The thesis presented here adopts “Best Practice”. The use of a
number of scenarios allows predictions to be presented upon
which constructive and plausible outcomes can be evaluated.
To start this process with meaningful outcomes one must look
to the future.

What will the “World” look like in 10 - 15 years time.
Listed below are a number of assumptions that is believed will
occur over this time frame.

Globalisation as we know it today will change.
Individual country “tax changes and tariff protection”
will cause major trading reviews and capital relocation.
The “EU” will change back to a trading block and cease
to exist as a political entity.
The “Middle East” will continue to be the major
international tension area.
“Global Warming” will remain a major political issue for
the world.
“Terrorism” will be an issue of top priority for the
world.
“Boarder Protection and immigration” will remain at
the forefront of political decision making for individual
countries.
“Oil” prices will remain in the range of US$40 – US$90
a barrel.
Individual countries will have to deliver more wealth to
the middle class.
The USA and Russia will forge closer relationships in the
fight against Terrorism and this in turn will ease tensions
between Russia and NATO members.

The USA, China, Germany, Japan, India, Russia and
England will continue to be financial drivers for world
growth.
The above scenarios and assumptions present a somewhat
different world to the one we know today.

How will Australia respond…
Clearly Australia must strengthen its “existing” defence treaties
and “align” itself to more regional players, if only to achieve a
memorandum of understanding. Principally this would include
China, India, and Indonesia however other regional players must
be included in future dialog.
Australia will retain its established principles but will have to
“make accommodation's” with its regional neighbours. This
includes more sensitive dealings with our Muslim neighbours and
dealing with individual countries on how they control their
internal issues. This in turn should allow dialog to commence on
economic, trade and diplomatic relationship improvements.
Australia must determine in their new environment how will it
position itself economically and financially to take full advantage
of these new challenges.

The strategy for maximising the success to control the above will
obviously rely on capital, technology, people, partnerships with
other countries and cooperation with all international agencies.
Without detailed knowledge it is an observation that the
submarine “tender” decision did not achieve an optimum result…
What more could I or others have done…? It’s never to late to
constantly strive and change to achieve the best…
The success of the overall strategic plan of Australia is imbedded
with the defence strategic plan…
A key issue for the government will be personnel. People with
the appropriate skills that will be necessary at all levels will need
to be put in place now to develop strategies and relationships to
determine a successful outcome.
This is particularly important when developing complex trade,
defence and other alliances with individual countries or
communities.

To summarise the previous two pages it is clear that we must
accept and choose the most likely scenarios of what the future
world will look like.
Australia will have to decide how it wishes to position itself;



Politically
Economically
Structurally
Then strategies will need to be developed for successful
outcomes with major players and minor players.
Australia will have to put in place financial disciplines that will
give the greatest opportunity's for success of these strategies
whilst controlling debt.
A future Australian “White Paper” on foreign Policy cannot be
developed optimally by taking its current position and using that
as its basic position and then trying to develop new strategies.

The following report uses a simple framework I have designed
around 4 themes, which could be used when drafting white
papers for governments.
Firstly Malcolm Turnbull and the governments strategic plan for
Australia must be defined using a framework and then all
subsequent white papers must use the same structure and
objectives in order to ensure success of Australia's overall
strategic plan.
True long term success for Australia will be the result of all white
papers being interconnected to the one vision/strategic plan of
the government, their advisors and equally as important non
advisors (opposition, citizens, independents, agencies,
companies & corporations etc)...
The current government owes the Australian people long term
prosperity and must rally behind Malcolm Turnbull and deliver
on their mandate or feel the voters wrath at the next election…
I have lost all faith in the Labour party of late, ever since the
Rudd, Gillard, Rudd and the Labour Party’s leadership teams
fiascos… If the same history repeats itself for the current
Coalition government they will suffer the same consequences at
the elections…

interconnected the Defence and Foreign Affairs White Paper are
of the upmost importance.
While the following report is heavily focussed on defence and the
subsequent growth potential, I would hope you can see linkages
to the foreign affairs white paper and others…
The rise of the independent parties popularity is a direct result
of years of government leadership instability…

There is a list, known by I (the ones that think I don’t know should be the shitting their pants…) and unknown by I (they will get the rest that’s my gift to the world)
There are a number of scenarios to the outcome of the Australian
election in 2019. We will look at the most probable:

