Contributions EJI - EUROJURIS International

Contributions EJI To : General Assembly Eurojuris International asbl in meeting on 28th May 2010 in Marrakesh, Morocco. From : the Board of Eurojuris International asbl Re : Proposal Annual Contributions of Member Associations of Eurojuris International asbl as of 1 July 2010 Accepted by the GA in Marrakesh 28th May 2010. Dear members, Presidents of the Member Associations, 1. The EJI Board is in agreement that the present system is not transparent and partly unjust. 2. The EJI Board is in agreement that the number of inhabitants (* 1), and the Gross National Product (GNP or gross national income per capita) should be used as the criteria in calculating the annual contributions of the Member Associations. The EJI Board has ‐ after careful deliberation ‐ decided that number of law firms, being a member of a Member Association, should not be a factor to consider in calculating the annual contributions of the Member Associations. Eurojuris International has no influence whatsoever on the policy of accepting member firms by National Associations. Introducing such a factor would create possibilities for Member Associations to adjust their policy on this issue with the aim to influence its annual contribution level to Eurojuris International. 3. Furthermore the EJI Board is of the opinion that not only a more transparent, but also an easier system to calculate the Members Associations’ contributions, is desirable. 4. Currently UK, Italy, France and Germany all four pay € 35.000,‐‐ each annually, Spain € 18.000,‐‐
and smaller countries mostly between € 5.000,‐‐ and € 10.000,‐‐. The EJI Board proposes the following model: 1
4.A. Basic contribution: number of inhabitants member association annual contribution < 0,25 mio i.e. Liechtenstein 2.000 0,25 < inh. <3 mio.3.000,‐‐ i.e. Luxemburg 4.000 3 <inh. <6 mio.5.000,‐‐ i.e. Norway, Finland, Denmark 6.000 6 <inh. <9 mio.7.000,‐‐ i.e. Switzerland and Austria 8.000 9 <inh. < 12 mio.9.000,‐‐ i.e. Sweden, Belgium and Portugal 10.000 12.000 12 <inh. <20 mio.12.000,‐‐ i.e. the Netherlands 20 <mb. <30 mio.15.000,‐‐ i.e. none at the moment 15.000 30 <inh. <40 mio.18.000,‐‐ i.e. Spain and Poland 19.000 40 <inh. <50 mio.25.000,‐‐ i.e. Ukraine 25.000 50 <inh. Mio. and more i.e. UK, Italy, France & Germany 36.000 4.B. The EJI Board is in agreement that an additional criteria is needed based on the GNP. By way of example, please see attached IMF 2008 figures and the calculation set out below: GNP in € > 60.000,‐‐ plus 50 % GNP in € > 40.000,‐‐ plus 25 % GNP in € between 20.000,‐‐ and 40.000,‐‐ no addition/ deduction GNP in € < 20.000,‐‐ ‐ minus 25 % GNP in € < 10.000,‐‐ ‐ minus 50 % GNP in € < 5.000,‐‐ minus ‐ 75 % 4.C. That would lead to the following contributions as per 2008 = index 100. Member Association contribution in € actual contribution (calculation) Liechtenstein 2.500 1.193 (2.000 + 25%) Luxemburg 6.000 2.409 (4.000 + 50%) Norway 9.000 8.634,70 (6.000 + 50%) Finland 6.000 5.034.35 (no GNP corr.) These percentages and/or numbers have changed considerably over the years. Taking these percentages and/or numbers of representations as a basis for a new calculation of annual contributions is not very well possible, because a) it would cause a rather drastic changes of annual contributions, and b) would cause extreme calculative difficulties as some countries represented in the EP do not have a Member Association in place that is a member of Eurojuris International, i.e. Hungary. Also such percentages and/or numbers do not apply to Member Associations of Eurojuris International not belonging to the EU. 3
