Restoration Design Goes High-Tech
In the mid 1990s, a cuttingedge approach to habitat
restoration involved designing
plant clusters based on wildlife
and structural needs, hydrology
and soil types. Unfortunately,
such designs were extremely
complicated to implement
for large scale projects, even
though they produced more
ecologically valuable habitat.
Barney Flynn, farmer and
River Partners co-founder,
helped solve the implementation
problem for this more complex
plant-mosaic approach in
1998. Using his experience in
computer programming, he
developed a database capable of
translating intricate restoration
designs into a labeling system.

More and more folks are coming to
the realization that global warming is a
real phenomenon and that human activity
plays a key role in global temperature
increases. The latest convert to this
understanding is Gregg Easterbrook, a
noted environmental commentator who
has a long record of opposing what he
calls environmental “alarmism.” Writing
in the New York Times, he states that “the

research is now in and it shows a strong
scientific consensus that an artificially warming world is a real phenomenon
posing a real danger.” Many other doubters will reach the same conclusion after
viewing Al Gore’s new movie, “An Inconvenient Truth,” which portrays the
human causes of global warming and its devastating effects.
Here in California we may already be seeing the consequences of global
warming in our many waterways. Scientists have noticed that the mountain
snowpack of the Sierra Nevada appears to be melting one to three weeks earlier.
Historically, the Sierra snowpack has served as a storage tower for the state,
serving the needs of cities and farmers by slowly releasing water in the hot, dry
summer months and maintaining a degree of water flow in rivers and streams.
An earlier melting of the snowpack can put most of the runoff into spring
rather than draw it out through the summer. Water rushing out of the mountains
is a recipe for flooding, overwhelming reservoirs and placing more water than
they can handle into rivers and streams, thus, too, overwhelming levee capacity.
As part of its role in riparian restoration, River Partners engages in projects
to move levees away from the water’s edge, allowing the river to spread out onto
its floodplain, thus attenuating downstream flood flows and reducing the damage
they cause. Successful riparian restoration, therefore, mitigates the danger of
flooding while creating high quality habitat for birds and other wildlife.
The efforts of River Partners also plays a role in countering a major cause of
global warming, the emissions of carbon dioxide produced by power stations and
vehicle exhausts. Many see the planting of trees as having a partial but important
part in dealing with the problem of global warming since trees have the ability to
take carbon dioxide out of the air and store it as carbon in wood.
In its eight years of existence River Partners has planted a half million trees
on 4,000 acres, re-establishing mixed hardwood riparian forests along a number
of California rivers. Over the next seventy years the trees in these forests will
sequester some two million tons of carbon out of the atmosphere.
An additional benefit of restoration tree planting is that trees planted close to
the river provide shade, cooling the water to temperatures required by native fish.
Unfortunately, water temperatures are destined to rise as the earth continues to
warm.
Of course, the principal way to affect global warming is by citizens changing
their behavior to reduce greenhouse gas emissions, mainly by reducing the use
of fossil fuels (coal, oil and gas). But in our small way, the riparian restoration
efforts of River Partners is contributing to a solution to the problem and helping
to reduce its damaging consequences.

Spirit of California Arbor Day Lives through
Student Involvement in Conservation
Bradford Island – Working with the Bradford
Island Reclamation District, River Partners
will restore approximately 50 acres of riparian
habitat, including a 2.9-acre freshwater marsh in
the Delta, in Contra Costa County, southeast of
the San Joaquin River.
Del Rio Wildlands Preserve Safe Harbor
Agreement – As the landowners of this 259
acre preserve, River Partners is working with
the U.S. Fish and Wildlife Service to develop a
Safe Harbor Agreement for the conservation
of the threatened valley elderberry longhorn
beetle (VELB). Such an agreement would
allow River Partners to enhance habitat for the
VELB by including Elderberry Bushes within
its restoration plantings at this site. The U.S.
Fish and Wildlife Service expects to finalize
the Safe Harbor Agreement by the end of the
summer. It will be the first such agreement for
the Sacramento River corridor.
Las Plumas High School students planted thousands of acorns for restoration projects.
River Partners is benefiting from the help of students from Las Plumas
High School in Oroville. Students from the Regional Occupation Program
are growing more than 2.400 oak acorns. The students, led by Mr. Paul
Olson, will cultivate the trees on campus from March through October
with the help of Future Farmers of America. When the crop is ready, River
Partners will plant the new oak trees within the Feather River and Bear
River watersheds. As part of River Partners’ efforts, these trees will be used
to restore a riparian forest.
“There are 60 special needs students, grades 9th through 12th, involved
with the acorn project,” says Paul Olson of Butte County’s ROP program
at Las Plumas High School. “The kids are applying new horticultural skills
and working in teams. Since the project spans the summer months, they
are learning to see a project through to the end. Just as important, though,
this is an opportunity for them to give to the community by helping a nonprofit organization.” Future Farmers of America will lend their efforts to
the project during the summer months. Sierra Horticulture donated the
containers, and River Partners supplied the acorns and soil. River Partners learned about the potential of Las Plumas High School’s
collaboration from Principal Jeff Ochs of Prospect High School, also in
Oroville. “The Acorn Project is a great example of the whole community
coming together,” says Tad Alexander, Chief Operations Officer of River
Partners. “We had an abundance of acorns, but nobody to plant and tend
to them. When Principal Ochs connected us to Las Plumas High School,
we suddenly had a win-win situation.”
Mechoopda Tribe – We have developed a oneyear agreement with the Mechoopda Tribe to
allow limited harvest of native plants of cultural
and religious importance from our Del Rio
Wildlands Preserve.
New Plant Installations – This spring and
summer, 400 acres of new plantings will take
place on the Drumheller and La Barranca Units
of the Sacramento River National Wildlife
Refuge. In the late summer, 250 acres of new
planting will begin on the Vierra Unit of the San
Joaquin National Wildlife Refuge.
“Restoring Rivers” Conference – On April
21 we jointly sponsored the “Recreating Natural
Processes on California’s Rivers” conference
on the CSU Chico campus with the CSU Chico
Department of Economics and the Sacramento
River Preservation Trust. Approximately 60
people attended.

