In the latest PhilHealth

ed had Corona declined the voluntary services of prominent lawyers and instead hired members
of his legal team.
The Filipino value of “utang
na loob” would burden Corona in
cases being handled not only by
his defense lawyers but also by
the law firms to which they belong, he said.
Rodriguez said the only alternative to keep intact the image
of impartiality of the Supreme
Court would be for Corona to resign regardless of the outcome
of the impeachment trial.
Rodriguez said that while
Corona could inhibit himself in
cases involving his pro bono lawyers and their law firms, doubts
on the impartiality of the Supreme Court could also extend
to other members of the Supreme Court who publicly manifested their support for Corona
in the impeachment case.
In the case of Hacienda Lu-
isita, the impartiality of Corona
has already been put under
question. The Hacienda Luisita
Inc. has sought his inhibition
from its petition to reconsider the
Supreme Court’s decision last
Nov. 22 ordering the distribution
of lands at the Cojuangco-Aquino estate after the chief justice
claimed the impeach move
against him was motivated by
the verdict.
Rodriguez expressed fears
that similar doubt on the Supreme Court’s impartiality might
reign should Corona be cleared
and opt to stay on as chief justice now personally indebted to
so many prominent lawyers and
law firms.
During the flag-raising ceremony and inter-faith Mass at the
Supreme Court last Monday
before the start of the impeachment trial at the Senate, nine
justices were noted to have been
present along with other court
employees who openly declared
their support for Corona.
The justices included Arturo
Brion, Teresita Leonardo-de Castro, Jose Perez, Jose Mendoza,
Roberto Abad, Presbitero Velasco Jr., Lucas Bersamin, Martin
Villarama and Bienvenido
Reyes.
Three of them- Velasco, Abad
and de Castro - even wore black
to show their support for the
embattled chief Justice during
the affair attended by sympathetic judges and court employees
who filed their leaves of absence.
Posters were also put up by
various judges associations during the ceremony, showing partiality to Corona.
Rodriguez said the only alternative for Corona to save the
credibility of the courts is to resign as chief justice, even as he
expressed doubt that the magistrate would be cleared by the
Senate.

These new business establishments are within the perimeter of the Plaza Mayor de Balanga that easily created more

Contributing to the growth in

Also sharing in the development of the city are the Balanga

The modern public market

The Fire Department started
the game with an 8-0 run to stun
the taller Estonian players, and
then maintained the lead all
throughout the game.
In the end, the local dribblers
won against the Estonians, 69-51.
Gina Prohorrov, who arranged
the game, said that this friendly
match can also serve as a way
to promote Subic Bay as a tourist destination.
Prohorrov said that she and her
husband, who owns a travel agency, always bring tourists to Subic.
“We are inviting more people
to come to the Philippines, and
since Palawan is now among the
seven wonders of the world, a
lot of Europeans are coming over
to the Philippines. So we always
make it a point to make them
pass by Subic to promote the
place before they go down to
Palawan,” she said.
“All these people will go back
home and try to sell Subic, and
then we will have more people
coming over,” she added.
The Estonian team consisted of six players who are visiting the country with their wives.
They have traveled all over the
world and have played goodwill
games in other countries.
“This group, they are really
fond of playing with different nationalities, and they said they
really wanted to play with Filipinos,” Prohorrov said. “They
know that Filipinos love basketball and they want to experience
playing with Filipinos.”
The Estonians were the fourth
batch of visiting tourists who had

