Ms. Clark: The sign on 40 am here because I am requesting additional signage on Vestal Road. in front of the gas station here on 40 before you turn onto Vestal Road says That is all it says, when you get onto Vestal Road there are no Aquatic Center. We are the signs there that say Splash Island Aquatic Center or anything there. first road off of 40 to turn back east and we have cars in there all the time that they think we are the Aquatic Center, so I am just requesting that maybe they can put some signs along there, I know we got a bunch of signs already but just as an I had a man last summer, I asked him indication that they keep on going straight. had a GPS and he was sitting there and he yard to our next he was need what do you I said no, it is not and he said my GPS says this is where it is supposed to be. right, so anyways I am just asking that maybe the Town can put some of those signs I did go to the Town up for us to help our neighbors a little bit there too. and they said it is up some signs Garage last summer and asked them could they put a board decision. Is there any other business from the My name is Jill Robinson I live in Walnut Hill, I am actually the Ms. Robinson: our neighborhood We have a concern, President of the Homeowners Association. includes Brentwood Elementary and Clarks Creek Elementary and we have a lot of Lots of drivers speed through that traffic going down Elm Street and onto Oliver. There is a speed hump that is on Elm Street north of Oliver and that speed area. hump was put in 2 or 3 years ago. Mr. Kirchoff: Longer than that. Longer than that, and we saw a lot of difference obviously the Ms. Robinson: So what we are here requesting is traffic had to slow down at that point. and also on Oliver Avenue, which is Oliver south of additional speed humps on Elm We notice a lot of cars that fail Elementary. Brentwood front of in the road right to yield to the children in the crosswalk and I think many of us are really afraid that one day something tragic is going to happen there. I am Brenda Freeman and I live just onto Elm Drive off of Hi, Ms. Freeman: they get onto Elm Drive it is a straight away and so I was when folks and Stafford just hoping that maybe we could be looking at that end of Elm as well. Before You open this up this could be a chance to say something. I work for AT&T so I am driving in that area constantly and I have followed that road down from 40 through Elm out to Stafford to go back out to 267 because they want to dodge the lights and they know nobody is there watching the stop signs and So anything we can do to divert traffic that doesn’t so they are blowing through. Mr. Kirchoff: Again Scott I think working with the school corporation beneficial as well looking at just specifically that whole flow. Mr. Klinger: Short run we can look at stepped sign out there or something like that too. Couple of things in my report I wanted to highlight and then a couple of things that didn’t make it in there that I wanted to bring to you. The first is we have a news release ready to go out in the morning that we are going to reopen the indoor pool on March 4’. We’ve got all the information in the news release that will basically tell everybody 5:30 lap swimming and 8:00 water aerobics will start that Saturday March 4th We are also going to promote that our 10 visit pass for $30.00 will be available March 1St through the S’’. So I just wanted to make sure that you were aware of that and you saw that and we are going to go. Mr. Kirchoff: Staffing up for it? Mr. Chaf in: Yes, we’ve kind of been skinny on staff over the last 5 or 6 months so we are really ramping up having a lot of interviews and a lot of in services especially for the aquatics division trying to get the ramp back up and get ready to go. The pooi surface, the first coat in the 0 depth entry was going on today of the new pooi surface that we put in, we got a couple other things that we are looking at. Some detailed cleaning will be happening over the next couple of weeks, we will have to start putting water in it at the end of this week depending on how fast they get the surface done. So as soon as they are done we are going to start filling it up. We made our contacts with the Board of Health so we can get all of our approvals ready to go and so I just wanted to make sure everybody was aware of that and let you know and if you have any questions from any of the patrons you can pass that along. My fear is the Board of Health because that is really out of our Mr. Klinger: hands. They do what they do and I know you are working with them and trying to get them as quickly as possible, but hopefully they come through for us. Secondly included in the report were 3 proposals from some security Mr. Chaf in: I put kind of a consultants as a follow up from previous meetings that we’ve had. general timeline in there as at least a starting point for the discussion in terms of reviewing these proposals with the thought that our March 16th work session would focus on possibly inviting one of them in and creating a partnership with them to begin at that time and start the evaluation of the Rec Center and then to talk about different Town facilities at that time, so I just wanted to make sure you got those and see if you have any questions, if you do shoot them to me and we will get them answered and we will try to have all of that done and rearranged for our March work session if that is okay with everyone. Mr. McPhail: you on that? Clay, have you got anybody from the Police Department working with Mr. Chaf in: Not yet I am going to forward the proposals to Chief tomorrow and let them review them and provide their input as well. Tim, Yes I want to take a moment, the only thing Scott didn’t mention Mr. Belcher: because he is sort of a modest guy, but in the report you noticed that 10 million dollar project that was just completed came in about a half a million dollars under That was no small task and Scott was the primary manager of that the budget. with BFS and E&B Paving and Fox Construction major subcontractors who along project did an excellent job and again this is a big project with 2 bridges a signal 2 really deep sewer projects and a lot going on and a lot of little space and they made it happen and I am just very proud of them and it was worth commending them So many and the whole team of the group, so very professional and great results. times these things don’t go well and we come in asking for a