The city of Quincy, for the purpose of extending its water mains, fixtures, works and service, may from time to time issue bonds, notes or scrip, to be denominated on the face thereof, Quincy Public Water Supply Loan, Act of 1907, to an amount not exceeding two hundred thousand dollars, outside the limit of indebtedness fixed by law for that city and in addition to the amounts heretofore authorized by law to be issued by the city for the same purposes. The city may sell such securities at public or private sale or pledge the same for money borrowed for the purposes aforesaid, uix)n such terms and conditions as it may deem proper provided, that they shall not be sold or pledged for less than their par value. Section 2.