Coalition government forged by Liberal, National and
Independent(s) (Lower House), Senate – no majority – balance of
power independents
Labour, Green and Independents alliance (Lower house), Senate –
no majority - balance of power independents
A two to three party Coalition or memorandum of understanding
(Lower house), Senate – no majority - balance of power
independents
Depending on the independent’s platform that obtained that person
an electoral victory in the their seat the following should apply.
They have no plans to achieve growth in the Australian economy
which in turn will eventually mean a funding gap for what they
have promised in the likes of health etc...
A labour or labour greens coalition will promise everything to
independents to obtain power but will rarely live up to these
promises. I believe the labour party needs to do some serious
soul searching back to the values of the past… Labour at this and
the next election, do not deserve, nor have the strategy to hold
the office of the Prime Minister and form Government…
History has shown that independents who align themselves to a
labour led government generally only survive one election...
If the independent stood on a platform for stronger defence, boarder
control, fiscal management and improved employment for their state
they should align themselves with a Liberal National Coalition.
World wide voting pacts are changing. Terrorism, boarder control,
immigration and economic fiscal management supported by a
comprehensive plan for sustained growth which creates wealth
for all and employment opportunities is driving voters towards
the party that can best deliver on these concerns.
WHY? This is the only party that will put defence and boarder control
as a short and long term priority in their future plan. Secondly it’s the
only party that will behave fiscally responsible in controlling and
reducing the countries debt. Thirdly it is the only party that will
increase employment opportunities by achieving growth in the
economy.
Any party or individual who is elected on the mandate on
delivering the above who then fails in achieving the above in the
eyes of the voters will certainly feel their wrath in the next
election.
A labour greens coalition will as usual increase spending on social
issues, health and education without regard to the countries deficit.
The health fund expenditure growth in these areas they will attempt
to control the deficit by reducing funding in defence, boarder control
and infrastructure.
I would bring to your attention under scenario 2 & 3 a Labour led
Coalition could alter the current strategic plan and change
everything. This could not only put the long term plan at risk but
also result in billions of dollars in penalty fees for breaking
contracts… These billion dollar fees will actually deliver nothing
but attract a hefty price tag…

This report has 4 main themes which I believe are all
interconnected and must be evaluated mutually inclusive for any
government decision.

I would bring to your attention early that when answering or
addressing any question, always remember:

If the judgment does not add value to one of the four themes and
subsequently the remaining themes, then the idea is not worth
pursuing…
You need to understand early that the ‘wheel starts to turn on the
themes’, which proves everything is interconnected for true
success to be achieved. Meaning the strategic plan of each
theme must in some way compliment each other.
Every super power knows, defence breeds the next level of
technological advancements before it’s passed onto industry for
use in everyday life.
In order to achieve this, you need to have in place world class;

The strategic plan of themes 2 and 3 will be enhanced by the
strategic plan of Security of Australia and its Allies (theme 1)

Finally once themes 1, 2 & 3 are optimised the strategic plan
of what will be Australia’s and the Worlds Future Growth
Opportunity Boom (theme 4) will be continually enacted
Nothing can truly be achieved optimally, without the individual
value chain of all four themes complementing every aspect.
I have structured and ordered this report on the 4 themes.
To achieve the strategic intent it will be evident that all themes
must be working in cohesion.
Whilst this report excludes many important topics like health and
disease, Themes 1 and 2 would be the starting place, however
Theme 3 could identify an area which Australia may have a
competitive advantage for certain health products and services…

Malcolm Turnbull (Prime Minister), Tony Smith (Speaker), Andrew Hastie (Potential PM - Stage 5 – but for now Minister of Police), Tony Abbott (Deputy PM under Turnbull and Minister for new
Coast Guard and umbrellas in this Agency- Intelligence etc) , Peter Costello (Boss Super Fund and potential PM if he wants but believe his new role more powerful), John Faulkner (Leader of the
Opposition), Stephen Smith (Deputy Leader of the Opposition) and Bob Hawke (Saviour of the Labour Party and past PM) Nick Xenaphon (Minster of Defence)
Has Australia defined its long term strategic intent and planned
accordingly for its safety, position and prosperity? Has it also
commissioned and evaluated all its white papers correctly to
address the challenges of the 21st century and beyond?
Has the Australian public been properly engaged to ensure they
are aware of all proposed options, especially if the best course of
action would mean a massive cultural change in thinking and
acting? Given a technological revolution is imperative to success,
can a “culture change” enlighten opportunities?
The purpose of this document is to propose potential strategies
which I believe are the best and right decisions for Australia's
future prosperity and safety. I would ask all readers to fully
investigate the implications of acting or not acting and report
back to all Australians before engaging any formal decisions.
This report will identify strategies that require immediate action,
while other recommendations will call for engaging of the public
in royal commissions. I would also strongly recommend for the
Coalition government to engage with the independents in both
houses so the strategic plan can be understood by all. This will
also assist when public engagement commences at the next
election…
As part of the strategic intent it’s imperative that over at least
10 + years, should there be a change of government, some
acknowledgement and agreement from the opposition needs to
be obtained. This will confirm no amendment to the long term
plan if the government of the day was to change. No major
benefit will be truly experienced before this time period…
Obviously there are clauses for variations in the strategic plan.
E.g. New technological innovations, but if the plan was correctly
drafted all potential deviations are known and defined.
Currently there is a major risk as potentially every three years
there could be a change of government, amazingly even a
shorter time span for a Prime Minister without an election… I
would also bring to your attention that the ministry of defence
and even the government of the day is not privy to advice from
defence to previous governments…
So to minimise jeopardising the long term strategic plan the
government must properly engage the public through a series of
Royal Commissions, which will engage the public and more
importantly ‘go on the record’.
The findings from these Royal Commissions will form the basis
for a referendum and if approved by the public, then all political
parties must be held accountable to this strategic plan. Do not
leave a referendum to chance, massive engagement of the
public will take years and is the only true way to at least try and
ensure the right decisions are made…
For now here is the strategic intent for theme 1 - Security of
Australia and its Allies.

