
permits to begin construction within 210 days from the notice to proceed and bid documents within 30
days of acquiring of approved permits.

The City of Rock Hill reserves the right to reject any and all submissions to this RFQ if it is deemed in
the best interest of the City. The City assumes no responsibility for costs incurred in responding to this
RFQ.
The RFQ process shall not be considered final until a contract for professional services has been
successfully executed with the selected firm(s).
SUBMISSION OF QUALIFICATIONS STATEMENT AND CONTACT PERSON
Statement of Qualifications is to be submitted in 8.5" x 11" format. Facsimile or emailed copies will not
be accepted. Five (5) hard copies and one (1) digital copy (PDF) shall be submitted no later than 4 p.m.
