China for possible friendship relations with your city?
I am a business owner with the mission to establish the colleges and schools in China I have
established a joint venture college and one high school in China since 2001, which have
accumulated with over 2500 students and 100 Canadian (American) teachers working for my
programs. I have placed over 200 students into English speaking countries to advance their
degrees in world renowned education institutes, such as University of Waterloo, University of
Toronto, Sunderland LTniversity of UK, Melbourne Institute of Technology of Australia, etc,
which some of these i n s t i a s have established agreements with CFCIERIGC to place my
students.
I projected to establish 6 to 8 chain education mode1.s of SCIC/SCIS across China, and will open
up one each year, and invest a college with hi& school in China. At the same time to invest in
i n d u s t d projects in China. I have been actively examining these opportunities and implemented
them. systematically.
Before establishing niy own firm,I worked as the Licensed Professional Engineer (PEO) of
Ontario and Managor for ABC Group and Textron Corporation (USA). I was in automotive
industries for almost 8 years. I graduated fiom E. Eng of Automation, M. Eng Sci of Chemical
Engineering degrees. I have also received a Graduate Law Diploma and licensed Lawyer of
China. I came to R i c k d ,Ivey School of Business at UWO under CIDA Scholarship (one offour
distinguished scholars from China) on March 9th, 1990.1 was also Professor and University
Administrator in China before coming to Canada.

have also enclosed the city mntroduction for yout information.
I have visited the Heilongiiang Province three times and received by the CPC Party Secretary
Song Fatang twice (year 2003 and 2005), and Deputy Governor Liu Haisheng (year 2005). Both
of them have urged me to make a trip to Qiqihar, which is my home town city that I have not
been back for over 28 years. 1 visited the City to join the "Green Food Expo" hosted by the city. I
was received by CPC Pimy Secretary Yang and Mayor Lin and met all the top city officials. The
hospitality was overwhelming, and I was appointed by the Mayor and Party SecreWy as the city
Overseas Director in Canada, and I have a job to locate a city in Canada for the friendship
relations with Qiqihar! 1have also enclosed the letter of appointment for your reference.
Dear Mayor DeCicco, could I propose the followings for your considerations:

send Canadian Teachers there to teach English and bring students to Canada, primarily to
university or colleges in your city for summer tour and long term study each year on

CFCIE has enrolled 240 students in its SCIC- the post secondary level chain models, and 120
students in its SCiS-the secondary level chain models in 2001, and the same numbers of students
in the year o f 2002 and 2003.currently CFCLE bas 700 students in its SCIC and SCIS progams.
In the year of 2005, CFCIE plan to open more SCIC chain models in China, and d l enroll more
than 1,500 students.
CFCE plans to establish its ten (10) " C F m Chain Education models" programs across China
in the near future. CFCE projects to have over 100 teaching jobs for Native English Speakers
and enroll more than 10,000 students in its chain programs each.year.
Features of the C F C W Post-Secondarv Chain Education models tSCIC)
The chain models of CFCE p r o m s in its SCIC locations are credited and approved by the
Educational Authorities in China to offer 3 years o f College Diploma programs and 4 years ofB.
A. Hon. Degree in the selected majors. Students must pass the National Unified Exams to enroll.
Students, after complete one academic year, and in any given year of their four years o f
study, have the opfims to come to university, eg. in Canada, US, UK, Australia to
complete their degrees.
Students, after completion of their two years at SCIC, have the options to select any other
majors in CFCE's partner universityto obtain double degrees.
Students can choose to stay four years in SCIC of China to obtain their selected Bachelor
degree in their major, after fulfilled all the designed courses of study, and passed the
examination.

All the students o f SCIS programs are approved to issue Chinese Senior Middle School Diploma.
SCIS students enjoyed 95 to 100% admission rate into Chinese Universities consecutively as
CFCIE selected the top high school in the region to implement its SCJS p r o p s .
CFCE Students Placement: SCIS' students can pass the national unified examination to
enter the Chinese Universities; students can also choose to come to Canadian
Universities, and Universities o f UK, Australia and US to complete their university
degrees.
CFCIE's Chain models (SCIS) to be projected for the overseas Canadian High Schools
and granted the Canadian High School Diploma in the near future
