We are pleased to share with you, in the following pages, highlights of CALICO’s
efforts to bring justice and healing to hundreds of young victims. This past
calendar year was CALICO’s busiest to date. We served over 750 abused
toddlers, children, adolescents, and adults with developmental disabilities.
While that figure is large, it represents 750 victims who were given a voice,
and 750 victims who were aided by a skilled multi-disciplinary team of
professionals who prioritized each child’s safety and well-being.
While CALICO’s first priority remains ensuring that its core services are
available for every family referred, we strive to improve our services and
reach more victims. Throughout 2013, CALICO placed special attention
on improving our response to victims with developmental disabilities.
Given that victimization rates of children with developmental disabilities
are a staggering 3-10 times higher than for their non-disabled peers,
this focus was essential. CALICO worked hard to dispel popular myths
that victims with developmental disabilities are unable to adequately
communicate what happened to them, improve the skills of our
investigating team, and ensure that victims with developmental disabilities
benefit from the same high-quality response as the other children and
adults we serve.
CALICO is also pleased to report that we recently launched a new Child
Sexual Abuse Prevention Initiative. Child sexual abuse is preventable.
Individuals who sexually offend against children follow predictable
patterns -- we know what those patterns are, and we know how to disrupt
them. Through workshops with parents of grade-school children, CALICO
is raising public awareness about situations that put children at risk of
sexual abuse and about behaviors of adults and older youth that may
indicate the individual intends to sexually harm a child. Caregivers will
leave our trainings fully equipped with the knowledge and ability to keep
children out of harm’s way. CALICO remains steadfast in our support of child
victims, and at the same time, is firmly committed to putting an end to child
sexual abuse.

Protectors Circle
CALICO’s Protectors Circle was launched in 2012 with twenty founding
members, and in 2013, membership grew to twenty-five. The Protectors
Circle is comprised of individuals who, in their commitment against abuse,
contribute $1,000 or more to CALICO in a calendar year.

Types of Abuse Reported
Forensic Interviewing
74% Sexual Abuse and Exploitation
CALICO conducts interviews with toddlers, children, and adolescents, as
well as adults with developmental disabilities who have suffered abuse
or neglect. A skilled Child Interview Specialist asks questions that are
developmentally appropriate, non-leading and intended to obtain a clear
and detailed account of the abuse. Interviews take place in a welcoming
and supportive environment, are video recorded, and observed live by
a multi-disciplinary team consisting of a detective, child welfare worker,
and prosecutor. The team uses information gleaned from the interview to
determine if a crime has been committed, a child is safe at home, and a
licensed facility is adequately protective.

Adults with Developmental Disabilities
Fifteen-year-old Sarah* disclosed to a nurse during a
routine checkup that she had been sexually abused by a
relative when she was five years old. The nurse immediately
reported that information to the police, who then brought
Sarah to CALICO. During her forensic interview at CALICO,
Sarah slowly opened up to the interviewer, revealing how
her father’s cousin Andre, who babysat her and her brother
on Saturday afternoons, had sexually abused her and
then threatened her to keep silent. Because of fear, and
the time elapsed from the abuse and the disclosure, it was
difficult for Sarah to recount fully what happened. Using
a research-based model, the interviewer asked neutral
questions that helped Sarah recollect as many details as
she could. As Sarah began to feel safe and comfortable
with the interviewer, she revealed that one time a relative
walked in on her and Andre in bed and turned around and
left, leaving Sarah frightened and alone. Based on this
detail, the police were able to question the witness and
corroborate Sarah’s disclosure. With this information, the
police arrested Andre, who was successfully prosecuted
and is now serving a lengthy prison sentence.

