from The Children’s Home Society of New Jersey’s President & CEO and Board Chair
E
mily Dickinson so beautifully articulated what
it means to have the flame of hope give one the
strength and peace of mind to carry oneself through
tough times. Why have we chosen it as our theme
for this year’s annual report? Hope is a most critical
human need. It is what our staff instills in those atrisk children and parents with whom we work.
No matter how we want to help a parent or child
change their behavior or understand what confusion
or bad thing has happened to them or plan for going
forward into the future, nothing will change unless
hope prevails. Many we serve have dealt with unfair
treatment or terrible circumstances they have had to
survive. We offer hope that things will be different
or the belief that life could be better in the future.
We work to make sure that when a child comes
home from school they will not find their family
evicted. We work to make sure that when they
come home there will be food for dinner. We work
with extended family and friends so that the response of those caring for them can become consistently loving and positive. We lend our belief that
they can control their choices and behaviors. We
work at CHS of NJ so that the family, the school
and the neighborhood they live in will become more
supportive, caring and safe.
Many of the children and parents when we first
meet them tell us they feel hopeless and that nothing can ever change for the better. We build trust.
We build faith. We help them see their own strength
and possibilities. We work with our foster parents
and our adoptive parents who, in return, help our
children believe in themselves. We work with grandparents raising their young
grandchildren. We work
with teachers, health care
professionals, early childhood specialists together as
partners, and together we
produce the outstanding
outcomes you will see on the
following pages. It takes all
of us to care and make the difference in a child’s life, to help
them believe they are good
and worthwhile.

not one of us can survive or thrive without hope.
That it is what you give with every dollar and resource you send to us to spend on our children and
families. Yes, these are very challenging times with
job loss, health insurance loss, home loss. These
times are producing larger than ever numbers of atrisk children and families needing our services.
With severe stress economically, child abuse and
neglect incidents are increasing in New Jersey and in
the nation. We can prevent that for the next child.
We know and understand what works. At CHS of
NJ we utilize every resource as judiciously as possible. Our administrative and fundraising overhead is
kept to 3.7% (8% is the nation’s “best practice”
standard for a well-managed child welfare agency).
All donations go to direct services for our children.

WE HELP CHILDREN SUCCEED IN LIFE THROUGH QUALITY PROGRAMS AND SERVICES
W
e bring hope to at-risk children through services that build loving families and safe and healthy homes. In addition to providing free foster care for
infants and toddlers awaiting adoption, we offer free counseling and temporary foster care to birth parents needing time to decide what is best for
their newborn. If they do choose adoption, we work with them to find loving parents for their baby. If they choose to keep their baby, we make sure
they have a caring, safe and realistic plan. We also provide intensive counseling and outreach services to abused or neglected children who have been
placed in state foster homes. To insure safe and caring permanency for these state children when it is deemed unsafe for them to return to their birth
parents, we help to place them with their extended family members or into non-relative adoptive homes.

DID YOU KNOW … between 1,200 and 1,300 New Jersey infants and children become legally free for adoption each year? In 2008, more than 1,400
adoptions were finalized throughout the state. Included in this number were 120 teenagers and 400 children who were adopted together along with
their biological siblings. Through our home studies, supervision, case management and other placement services, CHS of NJ helped contribute to this
number.

CLINICAL/BEHAVIORAL HEALTH SERVICES

1,662 children and adults benefited from these ser vices
hrough a wide range of clinical and behavioral health services we bring
hope to expectant parents with unplanned pregnancies, children with
autism or emotional/ behavioral problems, and families or adult adoptees
seeking post-adoption services. Our SAFE program provides foster homes,
support services and prenatal and postnatal care for pregnant or parenting
teen moms under the age of 18 who have chosen to keep and raise their
babies and cannot live at home. While in the program, SAFE participants
are able to complete their education and acquire advanced job skills
necessary for supporting their child and maintaining employment. They
also learn basic life skills needed to live independently when they leave our
program.
O FACES (Families and Children Enhancing Emotional Success)
Provides individual and family counseling, classroom consultation and
support to parents and their children from birth to age 6 and
comprehensive autism assessment and case management services.
O Grief, Separation and Loss Counseling

