The meeting was opened by Charles who welcomed all for attending.

Business Arising From Previous Minutes
3.1. Legal Structure of WCAA. At last meeting we decided to get in contact with a solicitor for some advice on
our current legal structure and essentially the fact that members join on the belief that they are joining
the WCAA when in fact they join the WCAV (or whatever each state is calling itself) and that this was
misleading. We wanted to find out if there was a better way of being/functioning as WCAA as a whole
rather than the fragmented into states. Our legal advice was positive and advised that:
3.1.1. Our current legal status, ie, WCAA registered as an entity under Victorian Consumer Law and other
states registered separately under different state legislation is ok – it can work. We must however
make the distinction between the WCAA and the individual states so that members are not misled
into thinking they are members of WCAA. They are members of the individual state entities but
WCAA can provide them with ‘permission’ or a ‘licence’ to use the WCAA logo and other items
where the WCAA logo is used as branding (ie, website, promotional ads and brochures, stickers,
certificates etc) It is quite clear that state members join the organisation that represents their state
and that the state organisation in turn is a member of the WCAA.
3.1.2. The ‘permissions’ must be included in the association rules of the WCAA which must be given to
each state. In turn each state must review and amend its rules to include conditions on how this
logo can be used and by whom, etc
3.1.3. Our association rules can also include Minimum Standards for Members: service, manufacturing
standards, etc
3.2. Sales Rep Night. As we are organizing the WCAA Conference we should postpone this event until after
the National meeting has been held.

3.3. Membership Renewals. The Secretary has not sent invoices out yet due to the investigation into the legal
structure of association etc. The Secretary has requested that we amend our association name slightly to
be consistent with other state associations and so we can be immediately connected to the national
entity. This will affect our printed material however we were due to get all items re printed at this time
for membership renewals.
Resolution: it is proposed that we amend the name of the state association from ‘Window Coverings
Association of Victoria Inc.’ to ‘Window Coverings Association of Australia (Vic & Tas) Inc.’

There was some discussion on whether or not we start a Membership number system. It is perhaps a
discussion for the WCAA conference. It was suggested that a Template for Quotes could be made
available on the website in the Members Area and on that Template would be the business’s membership
number. It was also suggested that a PDF of the WCAA Certificate of Membership could be uploaded on
the website so consumers know what to look for when they are shopping for window coverings. The
Committee agreed to an Early Bird discount for renewals of membership by end of Aug.
3.4. Facebook. Still some discussion on Facebook as a Member’s Forum and who should have access to it, you
need a request from each of our Member’s to use it. Jerry to continue to look into it with Joy Carrick
from Feral Art.
4.
CORRESPONDENCE
4.1. Joy Carrick at Feral Art. Leaving Pegboard so if we want to re do banner with photos we need to do it
now. I have details of the size of photos we need.
4.2. Minutes from FITAG – Vic. We still have not sent any representatives to the FITAG meetings as they
coincide with our own meetings and we have not had available people to attend. Mark Lennox did
volunteer to go if we thought we needed someone to attend.
4.3. Investment of WCAV money. Rather than be tied to ANZ investment options the Committee requested
more information about online investments opportunities like ING.
4.4. Inspection Report Request – Lincraft. Judy and Jerry completed the Inspection and the Report has been
forwarded to Matthew at Lincraft. We are waiting for Hunt and Hunt to provide us with some wording
for a Disclaimer in relation to Inspection Reports. The Disclaimer will make it clearer for those purchasing
an Inspection Report that the report is Independent and any recommendations made are the opinion
only of the Inspection Officers based on what they see and how that measures up to our Standards.
4.5. Advertising for WCAA Care Labels by QLD. NSW and WA have agreed to the advertising by QLD. Our
Committee felt that the labels were advertised sufficiently on the website and did not want to be a part
of the advertising.
5.
GENERAL BUSINESS
5.1. WCAA Conference. Preparations are underway for the Conference in September.