Family Support Services
Child abuse affects the entire family and can lead to confusion, pain, and
shame by those individuals who feel close to the victim. A CALICO Family
Resource Specialist (FRS), a skilled mental-health clinician, works closely
with parents, grandparents, and other family members who accompany
their child to CALICO. By providing emotional guidance, information, and
referrals for legal, medical and therapeutic community-based services,
the FRS promotes healing for all members of the family and helps them
surmount any obstacles they encounter while working their way towards
recovery.
Accomplishments
Finding Healing at CALICO
Jayden,* a 12-year-old girl, came to CALICO because of
abuse she experienced by a neighbor. While she was being
interviewed, her mother met with a CALICO Family Resource
Specialist and revealed that her 16-year-old daughter,
Angeline, may also have been a victim of sexual abuse. The
mother was frightened and didn’t know what she should do
as Angeline insisted she did not want to report the crime and
had begun cutting herself and talking about suicide. As a result of this disclosure, the Family Resource Specialist
listened carefully and was able to learn more about and
alleviate the family’s fears. She immediately linked Angeline to
crisis counseling and recommended that the entire family go
together for treatment, which the mother agreed to have
them do.
During a follow-up call, the mother reported that the entire
family was gaining new interpersonal skills. Before counseling,
they were a closed family and neither Jayden, Angeline nor their
mother were able to communicate well with each other. Yet
with help, they were learning to be more open and honest, and
this change meant fewer arguments at home. The mother was
also able to share her own history of sexual abuse which she
had been hiding from her family for many years. Angeline was
no longer harming herself, and the mother was pleased to say
that everyone was starting to feel better.

Multi-Disciplinary Collaboration
CALICO facilitates a unique partnership among twenty-nine agencies to
provide a comprehensive response to child abuse. The collaborative team is
guided by the Alameda County Child Abuse Protocol, which details how the
agencies work together to achieve the best outcomes for victims and their
families. Through monthly Program Advisory Committee meetings and indepth team discussion of selected cases, CALICO and its partners ensure that
communication is clear across agencies, and cases are handled in the most
effective and sensitive manner.
This past year, six members of CALICO’s multi-disciplinary team (MDT),
including representatives from the District Attorney’s Office, Children and
Family Services, Oakland Police Department, Highland Hospital, Behavioral
Health Care Services and CALICO, participated in an intensive, four-day MDT
Academy in Sacramento hosted by the Western Regional Child Advocacy
Center. Through facilitated team-building exercises, the members examined
their efforts to respond effectively to child abuse and developed an action
plan to guide the MDT in the months ahead.

CALICO regularly meets with civic, community, faith-based and student groups
to raise awareness about abuse and CALICO services. This past year, we
worked diligently to spread our reach in the community, most notably through
a careful expansion of our web-based communications as follows:
• A re-designed website, www.calicocenter.org, which features more
information about CALICO’s services and ways for community members to
become involved with our efforts.
• A newly launched, quarterly e-newsletter that highlights the latest CALICO
news, a local hero, stories of success, and recent milestones and events.
• A new agency video to showcase CALICO and its value to children, family
and our partners.
• Regular postings to social media platforms, including Facebook and
LinkedIn, to allow for more immediate communication with followers.

CALICO conducts trainings throughout the year for police officers, child
welfare workers, therapists, attorneys, teachers, and other professionals
concerned with the health and welfare of children.

Annual Collaborative Training, a day-long
event attended by 130 professionals.

New Investigators Training
In February 2013, CALICO launched a quarterly series of New Investigators
Trainings to ensure that all detectives newly assigned to investigate crimes
against children are informed of CALICO and the Alameda County multidisciplinary process for effective investigations. The training covers the
history and services of CALICO; the roles, benefits and protocols of the multidisciplinary team; an overview of the dynamics of child sexual abuse; and an
orientation to the ten-step model CALICO uses to conduct forensic interviews.

One Child at a Time Benefit
CALICO’s 9th Annual One Child at a Time Benefit: Picnic in the Park, was another resounding success. With a picture-perfect May day,
surrounded by the idyllic backdrop of Preservation Park, friends of CALICO enjoyed wine tastings paired with an ArKi food truck feast of
fried chicken, fried donuts and more. Children and adults alike enjoyed games and activities, and CALICO recognized stellar volunteers

2013 marked CALICO’s third year participating in the Oakland Running Festival and our most successful yet. CALICO’s hardy volunteers
arrived early to prep CALICO’s water stop and aid thirsty runners, while Team CALICO’s three-dozen runners capped off weeks of training
with impressive showings in the 5K, half marathon and team relays. These personal victories added up to big wins for CALICO, with the