Provides counseling for DYFS foster children who have been
traumatized by their separation from their birth or foster families or the
death of a family member.
O Post Adoption Services
Provides counseling, background reports for adult adoptees, searches &
reunions, behavioral support for adoptive families.
O SAFE (Strengthening Adolescent Families through Empowerment)
Provides foster care and support services for pregnant and parenting
teen moms and their babies.
DID YOU KNOW … New Jersey has the highest rate of autism spectrum
disorders in the nation, and that boys are more likely to have autism than
girls? Nationally, one of every 100 American children are on the autistic
spectrum. In New Jersey, one in every 94 children in the state has been
diagnosed as autistic. Of the 101 behavioral health referrals our FACES
program received last year, 11 were for autism assessments.

e offer a broad spectrum of parenting education, child care
services and family reunification services through our Ocean
County office that have brought help and hope to thousands of
local families. In addition to recruiting, training and supervising
child care providers, we assist parents in selecting child care
providers who can best meet the needs of their children. We also
provide technical assistance, program referrals, counseling, and
early childhood education and parenting services for at-risk children and parents and childcare subsidy programs for low-income
Ocean County families.

DID YOU KNOW … that one in four households in New Jersey spends
more than half of their income on rent, leaving little money left for food,
health care, clothing and other essentials? Through our New Jersey
Department of Human Services Child Care Subsidy programs last year, CHS
of NJ provided needed assistance to 2,536 Ocean County children and
their families.

SCHOOL-BASED PROGRAMS (2008-09)
1,347 children and adults benefited from these programs
ur two school-based youth development programs teach students in Trenton, Princeton and Cranbury leadership skills, life skills and
constructive ways to handle stress, anger and negative peer pressure that could otherwise lead to substance abuse, bullying, premature
sexual activity or other self-destructive behaviors. By helping them “stay on track” and lead productive lives during their teenage years, these
programs give students participating in them the chance for succeeding in school and hope for a brighter future.
Kids Intervention with Kids in School (KIKS)
KIKS is a primary prevention program focused on 5th and 6th
graders. We train older adolescents with leadership skills to
serve as positive role models for younger KIKS students. The
decision-making skills, life skills, communication skills, coping
skills and enhanced self-esteem they learn through KIKS not
only have helped thousands of our youth succeed but also
have helped reduce the incidence of substance abuse, school
violence, bullying, gang related activities, teen pregnancies and
drop-out rates in their schools.
NJ After 3 – Positive Impact
NJ After 3 offers Trenton middle school students a chance to
enhance their learning experiences by participating in afterschool drama and dance classes, sports, academic tutoring,
recreational games and volunteer civic activities to become all
they can be and avoid negative activities on the streets.

Department of Children and Families and other community partners, we provide a wide range of community services for at-risk children and families
living in Trenton and Mercer County.
North & South Ward Family Success Parent/
Child Center Programs:
Our Parent/Child Family Success Centers in Trenton’s
North and South Wards have each become a source
of hope and support for families needing counseling,
health services, mental health assessments, referrals
or linkages for help with housing or employment,
computer training and family literacy programs.
Our two centers are in partnership with Children’s
Futures and the New Jersey Department of Child
and Family Services.
Family Support and Latino Outreach Programs
Our family support and Latino outreach programs have
brought hope and needed assistance to Latino and Spanishspeaking parents through culturally sensitive health and social
services.

CUNA is a 6-week, 12-session prenatal and postnatal
health and parenting education class for new or expectant
Spanish-speaking mothers. In addition to improving birth
outcomes and strengthening parenting skills, it now serves
as a social support network for Latina women. CUNA is
a partnership program with Capital Health and many
other community agencies.

Fun with Books & Music
A nine-week family literacy program for families
with children ages from 0-6, Fun with Books &
Music uses children’s literature and music to support
the development of pre-literacy skills and school
readiness in young children. The program focuses
on the emotional and social development of infants
and toddlers and stresses to parents the importance of
smiling, touching, holding, talking, singing and reading
to their young children at home. Fun with Books &
Music is offered in both English and Spanish cycles.