Moving forward countering terrorism and rogue nations will be
Australia's and the United Nations security councils major
objective. Physical and/or hacking attacks need to be the number
one priority when assessing the risks to Australia and its Allies. I
believe there is currently no major cultural changes needed in
Australia when communicating this.
Other forms of threats which need to be taken into consideration
are people smugglers, drug traffickers, sea distress calls, illegal
fishing, pollution, natural and man-made environmental disasters.
Any other crimes are excluded from this report, even though some
recommendations may improve the social, economic and
environmental problems in Australia.
All the above threats should be assessed in two separate
categories

I was particularly impressed witnessing defence, ministry and
advisors presenting at the Defence Hearing into Additional
Estimates on 17 March 2016. While some unneeded and
antagonising questions were fielded by a certain senator, all
responses were well addressed to what could be disclosed at
the time. I was also impressed with the independent senator
Nick Xenophon showing the panel respect while trying to drive a
growth agenda for the defence industry here in Australia...
Make no mistake the current liberal and national coalition have
growth as a top priority…
The following pages will incorporate a high level defence
strategic intent, however I would bring to your attention that
significant engagement of the public will be required, as a
‘culture change’ is imperative in Australia before the plan can be
executed (planning can commence immediately)…
Offshore – Outside Australian Boarders (Defence, ASIS,
Foreign Partners , Future and Unknown Agencies etc…)
Internal – Inside Australian Boarders (Defence, ASIO, Police,
Foreign Partners , Coast Guard, Future and Unknown Agencies
etc…)
I applaud the recent defence white paper published by the
Turnbull government, I believe it’s a strong movement in the right
direction.

Trailing magnetic runway at present, small hatch for drone to rise take off on hull (small amount of rubber on drone for landing)…
In reflection the decision to go with the French bid does
potentially pave the way for a serious recommendation in this
report . I am referring to the fact that if Australia was to
introduce an accelerated Nuclear expansion programme in a few
years, the French submarine was initially designed Nuclear, which
is a far superior energy means than the diesel electric option
currently proposed. I must stress an additional recommendation
of bringing the Germans into the project as well, but I will
elaborate on this in theme 2.
I am of the technical belief however, that all the submitted bids in
the competitive evaluation process and their current designs
should be seriously debated as to whether they are the best
option in the 21st century?
The major piece which I believe has been over looked is the
innovation in cutting edge sea, air and land drone warfare
incorporated into these submarines which will provide;





Best in class deadly defences for our troops when deployed
overseas
Quicker response times to conflict areas, especially to
support our troops in planned and unplanned missions
Better Intelligence gathering
First Attack Options greatly increased
Additional defence options for the submarines
The innovation of this design type would be relatively simple
with the right skills base e.g. the drones would obviously be
stored on movable devices within the submarine, once the
submarine has surfaced the top hull is able to open. The
drones and airstrip would simply rise and take-off…
Other major considerations

Radar and communication jamming technology

Sound and object detection technology
This brings me to the question of, how many different classes
and sizes of submarines are needed for?

Troop Transport (small to medium, manoeuvrable and
fast)

Special Forces Deployment (small, manoeuvrable and
fast)

Intelligence gathering (different variations)

Land based attacking and defence (large, fast and
manoeuvrable)

Air based attacking and defence (large, fast and
manoeuvrable)

Underwater attacking and defending (small,
manoeuvrable and fast)
While I agree that all submarines would require all of the
above, could it not be possible to have some classes which
have a greater capacity to service a more specialised function
which can operate individually and/or as a group…?

