ANNEXURE 65/2016 TARIFF SCHEDULE CONCESSION AREA – WATER AND SANITATION FOR THE 2016/2017 FINANCIAL YEAR 1 ANNEXURE 65/2016 CHARGES FOR WATER SUPPLY Mbombela Local Municipality hereby gives notice in terms of section 75A of the Local Government Municipal Systems Act 32 of 2000 (as amended), that the following tariffs, fees and charges applicable to the Water Supply By Laws have been determined and accepted with an unanimous decision by Council under Item A(2) at a Special Council meeting held on 31 May 2016. The determinations shall come into effect on 1 July 2016. 1. WATER TARIFFS 1.1. DEFINITIONS: 1.1.1. ‘Domestic’ means any private dwelling house, including flats, townhouses, schools, religious institutions and Guest Houses with 3 Bedrooms or less. 1.1.2. ‘Religious institutions’ means public premises such as Churches, Church Halls, Mosques, Synagogues and the like, which are exclusively used for public worship and which have been designated as such by MLM 1.1.3. ‘Flats and Town Houses’ means properties occupied by a number of different tenants in different units but served by a common meter. 1.1.4. ‘Unit’ means part of a block of Flats or Townhouse complex typically occupied by one household 1.1.5. ‘Low Pressure’ means any property that is supplied via a roof tank not directly from the main water supply. ‘High Pressure’ means any property that is supplied directly from the main water supply. 1.1.6. ‘Business’ means any commercial or industrial or Institutional or sports club premises or Guest House with 4 Bedrooms or more 1.1.7. ‘Institutions’ means public premises such as Prisons, Hospitals and Government premises 1.1.8. ‘Month’ means the period between monthly meter readings. 1.1.9. ‘Monthly Consumption’ means consumption of water measured in a period between monthly meter readings. Where a monthly meter reading cannot be taken for any reason, the consumption will be based on an average calculated from three previous month’s normal or average consumption. 2 ANNEXURE 65/2016 1.2. WATER (DOMESTIC, SCHOOLS, FLATS AND TOWNHOUSES) 1.2.1. BASIC MONTHLY CHARGE 1.2.1.1. Flats and Town Houses For flats and Town Houses the basic monthly charge will be charged per unit. Sanitation/Sewer Charges for Customers with Borehole or other approved source of water A fixed sanitation/sewer charge of R 701.40 per month is chargeable to domestic customers whose premises are connected to borehole(s), in addition to normal variable sewer charges, if any. Customers whose premises are connected to boreholes or other approved sources of water shall register with Sembcorp Silulumanzi. 2.2.2.4. Schools 2.2.2.4.1. Article 21C Schools Every connected consumer on any erf, stand, lot or other area, with or without improvements, is in the opinion of MLM or Concessionaire connected to the main system: Basic Monthly Charge = R 60.57 Variable Sewer Charge: R 4.76 per learner per month. Schools shall upon any request and at least annually at the commencement of each school year; supply Sembcorp Silulumanzi with a verified statement of the number of learners. Sembcorp Silulumanzi at its sole discretion shall have the right to verify and audit the number of learners at any time; including of onsite audits on the 9 ANNEXURE 65/2016 school premises, and such access shall not be unreasonably withheld by the school. In the absence of the school supplying verified number of learners, Sembcorp Silulumanzi shall at its sole discretion determine the estimated number of learners for determination of the sewer charges. 2.2.2.4.2. GENERAL 2.4.1. REMOVAL OF BLOCKAGES FROM A DRAINAGE INSTALLATION The owner or occupant is subjected to the provisions of Section 13 of the Municipal Drainage By-laws and in the first instance responsible for the removal of blockages from a drainage installation on private premises. For the removal of blockages from a drainage installation on a private premises in terms of Section 13 of the Municipal By-laws: (a) (b) Between 0800 to 1600 on week days R 757.34 per hour or part thereof Before or after working hours, at weekends and public holidays: R 946.65 per hour or part there -of. 2.4.2. CONNECTION FEE The minimum fee will be at cost plus 40% subject to a minimum charge of R 3,123.85 for all consumers per connection point to the municipal sewer system. The amounts above the minimum will be separately quoted for at cost plus 40%. As a general rule only one connection point per erf, stand, lot or other area is allowed. 2.4.3. RECEIPT OF SEWAGE BY ROAD TANKER Sembcorp Silulumanzi may accept from pre-approved and licensed service providers for disposal septic tank waste at its recognized and approval disposal points. Sembcorp Silulumanzi reserves its right to refuse to accept such waste if in its sole opinion the waste will be detrimental to the treatment process or infrastructure. Transported by tanker: R 18.14 per kiloliter 2.4.4. DISCHARGE OF INDUSTRIAL EFFLUENT The owner, or occupier of premises on which any Trade or Industry identified by MLM or Concessionaire as a ‘Wet’ Trade or Industry, is carried out and from which, as a result of such trade or industry or of any process incidental thereto, any effluent is discharged into the sewer, shall in addition to the Basic Monthly Charge for which he is liable in terms of this determination, pay to the Concessionaire, instead of a sewage charge per sewerage point, an amount calculated on the quantity and quality of effluent discharged during the period of the charge and in accordance with the Treatment Tariff Formula and the Disincentive Formula, as set out hereunder.