“BEFORE GOD and country, we say: ‘It is high time for us to put
an end to your sitting in that place, which you have dishonored by
your contempt of all virtue, and defiled by your practice of every
vice, you are an enemy to good government, as you have sold your
country for a mess of pottage, and like Judas Escariot betrayed
your God for a few pieces of gold. Depart I say, and let us have
done with you. In the name of God, go!’”
Thus Iloilo Rep. Niel C. Tupas Jr. made an Oliver Cromwell in
the opening statement for the prosecution at the start of the
impeachment trial of Chief Justice Renato Corona.
“It is God who is in control.”
So Corona said in one Mass preceding the trial. Leading his
lawyer to utter: “Where this will come to he leaves it to God but he
is determined to fight this out and clear his name…”
God is a (re)currency again in the pre-occupation of our time –
the impeachment telenovela. Here’s an antiquated column I wrote
in the long defunct Angeles Sun – dated 7-13 October 1988 – for
all its (ir)relevance.
In God’s name
GOD, NOT patriotism is the last recourse of
scoundrels.
Covenants with the Divine or those perceived
to be divine have consistently accompanied
Man’s laboriously long march from pre-history
to contemporary times, perhaps starting with the
animistic Neanderthal savage cowering in his
cave as he forged a pact with the lord of thunder,
the goddess of rain, and the deities among the
stars.
From the primeval, God-man covenants soared
to the spiritual – the venerated Ark of the Covenant
– then branched out to the political mandate from
heaven as practiced in the era of China’s
dynasties, and apexed in the absolute tyrannical
divine right of kings with France’s Louis XIV, the
“Sun King” himself, as its quintessence.
The celestial mandates to China’s emperors
were by no means absolute and for-life in praxis.
Fortuitous events as pestilence and plagues,
droughts and floods were seen as omens of
heaven’s disapproval of the reign of the emperor
thereby prompting him to abdicate his throne, in
favor of a heavenly-approved new ruler. Such made
the Chinese model of God-given mandates
altogether different and definitely more benevolent
than the autocratic divine right of European
sovereigns.
Vox Dei being vox populi reinforcing, the
Marxist-Leninist precept of power to the proletariat
and later Mao-Tse-Tunged into power of the people
gaining global adherents, the modern rulers’
mandates have shifted from being God-given to
being people-granted. God, being out of the
Marxist equation. Hence, the people’s democratic
republics and people-powered revolutions far
numerous than monopolistic Iran’s theocratic
political fundamentalism.
The charismatic to-Christ-reborning finds
parallel in recent political realities with a number
of leaders claiming God-given mandates once
more as the bases for their rule, no matter their
constant shaking of the Devil’s hand.
“My mandate came from God,” so claim many
a ruler today, conjuring in the mind images of her
or him Moses-like, getting the tablets from Yahweh
Himself, amid the burning bush.
The reign of the same rulers, however,
perpetually betrays either a blasphemous
utterance or a reference to another god –
notwithstanding his/her claim to be of God as his/
her actions are most definitely not God’s.
God is peace. One who rules from a circle of
guns therefore is not of God.
God is mercy. One who is harsh to the
impoverished is undeniably not God’s.
“No man can serve two masters,” said the
Christ, presenting the contradictory options of
God and moolah. It cannot be then of God that
many rulers pocket cash.
If not all those who cry “Lord, Lord” could enter
the kingdom of heaven, as the Christ admonished,
how much more for those frothing mouths that
spew vitriol and venom? No, they can never be
God’s.
Arguably, our current crop of rulers can be of
God in only one thing. As the Christ said “blessed
are the poor for theirs is the kingdom of heaven,”
so they become instruments for that divine
mission, albeit in purely secular way: By making
their people poor.
So many crimes have been committed in
God’s name by the most devilish of rulers – the
genocide of Middle Easterners at the time of the
Crusades; the near annihilation of the Aztecs of
Mexico, the Incas of Peru, the Mayas of Central
America by the Christian conquistadores; the
colonization of the Philippines by the Spanish
cross and sword, etcetera.
May our leaders heed their lessons from there,
and may we all be restrained from uttering the
name of the Lord, our God, in vain.

ON THIS DAY in 1957, machines at the Wham-O toy company roll out the first batch of
their aerodynamic plastic discs–
now known to millions of fans all
over the world as Frisbees.
The story of the Frisbee began in Bridgeport, Connecticut,
where William Frisbie opened the
Frisbie Pie Company in 1871.
Students from nearby universities
would throw the empty pie tins
to each other, yelling "Frisbie!"
as they let go. In 1948, Walter
Frederick Morrison and his partner Warren Franscioni invented
a plastic version of the disc called
the "Flying Saucer" that could fly
further and more accurately than
the tin pie plates. After splitting
with Franscioni, Morrison made
an improved model in 1955 and
sold it to the new toy company
Wham-O as the "Pluto Platter"--
an attempt to cash in on the public craze over space and Unidentified Flying Objects (UFOs).
In 1958, a year after the toy's
first release, Wham-O--the company behind such top-sellers as
the Hula-Hoop, the Super Ball
and the Water Wiggle--changed
its name to the Frisbee disc,
misspelling the name of the historic pie company. A company
designer, Ed Headrick, patented the design for the modern
Frisbee in December 1967, adding a band of raised ridges on
the disc's surface--called the
Rings--to stabilize flight. By aggressively marketing Frisbeeplaying as a new sport, WhamO sold over 100 million units of
its famous toy by 1977.
High school students in Maplewood, New Jersey, invented
Ultimate Frisbee, a cross be-
tween football, soccer and basketball, in 1967. In the 1970s,
Headrick himself invented Frisbee Golf, in which discs are
tossed into metal baskets; there
are now hundreds of courses in
the U.S., with millions of devotees. There is also Freestyle
Frisbee, with choreographed routines set to music and multiple
discs in play, and various Frisbee competitions for both humans and dogs--the best natural Frisbee players.
Today, at least 60 manufacturers produce the flying discs-generally made out of plastic and
measuring roughly 20-25 centimeters (8-10 inches) in diameter with a curved lip. The official
Frisbee is owned by Mattel Toy
Manufacturers, who bought the
toy from Wham-O in 1994.