of delivering on-the-ground projects of
significant acreage.
According to Tamara Sperber,
Restoration Ecologist at River Partners’
San Joaquin office, the difference between
River Partners and many other restoration
organizations is that “we integrate structural
elements for wildlife
into our project designs
through our computer
database and can actually
implement these designs
in the field—and not
just on paper.”
The database enables
a restoration ecologist to
develop the composition
of plant species that will
be planted on a given
site through the use of
tiles, which are five rows
wide and ten plants
long. Within each tile,
different plant species
are added and arranged, often in clusters,
with an eye towards the needs of wildlife.
Each site plan is made up of these tiles.
From the computer, each plant species
is given a number and a label, and field
crews can follow the labels, implementing
the restoration planting much like a “paint
by numbers” set. This also assists River
Partners in monitoring the growth and
survival rates of each project, making the
group smarter each time it plants, as it
can determine survival trends and make
modifications on the next project.
Using the tiles, River Partners can
easily change the types of plants and their
arrangement depending on the target wildlife
species for a particular project. For example,
the “Valley Oak association” tile differs from
the “Fremont Cottonwood association” tile.
Within tiles, complementary plant species
can be grouped to mimic what is found
in nature. For River Partners’ projects on
the San Joaquin, this means planting roses
together with blackberries to form clusters,
or briar patches, which are needed by the
endangered riparian brush rabbit, which
is being introduced onto the San Joaquin
River National Wildlife Refuge. Similarly,
the endangered Least Bell’s Vireo likes
willow clusters with a mugwort understory,
a composition that has been achieved at the

see that its restoration design, focusing on
the needs of particular species, is working.
In year one of the project, data showed
that wildlife use of the area proposed for
restoration was extremely low, with only one
species documented. By year three of the
restoration, 22 species were using the site,
including a host of migratory songbirds.
Perhaps the most important on
the ground impact of the use of this
technology is that River Partners is able to
create quality habitat over a short period
of time. A twist on the corporate phrase
might sound something like “plant smarter,
not harder.” River Partners has taken this
theme to heart, and it has paid off for the
benefit of people and wildlife in the Central
Valley.

Restoring Habitat for the Endangered
Riparian Brush Rabbit
The riparian brush rabbit is a small member of the cottontail
family, weighing less than two pounds, and was historically
found from the Columbia River to Baja. Unfortunately, the
species is now on the federal Endangered Species List, and
populations are found only along the Stanislaus River and along
an overflow channel of the San Joaquin River in California.
River Partners is excited to be working with the Endangered
Species Recovery Program (ESRP), a collaborative research
program administered by California State University Stanislaus,
to reintroduce the brush rabbit to the San Joaquin River
National Wildlife Refuge. We have so far restored 800 acres
of riparian habitat, creating dense brush clusters of California
blackberry (Rubus ursinus) and wild rose (Rosa californica)
throughout the site, which are ideal for the rabbit. The rabbits
use these briar patches for food and to hide from predators,
such as red tailed hawks, coyotes and weasels.

The Secret to Quality of Life?

The rest of the state is discovering what we have known for a
long time—Chico is a great place to live. We have the largest city
park in the country, the longest river in the state, thousands of acres
of wetlands, and an active volcano all within a reasonable drive of
downtown. As a community we excel in enjoying the outdoors. From
the duck hunters waiting in the driving rain for a winter sunrise, to
swimmers at Big Chico Creek’s “One-Mile” on a hot summer evening,
we are outside enjoying the natural wonders of the north state yearround. Many of us choose to live in Chico because of the world-class
recreational opportunities that surround us. Many more—a projected
74,000 within the next 20 years, will move into Butte County to share
our parks, rivers, refuges, lakes and streams. At the same time, the rest
of California—also growing at a rapid rate, will place ever-increasing
demands on our water.
The choices we make over the next 20 years will have a direct impact
on our quality of life. Can we preserve the characteristics of the north
valley that we know and love or will we become another San Jose? We

can learn a lot from reviewing land use decisions that were made in the
past. The Bidwells got it right 100 years ago—plan ahead, preserve the
most biologically rich areas and provide public access. Bidwell Park is
an excellent example of sound conservation. It provides not only open
space and recreational opportunities but many important ecosystem
services as well. By protecting the creek, developers did not build in
the floodway so homes are not devastated during every hard rain—
this seems like common sense but unfortunately many communities
have yet to figure this out. Allowing room on the floodplain for high
water attenuates flood flows and contributes to the recharge of our
aquifer. The riparian vegetation that grows in the park is home to
many species of wildlife, provides a critical corridor for migrating
song-birds and acts as a filter strip to trap pollutants before they reach
the creek. Keeping roads and other infrastructure away from the
stream has enabled the channel to meander, which in turn benefits the
fish. All of these basic ecosystem services work together to provide us
with clean water, clean air and a healthy place to recreate.
River Partners is committed to continuing the legacy of Bidwell
Park not just in and around Chico, but throughout the Central Valley.
Our riparian restoration projects create wildlife habitat through native
plant designs with an eye toward natural river processes and the needs
of wildlife species. Our projects contribute to improved recreation,
water quality, and flood control, as well.
