Coding Scheme for linking Consumers, Distribution Transformer, 11 KV
feeders and sub-station through existing Billing System.
The billing of various categories of consumers is being undertaken by the
billing agencies through circle level billing centers. The existing master database created in
the billing system do not provide revenue summary reports and consumption data on
feeder wise / Distribution transformer basis, in the absence of information pertaining to 11
KV feeder and Distribution Transformer, to which a consumer is linked . In order to have
feeder / DT wise revenue summary reports , consumption and other MIS reports , the
procedure for codification of Distribution Transformer, 11 KV feeders and sub-station is
given as under:-.
(A) Coding Scheme for grid Sub-stations.:- The grid sub-stations comprises 33 KV substations under the jurisdiction of UHBVN and 66/132/220/400 KV sub-stations under
the jurisdiction of HVPN/BBMB through which the 33KV/11 feeders emanates for
feeding HT and LT consumers through distribution transformers. The coding of substations shall be undertaken on circle wise basis. The circle wise code are given as

For the purpose of coding the sub-stations, the alphanumeric code of 5 digits shall be
given as illustrated below for 66 KV sub-station Industrial Area, Panchkula of Ambala

For incorporating the details of sub-stations along with the sub-station code following
information shall be supplied by the concerned circle to the Billing agencies to create
the master data of sub-stations for the circle.

The sub-station coding shall be undertaken by the circle under whose jurisdiction the
sub-station is situated. The sub-station may be feeding the areas of other circles
also, in case of which the adjacent circle shall take the sub-station code allotted by
the emanating circle. The sub-station coding shall be responsibility of the
concerned city sub-division of each circle who will intimate the codes and
details to the other sub-divisions, billing agencies and also intimate the same
to the adjoining circle feeded by the sub-station.
(B) Coding Scheme for 11KV/33 KV feeders.- The coding of feeders shall be undertaken
on the basis of sub-division billing code. For the purpose of coding the feeders, the
alphanumeric code of 12 digits shall be given as illustrated for 11 KV industrial area
feeder Panchkula emanating from 66 KV sub-station Industrial area Panchkula.

For incorporating the details of feeders along with the feeder code, following
information shall be supplied by the concerned sub-division to the Billing agencies to
create the master data of Feeder.

The Feeder coding shall be undertaken by the sub-division under whose jurisdiction
the feeder is situated. The feeder may be feeding the areas of other sub-division also,
in which case, the sub-division shall take the feeder code allotted by the emanating
sub-division.
(C) Coding Scheme for Distribution Transformers.- The coding of Distribution
Transformers shall be undertaken on the basis of sub-division billing code, sub-station
code, feeder code. For the purpose of coding the distribution transformer, the
alphanumeric code of 18 digits shall be given as under as an illustration for Industrial
area transformer.

For incorporating the above following details of sub-stations along with the sub-station
code shall be supplied by the concerned sub-division to the Billing agencies to create

(D) Linking of the consumers to DT Code, Feeder Code and Sub-station code.- For
linking the consumer to the Codes, the following information shall be supplied by the
concerned sub-division to the Billing agencies.

For incorporating the above, the Billing agencies shall provide the soft copy of above
format for each sub-division to circle office with first three fields filled up in MS EXCEL
format. The 18 –digit DT code shall be filled up by each sub-division in the same excel
file in sub-division computer and will return the same to Billing agency through E-mail
for incorporating the same in Billing database.
(E) General Instructions for implementation:- For implementation of the above coding
scheme for sub-stations, feeders and Distribution Transformers following approach be
followed by all concerned for early implementation.
(a) The billing agencies shall forward the information as per format –IV duly filled
with 3 nos. fields of [name of consumer, category and account No.] in MSExcel file for each sub-division to the circle office.
(b) The concerned city sub-division of each circle shall finalize the sub-station code
as per Format –I and shall circulate the same to all the sub-divisions of the circle
and other sub-divisions of adjoining circle feeded by the sub-station of other circle
and billing agencies for creating the master data of sub-stations.
(c) The concerned operation sub-division shall after having the sub-station code shall
finalize the Feeder codes as per Format-II and shall forward the same to Billing
agencies for creating the master data of feeders.
(d) The concerned operation sub-division after having the Feeder code shall finalize
the DT codes as per Format-III and shall forward the same to Billing agencies for
creating the master data of DT.
(e) The concerned sub-division shall complete the format-IV for each consumer and
forward the soft copy of the same to Billing agencies to complete the coding work.
(f) l On the completion of database as above the billing agencies shall ensure to print
the following in the billing address of each consumer:(a) Name of feeding sub-station
(b) Name of 11 KV feeder
(c) Name of Distribution Transformer and 18 digit code of DT indicating code,
feeder code and subs-station code. The pre-printed bill format shall be revised
by the billing agencies to incorporate the above.
The sample example of coding scheme is attached as Annexure-I
The above instructions shall be followed by all concerned for its meticulous
implementation.