ATTORNEY : What was the first thing your husband said to you
that morning?
WITNESS : He said , 'Where am I, Cathy?'
ATTORNEY : And why did that upset you?
WITNESS : My name is Susan!
ATTORNEY : This myasthenia gravis, does it
affect your memory at all?
WITNESS : Yes.
ATTORNEY : And in what ways does it affect
your memory?
WITNESS : I forget..
ATTORNEY : You forget? Can you give us an
example of something you forgot?
ATTORNEY : Is your appearance here this
morning pursuant to a deposition
notice which I sent to your
attorney?
WITNESS : No, this is how I dress when I go
to work.
ATTORNEY : What gear were you in when the
accident occurred?
WITNESS : I was wearing a Fila sweatsuit.
ATTORNEY : Now doctor, isn't it true that when
a person dies in his sleep , he
doesn't know about it until the next
morning?
WITNESS : Did you actually pass the bar
exam?
ATTORNEY : Doctor , how many of your
autopsies have you performed on
dead people?
WITNESS : All of them. The live ones put up
too much of a fight.
ATTORNEY : The youngest son , the 20-yearold, how old is he?
WITNESS : He's 20 , much like your IQ.
ATTORNEY : ALL your responses MUST be oral,
OK? What school did you go to?
WITNESS : Oral.
ATTORNEY : Were you present when your
picture was taken?
WITNESS : Are you shitting me?
ATTORNEY : Do you recall the time that you
examined the body?
WITNESS : The autopsy started around 8:30
PM
ATTORNEY : And Mr. Denton was dead at the
time?
WITNESS : If not , he was by the time I
finished.
ATTORNEY : So the date of conception (of the
baby) was August 8th?
WITNESS : Yes.
ATTORNEY : And what were you doing at that
time?
WITNESS : Getting laid
(Another favorite)
ATTORNEY : She had three children , right?
WITNESS : Yes.
ATTORNEY : How many were boys?
WITNESS : None.
ATTORNEY : Were there any girls?
WITNESS : Your Honor, I think I need a different
attorney. Can I get a new attorney?
ATTORNEY : How was your first marriage
terminated?
WITNESS : By death..
ATTORNEY : And by whose death was it
terminated?
WITNESS : Take a guess.
ATTORNEY : Can you describe the individual?
WITNESS : He was about medium height and
had a beard
ATTORNEY : Was this a male or a female?
WITNESS : Unless the Circus was in town I'm
going with male.
And last:
ATTORNEY : Doctor, before you performed the
autopsy, did you check for a pulse?
WITNESS : No.
ATTORNEY : Did you check for blood pressure?
WITNESS : No.
ATTORNEY : Did you check for breathing?
WITNESS : No.
ATTORNEY : So, then it is possible that the
patient was alive when you began
the autopsy?
WITNESS : No.
ATTORNEY : How can you be so sure, Doctor?
WITNESS : Because his brain was sitting on
my desk in a jar.
ATTORNEY : I see, but could the patient have
still been alive, nevertheless?
WITNESS : Yes, it is possible that he could
have been alive and practicing law.
Wait for my next column. I shall publish
portions of the impeachment trial that would make
us laugh, think, grin, and shake our heads in
disbelief.