I have been doing some research and thought you may find these
facts of interest which I obtained from the private records at the
Australian War Memorial in Canberra.
“Advantages of US”

“Operational organisation of the British and USA Naval forces differ

“USA – Task Forces of several different classes of ships”
“The task force is used to operating as a unit”
“The co-ordinated training of the group of ships is likely to

When assessing these facts I have come to the conclusion, even
though at times Australia has had ‘gaps’ in supporting its own
Armadas. I'm still of the opinion that we should move the
submarines to a fleet of classes. Some vessels more focussed
on specialised tasks i.e.
Submarines with many drone launch capabilities which can
operate on missions in:


Close range to underwater attacking and defending types
Long range to land based attacking and defending types

squadron than the US admiral with his mixture of various types
of ship;”

This will supply a greater range to support a wider amount of
goals, objectives, unplanned and unknown activities…

“General TRUSCOTT was making his final attack on the Citadel,
vicinity of Media Fortress. Radio in to air force” “Can you help?”
“RESULT - Within four minutes a patrol of dive bombers (SBD-3’s)
came, resulting in the Citadel being taken without casualties.”

“Combined operations III – The Air Aspect of an opposed Landing
by Group Captain A.L. Murdoch”
“Sea Power has in recent years been modified by air forces to the
extent that neither the navy or the armed forces they carry can
function without adequate air support.”
I would bring to your attention that the above quotes were written
in and around World War Two. Please debate the sincerity of
spending AU$50 billion without contemplating the alternatives in
modern warfare and design. I am specifically talking about my
recommendation calling for different classes of submarines,
especially around incorporating drone warfare.
I also strongly advise to abandon the Diesel – Electric path and
pursue Nuclear – Electric, even if this means in secret… While I
was researching some off this report the number of times my
battery was dying made me think of the following scenarios if
our future submarine is diesel electric…

Our future submarine needs/has to recharge its batteries
but has just been alluded to a potential threat from an
enemy, meaning it will be detected once recharging starts…
Our troops have just come under surprise attack and need
support but our submarine needs/has to refuel diesel at
port…
The following quotes I have taken from WGCDR S. Jamieson
RAAF folder ¹ and are his own words
“Experience has shown that the planning of combined
operations requires far more detail than for normal operations,
and consequently a larger and possibly more specialised staff.”
“It is, therefore, essential that the initial organisation of the
Planning Staff should be very carefully considered…”
“Adequate and experienced staffs provided from the outset. It is
false economy to under insure in this direction. To do so will
only lead overstrain and bottle necks. Moreover, the staff will
be stale during the final and critical stages of their planning”.

It’s imperative to note that in any strategic partnership whilst we
are ordering everything based on current technology, we need
acknowledgment that future developments will be incorporated
into these assets and more importantly knowledge transfer back
to Australia for construction and eventual combined research
and development…
Australia like the USA was in the 1940s, has now embarked
on an accelerated depreciation programme of it’s major
assets. I would bring to your attention this has obsoletely
no baring on the cash investment of these assets.
Furthermore the quicker timeframe of disposing of these
assets will bring the following benefits:
The combat weapons systems in the future submarine was
agreed to be the most cutting edge technology provided by the
USA. This was the first agreed alliance in the future submarine
project, with many American experts already based in Australia,
I thank them for their service.

I have been doing some research into the Australian and
American alliance and thought you may find these facts of
interest which I obtained at the Australian War Memorial in
Canberra.

“In 1940 USA gave us 50 old destroyers built between 1917 and
1920 in exchange for certain bases in British colonial territory on
a 99 years lease. Boats were valuable but were not all in the
best condition and gave us a great deal of trouble.”
I believe I need to point out the evolution in the Australian
armed forces strategy compared to the above agreement in
1940. Also please remember the opening paragraph of this
page.
Less operational expenditure to maintain these assets,
resulting in cash savings to be used in future
investments i.e. Stronger balance sheet and P&L
The assets will be sold to our allies, meaning extra cash
and safety
Easier to ensure all assets have the best and most
advanced technological requirements
Australia and the USA have in the past and today (which is
no secret, excuse the pun), secret bases. The following
statement I obtained from a photograph on The Australian
War Memorial website³
“Rear Admiral Charles A Lockwood, Jr, USN. Brigadier B E
Klein, AIF. Commander Joseph Thew, USN. Lieutenant
Colonel J S Young AMF. Landed here on 11 September 1942
to carry out the initial reconnaissance for the planning of
the Potshot venture. The Potshot Venture was the joint
construction of an advanced submarine refuelling base. An
airfield was also constructed and the location later became
know as Learmonth.”

