Safety Patrol at Camden Yards
On Saturday, April 25, 2015, safety
patrol members from the mid-Atlantic region
were invited to attend a baseball game between
the Boston Red Sox and the Baltimore Orioles
at Camden Yards. The invitation was extended
as a gesture of appreciation from Orioles
owner, Peter Angelos. Students wore their
neon green safety patrol belts with pride.
Although the evening was cool, the Orioles
were red hot in the bottom of the tenth inning
and secured a win for their fans. Pictured to the
right are some of the patrollers from Owings
Mills Elementary school with their safety
patrol coordinator, Linda Cohen. The students
pictured from left to right are Laila Hartley, Russell Jackson, and Nicole
Beamon.

Global Youth Traffic Safety Month
May is Global Youth Traffic Safety Month. The
leading cause of death for teens in the United States is
traffic crashes. According to the National Highway
Traffic Safety Administration, mile for mile, teenagers
are involved in three times as many fatal crashes as all
other drivers. Summer months are especially dangerous for teens on the
road. Fortunately, most teen motor vehicle crashes are preventable and proven
strategies can improve the safety of young drivers on the road. The National
Organizations for Youth Safety® (NOYS) is fighting back against this epidemic
by engaging young people in the solution. Go to http://noys.org for more

Annual Safe Schools Conference
Baltimore County Public Schools will observe its twentieth
Annual Safe Schools Conference on June 24 and June 25, 2015. Invited
elementary school staff will attend on June 24 and invited secondary school
staff will attend on June 25. This year’s theme is Celebrating Peace and
Advancing Safety in Our Changing Schools. Students were asked to submit
artistic representations of the conference theme. The winning designs will be
revealed at the conference. Registration for the conference will open in the
Organizational Development catalog on May 15, 2015. The location of this
year’s conference is Martin’s West, 6817 Dogwood Road, Windsor Mill, MD 21244.
A Fond Farewell
The Department of School Safety and Security extends best wishes to a staff member who recently
left the department. Patrick Hancock, the manager of the Office of Risk Management, has accepted a
position outside of Baltimore County Public Schools. Patrick has been instrumental in leading his
department in the following areas:
 Maintaining and coordinating insurances.
 Creating and administering online training programs.
 Supporting the Integrated Disability Management (IDM) Program to manage employees’ use of
extended sick leave.
 Managing usage of the sick leave bank.
 Managing the Employee Attendance Monitoring Program (EAMP).
 Facilitating the workers’ compensation program with SISCO, the third-party claim administrator.
 Identifying and analyzing risk exposures.
 Managing the commercial drivers license (CDL) medical certification program.
 Coordinating DOT-mandated random drug and alcohol testing for CDL drivers.
 Implementing the Drug-Free Workplace policy.
 Reviewing school-sponsored activities consistent with Policy 3160 regarding high-risk activities.
 Collecting student accident, visitor, and property loss reports.
Patrick will be missed!
Bullying Reports Waiting to Be Pushed
All existing electronic bullying, harassment, or intimidation reports must be pushed
to STARS before the end of the school year. Only principals can access reports from
https://intranet.bcps.org/default.aspx. Click on Bullying, Harassment, and Intimidation
(BHI) on the right-hand side of the page to check for outstanding reports. Directions for
submitting electronic reports can be found at: https://intranet.bcps.org/offices/sss/safe_drugfree_schools/pdf/Electronic-Bullying.pdf.
All written reports must be manually entered in STARS. Once an investigation of an
allegation of bullying, harassment, or intimidation is completed, the Investigation Report
must be completed in STARS. This is accessed by opening the original report in STARS.
Click “edit,” scroll to the end of the report, and then click next. Templates for appropriate
follow-up letters can be found on the Office of School Safety Intranet Web site at

You Can Block Yik Yak
Yik Yak is a social network application (app) that uses GPS signaling to share anonymous posts. It:



Is completely anonymous allowing random comments.
Operates in only a 1.5 mile radius from the sender’s location.
Is used predominately by college students though it is becoming more popular among secondary
level students.
 Uses text only.
 Uses a lot of sexually explicit language.
 Sometimes makes drugs, parties, and racial references.
 Allows people to “up vote” or “down vote” comments for Yak points.
 Can search other colleges/universities across the country.
 Can pinpoint the user’s location.
Unfortunately, the site is frequently used to post anonymous threats and to bully individuals. These
posts create fear and disrupt learning. The designers of Yik Yak have faced scrutiny over the app as a result
of the problems it has caused. They have created a “geofence” to address the issue. Administrators can get a
geofence installed to block Yik Yak users from posting within a five-mile radius of their schools at no cost.

Injury Reporting Procedures
H. L. Mencken wrote, “For every complex problem there is an answer that is clear, simple, and
wrong.” If you follow these instructions for reporting injuries that occur on Baltimore County Public Schools
property you can be sure that you did the correct thing. Injuries to visitors must be reported using the
Baltimore County Public Schools Bodily Injury Report Form for Visitors/General Public.
The form is available at: http://www.bcps.org/offices/risk_management/. The form must
be completed by a Board employee and submitted via fax or interoffice mail to the Office
of Risk Management. Injuries to students should be reported on the Baltimore County
Public Schools Standard Student Accident Report Form (BEBCO 49-5369-98). The forms
are available from the school nurse. Injuries to employees should be reported online via
the workers’ compensation reporting system that is available on the following site:

More One-card Q & A
What is the plan for current fifth and eighth grade students?
Cards of fifth and eighth grade students need to be collected so that they can be shredded by
school staff. These students will receive new cards at their middle or high schools. If they are
enrolled in their middle or high schools by July 15, 2015, their new cards will be printed over the
summer by ScholarChip. However, if a student is going to attend summer school, the
student should maintain the card for identification purposes during the summer school session.
What should happen to the One-cards of students who no longer attends a BCPS school?
The cards of students who no longer attend a BCPS school should be shredded if the administrator believes
they will not return to the school. Cards of graduates should be collected and shredded as well.

Raptor Updates
Which school will log in the most visitors for the
2014-2015 school year? The answer will be announced
during the Safe Schools Conference. Employee
photographs do not automatically come up in Raptor when
an employee’s name is entered. Employees who have been
globally scanned at Pulaski Park, Suite 219, the Jefferson
Building, or Greenwood Building E can be “Raptored” in as employees.
The person checking you in at a school or office must be told that you are
in the system as an employee. Employees do not need a printed badge if
they show and are wearing their One-cards. If an employee does not have
a One-card displayed, a Raptor badge must be printed for the employee by
manually entering the employee’s first and last name.
A table will be set up during the Safe Schools Conference to give
employees who frequently visit sites other than their assigned site the
opportunity to be “Raptored” in as employees. Employees who wish to do
this will need to show their driver’s licenses and One-cards. Please
