The local government passing an ordinance to prohibit
skateboarding in business areas is an example of the
local government affecting the lives of its citizens by

The local police or sheriff is in charge of enforcing the
law. If an individual is ticketed for violating the ordinance,
a judge or magistrate must interpret the law and decide
the guilt or innocence of the person charged.

for skateboarding, and the cost of enforcing the
ordinance.