“Formation of S.W.P.A”
“Military collaboration between Australia and USA commenced
before Pearl Harbour under conditions in which the use of air bases
and facilities was of the utmost value to USA.”

“The A.B.D.A agreements and preparation to assist U.S. Naval
forces”
“Growth of US air forces in Australia during the Java campaign”
“The agreements were of a somewhat unusual nature and
demanded a high degree of goodwill to implement.”
“Early difficulties on the air side arose from differences in staff and
operational procedures. It was decided to terminate Allied Air
Forces (similar for Navy and Land forces) as a unified command and
establish separate forces with regional responsibilities.”
“Good Australian relations with US services may be a useful factor
in easing the difficulties which will certainly arise in post war
reconstruction.”
The previous quotes I believe ultimately prove the
importance Australia and the USA have developed and
intertwined in their survival and successes. I also believe
Australia is currently in a strong position to influence
expansion in collaboration with other potential and current
allies...
I will now move onto the recommendation of the expansion
of the USA’s Northern Australian Base, technology transfer
to Australia and eventual combined research and
development. This has a direct influence on all 4 themes
and I must stress the importance of this action...
The USA will fund an expansion of a military base in
Northern Australia, which has the capability to perform all
Repairs and Maintenance (including arming) of all its
military and non military assets. This will be the
commencement of knowledge transfer to Australia,
particular Nuclear development which I will go into more
detail in theme 2.
USA will be given a 99 year lease to operate out of this
facility with the only clause of contention being, direct first
strike capabilities. What I mean by this is, if assets
operating out of this facility are to perform a first strike on
any target Australia and the USA must both agree. However
any USA asset that has performed a first strike not from this
facility but requires emergency assistance will be granted
entrance.

This then leads me onto the Virginia Class submarine, the most
deadly piece of arsenal currently in the USA military.
I would encourage a rethink here in Australia and the USA as to
why the option of Australia acquiring some Virginia Class
submarines immediately through the following means is not an
option ‘on the table’. This could be phase 1, while the USA base
in Northern Australia is under construction.


Sending our best engineers to the USA to learn repairs &
maintenance and construction of these crafts
Australian involvement in the construction phase of the
USA’s Northern Australian base, again for skills transfer
Lets be honest and upfront this would greatly add to the security
of both nations and indeed the world. Let us look at the benefits

This report has provided a review for potential future
defence strategic and innovation mandates. It has favoured
the Virginia class submarine and Nuclear expansion as being
the best initial decision for Australia’s defence capability.
Further future developments with the USA, Germany and
France are considered crucial for future innovations and
successes.
Other ever continuing risks to the viability and
implementation of strategies is a change of government… A
formal benchmarking and agreement of strategic mandate
by government, opposition and independents through a
referendum or formal contract will ensure this risk is
mitigated…
Themes 2, 3 and 4 of this report will expand on this point
identifying additional benefits to the wider economy, with
the goal of identifying and potentially unlocking an industrial
revolution reality in Australia…
However the biggest fundamental risk to the above
statement is the political environment and the debate
around Nuclear expansion in Australia.
Although there would be no expert who could deny the
superior operational capabilities of the Virgina Class and
Nuclear powered options. The writer does acknowledge that
if the debate did not engage the proper groups followed by
effective communication failure is a likely outcome for the
idea or the government at an election.
Other scenarios outside this report (non nuclear and no
Virginia Class submarines) have and can been modelled with
similar outcomes, however no substantial benchmarking
activities have been performed and communicated
publically. This writer has currently formed the view point
that the alternatives are not the best option for Australia, but
encourages formal benchmarking to take place…

Currently Australia and the world are in the grips of a deep
financial depression.
Australia at present has largely been shielded from the effects
of market corrections and manipulations due to having large
amounts of natural resources. These resources have been
developed rapidly over the last decade but I will go into more
detail on this in theme 3.
While the world will require most of these natural resources
over the next 100 years, what resources should Australia be
more concerned about developing further through education
programmes, with the goal of unlocking a new industry and
innovation revolution?
Is there already a potential ally that Australia should be
building a stronger alliance with and who are known for their
industrial know how and can do attitude?
I obtained the following quote from Wikipedia note 4. “On 29
May 2011, Merkel's government announced that it would close
all of its nuclear power plants by 2022 following the Fukushima
Nuclear disaster”.
Given that Germany no longer wishes to use this technology, I
propose for Australia to immediately send our more interested
students, scientists and engineers to Germany. The main goal

