Administrative and Teaching Staff Transfers
Background
The Division encourages and supports administrative and teaching staff transfers
provided the individual’s skills, experience and suitability are appropriate for the position
and consistent with the Division’s overall needs.
Guidelines – Administrator Transfers
1. The Superintendent will consult administrators every second year about the
possibility of administrative transfers.
2. An administrator requesting a transfer may be accommodated where, in the opinion
of the Superintendent, a suitable vacancy occurs and the student and program
interests may best be served.
3. Administrators requesting transfers for the upcoming school year should apply in
writing to the Superintendent by January 31 of each year.
4. A transfer request does not preclude an administrator from applying for an advertised
position within the Division.
5. An application for an administrative transfer does not guarantee that one will occur.
6. Administrators who choose a voluntary administrative transfer will be paid on the
basis of the allowance for the new assignment within the collective agreement.
7. Notwithstanding the above, it may be necessary for the Superintendent to transfer
administrators within the Division in order to best meet the overall administrative
needs of the Division.
Guidelines – Teacher Transfers
1. It may be necessary for the Superintendent to transfer teachers within the Division in
order to improve the delivery of education to students.
2. Transfers will be undertaken in order to place teachers in appropriate assignments
so that the educational needs of the students can best be met.
3. When considering a transfer, the following factors should be considered:

a) educational background of the teacher.
b) nature of students' educational needs.
c) total school staffing.
d) suitability of the teacher for the position
4. Transfers may become necessary due to enrollment changes.
5. Transfers for emergent situations will be addressed as they arise, in accordance with
the School Act.
6. The Superintendent will attempt to effect transfers on or before June 15th of each
year. Unless extenuating circumstances occur, no further transfers will be effected
until the beginning of the school year.
7. A teacher requesting a transfer may be accommodated where, in the opinion of the
Superintendent, a suitable vacancy occurs and the student and program interests
may best be served.
8. Teachers requesting transfers for the upcoming school year should apply in writing to
the Superintendent by March 1 of each year.
9. In considering teacher transfers, the Superintendent shall consult with both the
principal of the school to which the teacher would be transferred and the principal of
the school from which the teacher would be transferred.
10. Where transfers become necessary due to enrolment changes, the principal will
identify the teacher(s) on staff to be considered for transfer.
11. If the Superintendent initiates a transfer, there shall be personal consultation with the
teacher at least one week prior to the final decision to transfer. Upon request, the
teacher will be granted additional opportunities to meet with the Superintendent.
12. The Division will cover substitute teacher costs to permit transferring teachers to visit
the receiving school for one day prior to the transfer.
13. The Superintendent shall give written notice of transfer to the teacher. Such notice
shall outline the reasons for the transfer and the rights of appeal open to the teacher.
14. The decision of the Board in appeals of transfers shall be final.
15. Teachers transferred under this policy may submit a request to the Superintendent,
in writing, for reimbursement of reasonable costs related to moving classroom
materials. The decision of the Superintendent on the reimbursement of expenses
will be final.
16. Teachers transferred under this policy will be given the option of returning to their
previous school after two years, providing enrollments allow for the placement.
17. Teachers transferred under this policy will not be subject to another involuntary
transfer for a minimum of three years.
