Rules 1. The Regatta will be governed by the rules as defined in The Racing Rules of Sailing. 2. The Yachting New Zealand Safety Regulations Part I shall apply. 3. Code of Conduct i. Competitors shall comply with any reasonable request from a Regatta Official 2. Notices to Competitors 1. Notices to competitors will be posted on the official notice board located in the basement window of the clubhouse. 3. Changes to Sailing Instructions 1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 1800, or at end of protest time, whichever is earlier on the day before it will take effect. 4. Signals made Ashore 1. Signals made ashore will be displayed from the clubhouse flagstaff. 2. Flag D with one sound means ‘The warning signal will be made not less than 30 minutes after flag D is displayed.’ No boat may be launched until Flag D is displayed. 3. When flag D is displayed ashore along with the racing area number 1 or 2 only that class(s) assigned to that course may launch. If D is flown without a course number, all boats may launch. 5. Up to two (2) additional races may be sailed on Saturday if weather conditions do not look favourable for Sunday. This will be solely at the Race Officers discretion. 3. On the last day of the Regatta no warning signal will be made after 15:30 hours. 4. The warning signal for a subsequent class on the same day will be made as soon as possible after the last boat finished the previous race for that class. 6. Class Flags 1. Racing Area 1. Races will be held in the waters directly in front of Taupo township – Taupuaeharuru Bay, Lake Taupo. There will be two racing areas, Race Area 1 and race area 2. 2. The assignment of classes to racing areas will be notified at briefing. The Race Committee may change assigned courses on second day of racing in which case such changes will be posted on the official notice board no later than 0900 hours on the day the assignment will take effect. 8. The Courses 1. The diagrams in Attachments 1 and 2 show the courses, the order in which marks are to be passed, and the side on which each mark is to be left. 2. No later than the warning signal, the race committee signal boat will display the course to be sailed. The Course will be displayed on the rear of the Committee Boat. 3. It is the sailor’s responsibility to check for course number changes between races. The Race Committee do not need to signal a change has been made. 9. Marks 1. Marks will be as described in Attachements 1 and 2 and described at the briefing. 2. All marks to be treated as unnumbered 3. The starting and finishing marks will be an orange spherical buoy. 10. The Start 1. Races will be started using Rule 26 2. Signal Flags and times Warning Class Flag 1 sound -5 Minutes Preparatory P, I, U, Z, Z+I, Black 1 sound -4 Minutes One Minute Preparatory Flag Bell Rung -1 Minute Removed Start Class Flag Removed 1 sound 0 Minutes 3. The warning signal for each succeeding class shall be with or after the starting signal of the preceding class. 4. The starting line will be between a staff displaying an orange shape on the race committee boat at the starboard end and the course side of the port-end starting mark. 5. Boats whose warning signal has not been made shall avoid the starting area. 6. A boat starting later than four (4) minutes after her starting signal will be scored Did Not Start. This changes rule A4.1. 7. When a subsequent race or series of races are started on the same day the warning signal of the first class [group] to start may be preceded by the display of a postponement signal for at least 2 minutes. This instruction will not apply after a general recall or abandonment. 11. Changes to the Next Leg of the Course 1. To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position. 12. The Finish 1. The finishing line will be between a staff displaying an orange shape on the race committee boat and the course side of the port-end finish mark. 13. Penalty System 1. For all classes rule 44.1 is changed so that the Two-turn penalty is replaced by a one-turn penalty. 14. Time Limits and Target Times 1. The target time for the first boat in each class, except Hansa Classes will be 40 minutes 2. The target time for the first boat in the Hansa Classes will be 30 minutes 3. Boats failing to finish within 20 minutes after the first boat in their class has finished, will be scored Did Not Finish. This changes rules 35 and A4.1. 4. If no boat has passed Mark 1 within the Mark 1 time limit (30 minutes) the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a), Redress 15. Protests and Requests for Redress 1. Immediately after finishing a boat intending to protest shall, in addition to the requirements of rule 61.1(a), Informing the Protestee , inform the race committee at the finishing line of her intention to protest and the identity of the boat(s) protested against. The protesting boat must receive an acknowledgement from the race committee. This 2. 3. 4. 5. 6. changes rule 61, Protest Requirements. Appendix T, arbitration, will apply. Protest forms are available at the official notice board located in the basement window of the clubhouse or race office (located in the Club results tower). Protests shall be delivered to the tower within the protest time limit. For each class, the protest time limit is 90 minutes after the last boat in its class has finished the last race of the day or the race committee has signalled no more racing today, whichever is later. The same protest time limit applies to all protests by the race committee, and to requests for redress. This changes rules 61.3 and 62.2. Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses Breaches of instructions 11.3, 18, 21, 23, 24, 25 and 26 will not be grounds for a protest by a boat. This changes rule 60.1(a), Right to Protest; Right to Request Redress or Rule 69 Action. Penalties for these breaches may be less than disqualification if the protest committee so decides. 16. Scoring 1. The low Point scoring system of Appendix A will apply. 2. Two (2) races are required to be completed to constitute a series. 3. i. When fewer than five (5) races have been completed, a boat’s series score will be the total of her race scores. ii. When from five (5) to eight (8) races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 4. The scoring abbreviation for a discretionary penalty given under instruction 15.6 will be DPG. 17. Safety Regulations 1. Floatation vests or lifejackets must be warn at all time when on the water 2. Boats must sign on and off the water in the location advised at the briefing. Failure to do so will result in a DNS score. 3. A boat that retires from a race or returns to the launching area before she finished the last race of the day shall notify the race committee prior to leaving the race course. 18. Replacement of Crew or Equipment 1. Substitution of crew, damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 19. Equipment and Measurement Checks 1. A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 20. Event Advertising 1. Boats shall display advertising supplied by the organising authority if requested 21. Official Boats 1. Will be identified at the Briefing 22. Support Boats 1. Except when requested to participate in rescue operations, team leaders, coaches, parents and other support personnel shall stay outside areas where boats are racing and are restricted to a 5 knot speed limit, from the time of the preparatory signal for the first start of a sequence of starts until all boats have finished or the race committee signals a postponement or abandonment of all races. The areas the boats are racing in is defined as the area inside the course and within 100 metres of any mark, lay line, starting line, finishing line or any area where any boat that is racing is sailing or may sail. Offending support boats may be directed to leave the racing area and associated competing yachts may be subject to a discretionary penalty as per instruction 15.6 and 16.4. 2. When the wind is less than 10 knots support boats shall not exceed 5 knots within 500m of the area where boats are racing. 3. Attention is drawn the relevant local council bylaws regarding wearing of lifejackets (all boats under 6m) and other restrictions (3 knot limit in Waikato River Channel, ramp passes are required). 4. When flag W (with a long sound signal) is displayed on a committee boat all support boats are requested to remain afloat and assist all sailors. 5. All support boats are required to register at the registration. 6. No support boat shall be launched from the beach in front of the Yacht Club without direct permission from the Lake Taupo Yacht Club Rear Commodore. 23. Radio Communication 1. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 2. If radio communication is necessary for an individual competitor it will transmitted on VHF frequency designated by Organizing Authority. Communications are restricted to matters of safety 24. Prizes 1. Prize giving will follow as soon as practically possible at the conclusion of racing on Sunday 2. Prizes will be awarded to classes where more than five (5) boats have entered by 20:00hrs 7th March 2017. 3. Other prizes may be awarded at the Race Committees discretion 4. Class Associations may also award prizes at their discretion and cost. 25. Disclaimer of Liability 1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 26. Insurance 1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 per event or the equivalent.