device is needed to effectively control a power source and

companies/organisations. E.g. CSIRO, ANSTO, NASA,

If Government does not want public to know about massive
nuclear research then just a Renewable Energy company.
However this is not my choice as will slow the growth potential
for Australia (i.e. not just leading the world in exporting the
resources (Uranium, Iron etc) but also the development
potential of this resource...
Stronger legislation on governing the accountability of Australian
Uranium by Company 1 i.e. 100% of exported Uranium must be
returned and placed safely back into storage in Australia with
the user paying all these costs. Ultimately this Uranium can and
will be reused and sold again with this technology already
invented by the USA resulting in higher profits.

The kids over time will actually build communities, with tents
only being used in certain activities once this has been
constructed. Main emphasis to teach health, fitness, survival,
teamwork, friendship, technology, own food generation and
preparation etc…
At the end of each year war games with year 12 being the main
event, this is to teach the big kids and smart kids to work
together. The smart kids will be in charge of building technology
like drones to support the big kids (sports players etc) as they
complete missions. Goal to teach kids to better develop each
year their own inventions/creations/BAU so that in year 12 they
are building drones, mini subs, robots etc… which can/is used by
humans.
Better ability to assess what kids enjoy and are good at…
Working with NASA during initial planning stages, establishment,
execution and operational phases. Future exchange programmes
will also be in the framework... Fortunately NASA are trying to do
something similar at present.

This report will not examine theme 3 in detail
Australia is known as the “lucky country” due to its abundant
amount of land, rivers, beaches and natural resources.
However there are risks to Australia in Theme 3 namely, fresh
water, pollution, sustainability, security and climate change…
I am assuming Australia has a competitive advantage in Theme
3.
Focus of Theme 3’s competitive advantage should be directed
to Themes 1 and 2 to mitigate the risks mentioned above and
to understand what strategies should we be focussing on in
order to

Upgrade from a commodities based economy, to deliver
value add products, which will attract higher margins
and wealth for Australia… i.e. growth.
What clean and economically feasible energy should
Australia be developing and implementing.
What royalties, jobs and profits are Australians receiving
for natural resources being extracted by foreign
ownership? What is the return on investment for the
foreign investment? What are the differences and who
is better off…?
Sustainability of Theme 3?
Tourism?
Health?
And many others…
If Australia/world wants our Children and Grandchildren to
have a clean and safe planet to live in, can renewable
energy cater for all Australia’s/world’s energy needs?
Unfortunately (and I can’t believe I have to say this) when
evaluating this question please remember to answer, what
are the economic cost options?…
If renewable energy can not carter for all our energy needs, I
propose a royal commission to calculate and understand
what clean energy (Nuclear and/or new technology etc..)

Australia currently has roughly 33% of known Uranium reserves
yet we blindly disregard the potential of this precious resource
in our defence , energy, healthcare and industry potential, due
to perceived dangers. Why and is this correct?
Previously, currently and indeed future world powers do and will
continue/adopt the use(s) of this resource effectively. However I
do acknowledge previously and recently some of these groups
have poorly managed this process with catastrophic results, so
as responsible citizens, Australia must evaluate and answer:
Could these disasters have been mitigated if they were better
planned, executed and maintained?
I believe the best course of action for Australia is to convert to
Nuclear, new clean power technology and Renewable Energy
sources because it’s currently the safest, cleanest and
economically feasible option for the planet and all its
inhabitants if planned, executed and maintained correctly.
As mentioned in theme 2 nuclear waste can still be used as
long term valuable energy with the technology already
invented…
In Australia we have to take the view point that the current
stance of the population is:

A government could possibly lose power if they went to
a referendum in an election on Nuclear expansion in
Australia without proper engagement and
communication.
Australia due to fact it has the largest known Uranium deposits
has an obligation to lead the world in this debate. WHY?
Accountability of Australian Uranium will be paramount in the
future and failure of this will be catastrophic for Australia’s
reputation. If Australian Uranium is used in any accident or
planned event with lose of life and/or environmental damage. I
am telling you now one day it will all be extracted…
The need for a royal commission into Nuclear expansion in
Australia is imperative not just for the environment but all
four themes.
I have identified the need for a cultural revolution in Australia as
being imperative to safely meet security, energy and future
growth prosperity of all in our nation through Nuclear
development.
There needs to be an appreciation for linkages from the white
papers of Foreign Policy and Defence to the Turnbull
governments innovation programmes and other areas…