Sana kapag di ka nag-‘text back’ o ano
Ay huag ka sanang muling i-‘text’ nito;
Kaso, kahit pa man yata murahin mo
Di kaginsa-ginsa’y may pumapasok kang
Text na di mo naman talagang kailangan,
Natural lamang na mabubwisit ka lang!
Lalo’t nataon pang ika’y natutulog
Subuking mag-text back… at sunud-sunod na
Ang dating ng message – magmula umaga –
At hanggang hapon o kinabukasan pa;
Kamukat-mukat mo ay ‘zero load’ ka na!
At anong posibleng kahantungan po niyan
Kundi bawat sagot na i-‘text back’ mo riyan
Papano nga kasi, lalo’t katulad n’yang
Wala naman yatang sumisita po riyan
Eh, ano pa nga bang ang kahihinatnan
Ng hinaing na yan kundi hinagpis lang?
Pagkat kung di rin lang kikilos, kabayan
Ang ahensyang dapat kumastigo po niyan,
Ya’y paka-asahan nating di kailanman
Maitutuwid basta sa batikos lamang;
Dahilan na rin sa kawalan ng ngipin
Ng tamang ahensyang marapat tumingin;
Gaya ng NTC – na aywan lang natin –
Kung bakit di nito magawang sitain!!!

CIAC veep faces harassment raps
FROM PAGE 1
In her sworn statement
in Tagalog filed before City
Prosecutor Oliver Garcia
on January 19, Josie Gomez of Barangay Atlu Bola
said that Catacutan, accompanied by armed
bodyguards, had tried to
force her to sign an affidavit-statement implicating
CIAC President and CEO
Victor Jose Luciano in the
reported cable wire theft at
the Clark International Airport (CIA) last year.
Gomez said she was
repeatedly asked by Catacutan to sign the statement-affidavit against Luciano but she refused,
claiming that the contents
of the document were
false. She said Catacutan
shouted at her when she
denied his demands.
Gomez said Catacutan’s bodyguards threw
away chairs at her terrace
before they left disgruntled
over her refusal to sign the
statement. She added that
Catacutan warned her that
he would do everything to
make her sign the documents against Luciano.
In a phone interview on
Friday, Catacutan said
the allegations against
him“are figment of the
imaginations of Gomez
and Luciano.”
He said he was in a
CIAC board meeting in
Clark on January 13, a Friday, contrary to Gomez’s
allegations.
After the CIAC meeting
at about 4 p.m., Catacutan said he proceeded to
Tarlac State University
(TSU) in Barangay Sampu, Tarlac City to attend
the meeting of the university’s alumni association
in preparation for his installation as board regent
last January 17.
Catacutan said he
stayed at the TSU until 6
p.m. that day.
The former Capas mayor said he visited Atlu Bola
on January 4 with intelligence units of the regional Philippine National Police (PNP) to look for the
four alleged suspects in
the cable wire theft, two of
whom are relatives of Gomez. He identified Go-
mez’s relatives as certain
“Paduas.”
“I have to ask help from
the intelligence units because I don’t know the
whereabouts of the four
suspects,” he said.
Catacutan said they
failed to locate the four
suspects and was instead
informed by barangay officials that Gomez was in
their house.
He said he and Gomez
met at the barangay hall
after she was called by the
barangay officials.
Catacutan said he and
Gomez talked “casually
and there was no shouting whatsoever.”
Catacutan said he had
asked Gomez to turn state
witness against Luciano.
Deklarasyong holiday, insulto...

1899.
Asya at Africa.
Corpuz.
Binigyang diin pa niya
na ang mababaw na
pananaw ng pamahalaang
pambansa sa kasaysayan
ng bansa ay katumbas ng
isang paglapastangan sa
kagitingan ng mga bayani
at dalisay na kasaysayan
ng bansa.
Inayunan din ito ni Dr.
Jaime Veneracion, ang
pangunahing historyador
ng lalawigan na nagtuturo
sa University of the Philip-
6
pines.
pampulitika.
Binigyang diin niya na
ito ay nagpapakita ng “lack
of sense of history” o kamalayang pangkasaysayan ng mga namumuno sa
bansa.
Inayunan din ito nina
Cesar Villanueva ng Bulacan, at Abogado Edre Olalia, ang secretary General
ng National Union of People’s Lawyers (NUPL).
“Nakakainsulto sa
alaala ng ating mga bayani ang lack of sense of
history,” ani Villanueva.
kung saan ay sinabi niyang, “Sorry, I cannot dignify that answering that
question. The question
suggests a lack of understanding of the contribution of the Filipino
Chinese in our commerce,
culture and history.”
“how about the valor, sacrifice and greatness of our
revolutionary heroes?
Kakatawa naman siya.”
Una rito, ipinaliwanag
ni Isagani Giron, ang
president emeritus ng Samahang Pangkasaysayan
ng Bulacan (Sampaka) na
ang Enero 23 ay isa sa
pinakamahalagang araw
linggo.
PhilHealth seeks clearer, better...

