New Smoking “Environmental Standard” Announcement
“Change is in the Air at Sacramento City College” as we embark on healthier environmental
standards for smoking in Fall 2014. Based on an extensive survey of students’ and employees’
opinions about smoking on campus and feedback from Sacramento City College’s (SCC)
participatory governance groups, new campus environmental standards have been created. In
addition to the current Los Rios Community College District (LRCCD) policy of no smoking within
30 feet of building entrances, outdoor air intakes, and operable windows there will now be no
smoking on campus except in Designated Smoking Areas (DSAs) (Map).
The new environmental standard goes into effect at the beginning of the Fall 2014 semester
(August 23, 2014). The regulation is as follows:
Smoking is prohibited in all College/District facilities. Smoking is prohibited within 30 feet of any
building entrance, exit, door, operable window and/or air intake duct (LRCCD regulation 1411.5.10).
In addition to LRCCD regulation, and to promote a smoke –free, clean air environment, smoking at all
Sacramento City College locations is permitted only in Designated Smoking Areas and parking lots.
Designated Smoking Areas can be found at various locations throughout the campus. To ensure a
clean environment, smoking waste (e.g. butts, filters, e-cigarettes) should be placed in appropriate
waste receptacles. Smoking in non-designated smoking areas and inappropriate disposal of smoking
waste may be subject to discipline. This new standard includes electronic inhalant devices. (To see the

The environmental standard applies to everyone at all SCC campuses, including visitors and
contractors. It applies to all buildings and all campus property, except for parking lots and eight
Designated Smoking Areas.
While understanding the need to protect non‐smokers from second-hand smoke for health and
aesthetic reasons, we also understand that smokers desire comfortable and convenient areas in
which to smoke. The eight DSAs will be covered, and all will have ashtray receptacles to promote
safe and neat disposal of cigarettes. They are away from the building entrances, comply with
current LRCCD requirements, and are distanced from students walking in high traffic areas on
campus.
The campaign to promote the Designated Smoking Areas and educate everyone on campus is called
“Change is in the Air.”
Smokers: Please familiarize yourself with the new smoking areas and refrain from smoking in nondesignated areas. Non‐smokers: Please be courteous when reminding smokers to use the
Designated Smoking Areas as we all adjust to the new environmental standard. All of us will need to
help campus visitors understand that smoking is permissible only in these designated areas. There
will be new signs on campus stating the new standard as well as signs that will direct smokers to
the DSAs.
We have an opportunity to make this a constructive experience that will promote our community’s
health and well-being, and at the same time provide services to those who want help to quit
smoking. Thank you for your assistance and support. We must all work together for the benefit of
our entire college community.