Expansion of Theme 3
This may be hard to fathom or mistaken to be inconceivable, but
life like us and all, is simply trapped energy. The easiest way to
explain this would be to liken the Spirit to be trapped energy and
our bodies and minds being molecules. Technology itself also has
some form of trapped energy within some sort of casing…
Could one reason for the climate change debate be simply due to
the movement in the planets energy (human and non human
species) landscape? As the Sun in its innate beauty, constantly
provides solar rays as the device or being:
Today all life forms on this planet require the Sun (Power Plant)
and the planets survival depends on this. Currently mainly due to
human activity particularly in industry, planet Earth has become
sick. Over a very short period of time (5000 years) the world has
become unbalanced through a concentration of Energy (Human
Species) in more central locations particularly on solid land.
The ice caps melting and higher recorded temperatures lets
assume due to sea life depletion (as sea life is energy and
molecules), then solar flares planned for this energy is now being
consumed by other energy namely water. Could this not be a
defence mechanism for the planet when things do not go to plan…
A scientific way of explaining this, solar flares are being absorbed
in the planet by all.
Becoming unbalanced could firstly be explained by understanding
was it actually planned to have a certain amount of trapped
energy, spread evenly within planet earths atmosphere…
A disturbing link has emerged between the extinction of non
human species and the birth of humans. Is the reduction in
energy within these non human species simply being transferred
into humans?
An example could be a massive reduction of sea life energy
particularly in areas with greater amounts of commercial fishing,
pollution and/or longer periods of developed human activity. I
am referring to the Northern waters or top of the planet as we
like to show on maps. (when looking at a map or globe especially
from Space, is the North really the top i.e. what goes up must
come down, if there's gravity?)…

The Sun is actually providing life for other energy sources…
Could the supreme being to save time (which is now) returning to
correct mankind's destruction of the planet, simply be giving us all
a chance of redemption through intelligence or trial and error of
intelligence, which we call supply and demand or the great John
Nash’s theory of equilibrium… An ecosystem will thrive once it
finds balance (equilibrium)…
The reduction in the earths atmosphere through harmful
emissions from the likes of fossil fuels is also another theory for
climate change. There is no doubt it affects air quality and safety
for breathing… These resources when extracted are also forms of
trapped energy, which sees their physical casing disintegrated in
production and energy released into the atmosphere… Could this
be another defence mechanism for the planet to teach us
sustainability… i.e. Ozone layer depletion as the planets energy

It’s this writers hope, that Australia makes claim to Antarctica
and the wider areas around, for protection of non human
energy to benefit mankind. This will ensure adequate
protection and provides the United Nations with a reliable
partner if agreement can not be reached on this issue…
There needs to be an establishment of a wider marine reserve
area, with humans only there for research and safe tourism.
Australia and its Allies through the United Nations will all have
access to this vastly different landscape and beauty, but
security can not be compromised by Veto… Let the United
Nations serve nature in a small sustainable necessary way for
the survival of all…
The USA, France, Germany and NZ will be the most important
partner for Australia.
The construction of the future submarine project which will
eventually monitor and protect all human and non human sea
creatures. This project will provide the only deterrent to any
threat to the expanded marine reserve known as Antarctica…
Which will become increasing important in future years to
ensure survival of all species and replenishments of food
reserves for humans.
South America and South Africa need to be invited and tasked
with patrol responsibilities thus in turn also receiving a seat at
the table…
Australia should then consider a change of flag, to a
white one (maybe Australian Green and Gold
surrounding White…) to symbolism the importance of the
ice. But this needs to be linked back to raising the white
flag for humanity, the planet and all its inhabitants.
Imagine the travesty if one day someone asks “what does
the white colour in Australia's flag represent?” i.e.
Antarctica ice has completely melted…
Soon it will be too hard to change the populations
thinking once commercial fishing starts in this area and
with invention of new crafts... Russia, Europe, China and
North America need to focus on protecting the Artic and
wider areas in an accelerated program due to prolonged
human activity.
Other strategically located marine reserves need to be
mapped out around the planet as well as land reserves.
One day we will leave this planet for new worlds, it’s this
writers hope that planet Earth and Theme 3 is still alive
and functioning on these days and days to follow. The
true fact which the Supreme Being hopes we will learn
ourselves