senia Torres said that the
planned P2,400 annual
pay set for each of the
some 28 million registered members will “greatly benefit them and their
beneficiaries totalling to
79 million.”
Torres said that the
“standardization of benefits” had been implemented since last year. It was
highlighted in PhilHealth
Circular 011-2011 released in August 2011,
also known as “New PhilHealth Case Rates for
Selected Medical Cases
and Surgical Procedures
and the No Balance Billing Policy.”
“The P1,200 annual
premium pay was the rate
for several years already
or since time and memo-
riam. The increase will be
for the good of the members as we improve and
expand our services,” said
Torres, whose office covers Pampanga, Bataan,
Tarlac and Zambales.
Torres cited a simple
case of pneumonia in explaining the circular. She
said the PhilHealth member- beneficiary will get a
fix rate of P15,000.
“Previously, the rate
for pneumonia and other
cases require lots of calculations and are subjected to several conditions
before the amount of benefit is estimated. This confuses several members
and open the doors to possible red tape and corruption in determining the
benefit,” said Torres.
The approved medical
cases and their corre-
sponding rates in the
same circular are: Dengue
I, P8,000; Dengue II,
P16,000; Pneumonia I,
P15,000; Pneumonia II,
P32,000; Essential Hypertension, P9,000; Cerebral
Infarction, P28,000; Cerebro- Vascular Accident,
P38,000; Acute Gastroenteritis, P6,000; Asthma,
P9,000; Typhoid Fever,
P14,000; and Newborn
Care Package, P1,750.
The surgical cases are
as follows: Radiotherapy,
P3,000; Hemodialysis,
P4,000; Maternity Care
Package, P8,000; Caesarean Section, P19,000;
Appendectomy, P24,000;
C h o l e c y s t e c t o m y,
P31,000; Dilation and
Curettage, P11,000; Thyroidectomy, P31,000;
Herniorrhaphy, P21,000;
Mastectomy, P22,000;
Hysterectomy; and Cataract Surgery, P16,000.
In the same circular,
the “No Balance Billing”
(NBB) policy is applied.
“For these purposes,
the NBB policy shall
mean that no other fees
or expenses shall be
charged or paid for by the
patient-member above
and beyond the packaged
rates,” said the circular to
explain the NBB policy.
It was also stressed
in the circular that “outof-pocket spending” on
professional fees, medicines and health facilities
shall be reimbursed to
the PhilHealth members
provided they have the
required documents such
as official receipts. They
are also subjected to
rules set by the PhilHealth.

Pinakaplastik na Christmas party ever!
The
Gossipmiller
by Cesar Pambid
sila at hindi talaga pa-thank you or X’Mas party ang imbtasyon.
It turned out, promo pala ito ng bagong Sunday show ni Sarah G sa ABS which will replace Vice Ganda’s show.
Cuneta at iba pang kagaya niya?
Hahaha!
And did you know, walang aksyon sa naturang party, konting interview at ilang pa-raffle, tapos na.
Hehehe!
Rhian Ramos
may babalikan pa bang career?
ang leading man.
Abrenica?
At ngayon nga, si Joe angan pa ang direkpor niya who also megged him in past
GMA peroject.
"Direk Joel brings out the best in me so I always welcome working with him
again," nakangiti nitong sabi.
isang taong relasyon.
Their romance started on the set of TV5’s “Basta Driver Sweet Lover”
more than a year ago.
"But definitely, no third party. Partly, sa work. Tapos, mayroon
din siyang personal problems. Friends pa rin naman kami.”
Danita herself confirmed this. “We just have very different
personalities, we don’t think alike,” pag-amin naman ni Danita.
“JC is so disciplined, organized, lahat pinaplano niya. He’s not
like me na mas free-wheeling and I just take things one day at a
time. Ine-enjoy ko lang ang mga bagay-bagay.”
JC is glad that they parted ways amicably, unlike other stars
whose relationships ended bitterly like KC and Piolo, DJ Mo
and Rhian. JC adds that the break up wasn’t easy as they had
some very good moments together during the time that they
were on.
“Siyempre, naaalala mo pa rin 'yun. 'Yung first day after ng
breakup iyon ang mahirap lang. Pero, after that okay na, eh.
Michelle Madrigal at Rhian Ramos. They still get to work together
in the TV5 Saturday variety show ‘Hey! It’s Saberday’.
When asked if he will consider dating again, he replies:
“Huwag muna siguro. Rest muna ang puso ko. Trabaho na lang
muna tayo.”