half a million more because a 10 million dollar project can easily go the other way but I think the whole team, it is worth celebrating. Plainfield Town Council 02-13-17 7 Mr. McPhail: Just one quick update. Mel is on vacation but he is making progress on the Raceway Road project for the property acquisition there and working with a local attorney representing Mr. Drakered and moving forward. Hopefully we will get a purchase agreement here in the near future. Mr. Angle: Mr. President I would like to take just a quick minute and update the Council as you recall a number of months ago a telecommunication committee was formed and Dan Bridget is one of those members along with Bill Castetter, Joe James, Tim Beicher, Tony Perona, Andrew Klinger, and myself. We have met a couple of times and we recently met in January and we are making some good progress. I just thought I would kind of update the Council and let you guys know that we have identified an number of other communities to reach out to garner information about what a master plan looks like, what it means to their community, we found a couple communities that have been doing this for quite a while actually, which surprised us because of how rapidly technology has changed in the past 10 years but a couple of them had master plans in place for 15-20 years. So we are reaching out to some of these communities to try to garner more information, as well when we were going through this process in January as a committee we recognized a couple of other opportunities for telecommunications to play a role in understanding how our service providers when it comes to the internet of things and data and that kind of stuff are getting into our communities and servicing our communities so we are also looking into that a little bit to see how we can do a better job to understand those needs and reach the customers that look for that service. I believe we are going to get together again either at the end of this month or early next month when we have a little bit more data from the other communities and so Dan and myself will bring some updates after that. Mr. Brandgard: Mr. Kirchoff: Very good, thank you. Time frame on what you think is... Mr. Angle: So our first step is to really understand what we are looking for and what we need so we are really firming that up and then we are going to be looking at some consultants to help us put a masterplan together, understanding what the thresholds of that fiscally will be, I would say 90 to 120 days to come up with that plan and then probably another 90- 120 days to come up with a master plan itself once we earmarked a consultant to help with it. So, I would say by the end of the year we will have a master plan in place or at least a good roadmap for a masterplan. Mr. Klinger: I have a few items. I don’t know if this is old business but oi was intending to bring it up under my Town Manager’s report. Deputy Town Manager, Tony Perona is on vacation and he normally introduces the Resolutions but I am going to You have on your agenda a number of different fill that role this evening. Resolutions, there are actually 3 different tax abatement resolutions, these are all preliminary designating resolutions and we will be up for a public hearing at This includes the next site in AilPoints the next hearing at your next meeting. MetroAir site #2 and MetroAir site #6, with Browning/Duke, site #8 in AllPoints. so appreciate your consideration of those and then Joe already mentioned the rezoning which also has accompanying with it Resolution 2017-05 which is an Approving the fiscal plan for the annexation process for annexation resolution. that piece of property. So, before the rezone takes affect the annexation has to be in place, so we are really running both processes parallel right at the moment. With regard to the rezone I believe it is my duty as the Secretary of the Plainfield Plan Commission to certify to you that the Plainfield Plan Commission held a public hearing on Monday February 6, 2017 on petition RZ-l6-007 as filed by Pier Development Inc to rezone 6.4 acres from the Ag agricultural district to the The Plainfield Plan Commission voted 1-2 office warehouse distribution district. 7-0 to make a favorable recommendation to the Town Council to rezone the property all the materials with the legal description was in the box of your materials. Mr. Brandgard: Commission. We need to have motion to approve the recommendation from the Plan I would like to ask Tim a quick question before we do that, I don’t Mr. McPhail: have any problem with it but a few years ago, we had a lot of difficulty with that piece of property getting a road right of way through there do we need any additional right of way from that site? In our conversation at the meeting we are saying we are needing to spend some time and update the total Council on where we are and kind of what is coming down the road. So just a heads up. Mr. Klinger: We will, it is something that, well I done real colors once before and I have done other types of personality assessments, every time I have been through I get something new out of it. So, I think it is a type of a thing that we can revisit from time to time especially as staff changes and maybe even bring, we already had some conversation that day of trying to expand this to beyond just those top-level managers but moving it down into the departments as well. I think some departments have already done some of that, Fire Department has already done some of that before. It really does help people learn how to communicate better and so we will look at ways that we can maybe drive this down further into the org chart and I think it is a useful tool for everybody. Mr. Kirchoff: I see Jeff Healy here I had conversation with Jeff Banning, they’ve done it and my understanding you come back about once a year and update it or review it and actually use it in putting together teams. Mr. Klinger: Yes. When you have gone through the process you can start to type people. Mr. Cook here was not able to attend unfortunately, but I guarantee you that we are all, I may have had a conversation with another staff member today as we were trying to type where we thought Mr. Cook would fit in. But there is real value when you are putting teams together to have diversity across the different personalities because each person has strengths that they bring to the table so I think it is very valuable in terms of putting together teams.