While an effective strategy for themes 1, 2 and 3 will have
many different outcomes for Theme 4 like Artificial Intelligence
in Robots to safe new food security… This report will focus on
only one major outcome…
The following hypothesis is for thought provoking only and is
not intended to form part of a current strategic plan.
That’s why they call it Space… An endless amount of unknown
opportunities… Or as the USA just communicated out of
Australia, limitless opportunities…
Can Australia be future leaders in space exploration by
engaging other world powers and enlightening them to all
work together before we leave this planet?
Ultimately wont everyone have failed if we individually leave
and reach new worlds? As would the result not crumble into
what we have now. i.e.
You will lose power to a new power through horrific atrocities.
What I mean by this is eventually an order will be sent from
Earth which once received will be challenged and eventual
conflict… By this time a special present could be sent back to
Earth BANG BANG BYE BYE planet and all its inhabitants.
I do not need to examine countless acts in our history where
this has and is happening now…
The Sphere craft design was born out of the idea of achieving
travel at the speed of light or as time evolves beat the light
(light speed) altogether…
The second concept was of time, energy and ensuring a craft
could serve ‘multi purposes’ with eventual scenarios, which
like the explorers of the past, simply unknown…
The initial design thought in a non gravitational environment,
was to build a craft with a hollow centre (sphere shaped) and
propose with the right levels of artificial force, create a shield
and deflection device, to protect the craft.
I wont bore you with the details, but the deflection part of the
device when travelling in a straight line was aimed at ensuring
objects went through the hollow part of the device with no
contact made to the ship.
Where it gets a little more complicated was the non
gravitational space device which works in tandem and
opposite to the deflection device and would encase the
outside of the ship, creating what people today would call a
force filed or shield… In simple man terms force being greater
than pace or just a little hotter…
The amount of time that has been spent on designing
sufficient energy sources for this craft can be quite
complicated to say. The idea of no petrol stations for lets say
travel of at least 10 generations and beyond, circles us back to
theme 2.
The sphere craft currently in its estimation could be powered
for lets say a longer time frame than 10 generations and
beyond. The obvious power source is Nuclear and Solar
technology… Hence why theme 1, 2, 3 and now 4 are all
hinged on nuclear development in Australia with new
variations in nuclear power also mentioned.

The people should not accept debt as a option, without solid
proof of how it will be repaid, the benefits to the economy and
safety of all.

– what could happen today but might not, e.g. new tech, new
acquisitions, new products etc.)

acquisitions, disposals, capital expenditure

First 2 years is your monthly annual budget for year one
and annual budget for year two
2 to 5 years strategic plan should encompass known or
expected shifts in economic, technological, political and
other changes that could affect Australia. A number of
scenarios would be used to cover the above.
5 to 10 years is commonly known as white Space, this
plan should allow for all contingencies that could occur
which may affect world demographics, climate changes,
political changes, financial and technological changes
etc. What affect would these changes in the world
cause to Australia's future? The 5 to 10 year plan is
generally completed by a completely independent group
that is not associated with the first 5 years of strategic
planning.

to be attacked and/or invaded. This could be by traditional
means of sea, air, eventual land forces and with more modern
techniques like hacking. Another more severe possibility is full
scale nuclear war…

population dwells on coastal areas in Australia):

Power generation and distribution structures
Desalinisation plants
Food generation and supply structures
Major infrastructure assets

Australia could be the number one target for an attack like this

amounts of available and underdeveloped land
Following the first strike; the eventual landing of troops and
engineers, I would suspect the focus would be primarily on
securing our rich natural resources followed by exponential
population growth due to our massive amounts of land.
The landing force will be tasked with neutralising any remaining
defences, while the engineers establish defence structures and
with relative ease, hack and repair (if needed) the infrastructure
and other assets. Then production and distribution of these
resources can be re-established back to their own home and/or
strategic factories/bases.
Smarter enemies could be waiting for larger conflicts to erupt
before attacking…
The only major difference today compared to the past is
technological advancement and that weapons are far more
sophisticated and devastating…
Australia should be very concerned about the lack of insight,
long term planning and by the snails pace of developing best in
class world strategic alliances, which will bring benefits to all our
Allies.
Before you dismiss this troubling idea, I would ask you to take a
moment and think:

What you or the Egyptians, Greeks and Romans would
say if you told them during their time, that they would
not exist in the foreseeable future, say up to 100 years?

It’s imperative, maybe not to understand, but I need to acknowledge the
importance of history and how views can change overtime on the exact
same events… For example a good place to start is England in the early
1600’s...

clandestine operation uncovered and destroyed a WOMD facility
(chemical facility) in a country outside Iraq with its funding traced back
to illegal oil sales from Iraq and drugs linked to another country, with
evidence of another location identified in this destroyed facility…

I applaud the Royal Commission currently being undertaken
in South Australia on Nuclear development in Australia,
however I believe it needs to be expanded and accelerated
to include the whole nation and answer the following
