WHAT IS A
MASTER-PL ANNED
COMMUNIT Y?
The official definition of a Master-Planned Community, often
called a Planned Urban Development (PUD), is generally a
development larger than 2,500 acres where suburban retreats can
be aggregated to create a self-contained suburban environment.
Today’s Master-Planned Communities can be as large as tens of
thousands of acres and will contain individual neighborhoods of
single-family and multi-family homes as well as educational and
commercial facilities, an abundance of green space and extensive
recreational amenities for its residents.

Typically developed in undeveloped areas where sufficient land
can be amassed to create these large-scale communities,
Master Planned Communities require that the entire stretch of

Adapted from the “new towns” movement in Europe, mainly
in the United Kingdom, it became common in the European
colonization of the Americas to build new “cities” based on a plan.
Savannah is known as America’s first planned city. In 1733
General James Oglethorpe and the 120 passengers of the good
ship “Anne” landed on a bluff high along the Savannah River.
Oglethorpe named the 13th and final American colony “Georgia”
after England’s King George II and Savannah was to become its
first city.
Born from the same thinking that inspired today’s Master-Planned
Communities, Oglethorpe planned the new city of Savannah in
a series of grids that allowed for wide open streets intertwined
with shady public squares and parks that served as town meeting
places and centers of business. A vision that endures today in
