DIVISION 4. - CHARGES AND FEES

Sec. 11-141. - Charges generally.
(a)
For the service of collecting and disposing of solid waste and recyclables of all types, the owner or occupant of the
property from which such solid waste or recyclables are collected by or on behalf of the city shall be charged such rates
and fees as may be established from time to time by the city council. Such charges shall be considered a debt owing to the
city from the owner or occupant of the property. No owner or occupant of property within the city shall be exempt from
the collection and disposal service provided by the city.
(b)
The person or entity in whose name utility service is listed for the property shall be liable for, and shall pay, the charges
for solid waste collection service provided under this Article.
(c)
Nonresidential units not receiving solid waste collection services under this article shall be responsible for obtaining solid
waste collection services from private haulers, or making other lawful and satisfactory arrangements for disposal of solid
wastes.
