SUMMARY HIGHLIGHT
City Manager

The first phase of the Alabama Avenue Greenway Project is
nearly complete
This phase extends from the intersection of Beresford Avenue and Amelia
Avenue east to Alabama Avenue and then north along Alabama Avenue to Painters Pond At
this time virtually all of the trail surface has been installed
Remaining work includes
landscaping clean up installation of signs and roadway markings and rework in several areas
where trail cross slopes exceed FDOT requirements
There have been two previous change orders approved by the Commission for this project
Change Order No 1 was administrative only and provided for the inclusion of additional
contract language required by FDOT but did not have any impact on project cost Change Order
No 2 resulted in a small deductive amount 891
67 and involved change of trail base material
from limerock
with subbase stabilization
to
a
crushed concrete base
Also included with
Change Order No 2 is the modification of a storm inlet and manhole and a change to sign posts
and sign faces
Change Order No 3 the subject of this Request for Commission Action includes several items
described as follows

Additional milling and overlay
on
Alabama Avenue
project plans called for milling a 3
foot wide strip along newly installed curb near the DeLand Armory portion of the project
Upon inspection immediately prior to paving it was determined that milling only a 3 foot
wide strip would result in an additional valley near the center of the northbound lane which
would
cause
poor
drainage
of the
roadway
surface
Rather than leave this problem
unattended until the entire roadway was overlaid using other city funds the City Engineer

directed that a strip approximately 1
000 feet long and the full width of the northbound lane
of Alabama Avenue be milled and resurfaced to correct this problem
Special conflict structure at Howry intersection at the southwest corner of the Howry
Avenue and Alabama Avenue intersection there were several existing water mains and
valves storm sewers and other utilities which conflicted with the proposed curb inlet and
storm piping modifications shown on project plans City utility staff were able to relocate
one of the water mains in conflict however the most economical solution to resolve an
additional water main conflict not shown on project plans but found to be present during
construction

following removal of a roadway segment as
shown on the plans an additional concrete slab beneath the roadway was discovered In
order to construct the project the contractor was directed to remove this additional slab
which resulted in additional labor and disposal costs
because the trail was elevated in the area north of the
Garden Club a culvert was installed beneath the trail to convey drainage from north to
south which was the original drainage pattern This culvert not shown on the plans was
supplied by the City and installed at no cost The contractor was asked to pour concrete

mitered end sections on this culvert which resulted in additional costs
Transplant oak tees and install palm trees
project plans called for installation
of six live
oak tees between the tennis center parking lot and Beresford Avenue When these trees
were installed the owner of the property to the south complained that this landscaping was
not of the quality installed elsewhere on the trail where palm and crepe myrtle trees
were installed She also indicated that the oak trees would push up the sidewalk create
conflicts with power lines and obstruct public
s view of both her house and her view of the
tennis courts
While this property owner
s complaint was initially thought to be
insufficient to justify modification of the landscaping upon review it was apparent that the
existing oak tree near the Beresford Avenue and Amelia Avenue intersection would
conflict with at least one of the oaks planted In addition the relatively small size of the
planting area would eventually result in conflict between tree roots and both the trail and
Beresford Avenue For these reasons the City Engineer directed that the oak trees be
relocated to another point on the trail and that palm trees purchased for that location be
planted along Beresford Avenue

In accordance with FDOT bidding requirements the Alabama Avenue Greenway Project was bid
and the contract was awarded based on unit prices furnished with the bids and quantities
estimated

the
project designers
As with most projects bid in this manner there has been
some variation in contract quantities both up and down on this project Most notable has been
the requirement to remove and replace concrete in driveways in excess of that estimated
Asphalt quantities have exceeded that estimated by approximately nine percent which is the
result of installing asphalt at slightly greater thickness than specified which was necessary for
leveling At this point it appears that the net increase due to adjustment in quantities is
approximately 10

necessary