A GIFT OF HOPE FOR JANE AND BABY REBECCA
he urgent request for our
services came from the hospital social worker just a few
hours after Rebecca was born. The
hospital worker told us they had a
young, unmarried student who
had just given birth and was very
upset over what to do. Jane was a
high school student who hadn’t
told anyone she was pregnant. In
fact, Jane’s family learned about
her condition only after she had
gone into labor and they came to
the hospital in shock and confusion. They called another agency
on Jane’s behalf to ask for guidance and help, but that agency refused to provide any services to
Jane unless Jane first agreed to sign
an adoption release within 72
hours. Because Jane and her family were unsure of what they
wanted to do and needed time to
consider the alternatives, the hospital social worker suggested they
contact us. Our CHS of NJ counseling never pressures birth parents.
We want them to carefully think
through all realistic possible plans
for their baby. We just want every
baby to have a secure and loving
family in which to grow.
Upon receiving the call, our
CHS of NJ birth parent counselor
and our foster care worker went
immediately to the hospital and
met with Jane and her parents.
They told the family about the
free, confidential, support and
counseling services we offer, answered their questions and assured
them that the decision to keep Rebecca or place the baby for adoption was theirs alone to make.
Still feeling overwhelmed and
uncertain about whether she could
keep and raise her baby while in
high school, Jane chose to have
Rebecca temporarily placed with
one of our loving CHS of NJ foster
families while she further thought
through her options with our
counselor, with her family and
with the baby’s father. She asked
that CHS of NJ help her by making
sure Rebecca had all the necessary
medical check-ups a newborn
needs. Our CHS of NJ foster parent assuredly took Rebecca to all
her well baby appointments.
During the next few weeks the
CHS of NJ birth parent counselor
met with Jane, the birth father and
their families to share information
about Rebecca and to help them
through the questions and issues
they were sorting out. In time, and
with her parents’ support, Jane decided to keep her baby and raise
Rebecca herself. With Rebecca
now at home with her birth
mother and her maternal grandparents, our services focused on
helping the family work out better
communication between the adults
at home, developing a workable
visitation plan for the birth father
and his family who wanted to
visit, and ensuring that Jane could
return to school to complete her
education. Services from CHS of
NJ continued until a determination
was made by both birth parents
that our assistance was no longer
needed. Jane graduated from high
school on the honor roll.
We recently received a photo
of Baby Rebecca taken on her third
birthday, and she is clearly thriving.
Although living with her mother
and her maternal grandparents, she
visits with her father on a regular
basis and has the love of her extended family. Meanwhile, Jane
plans on entering college next fall
to study nursing. Both Mommy
and little Rebecca appear to have a
bright future ahead!

META A. GRIFFITH: CELEBRATING A CENTURY OF HOPE AND CARING
(Remarks made by Donna Pressma at Meta Griffith’s 100th Birthday Celebration)
“God has a plan for
everyone. Some couples may
have two or three children.
Others may have seven or
eight. But God had a special
plan for Meta Griffith and her
husband, Bill. Over the years
through their work at CHS of
NJ and in the community,
this very special couple had
thousands of children … and
they built a more enriched
community for their children
to grow up in!
“During their long involvement with The Children’s Home Society of New
Jersey, Meta Griffith and her

beloved Bill helped us to save
children’s lives and to build
healthy families for thousands of at-risk babies and young children, many of
whom have grown up and have families of their own.
“When I came to CHS of NJ in 1986 Meta was already a longstanding
board member and had twice served as board chair. She was a leader in seeing that the agency was thinking strategically and re-thinking what children
needed in each decade. In 1986 Meta led our agency’s strategic planning effort which resulted in the agency going in several important major new directions.
“Meta’s concerns were motivated by the fact that we were losing too
many of our wonderful children and youth to problems that could have been
prevented – substance abuse, too early sex, and other negative behaviors. And
Meta saw the wisdom of having very early intervention, prevention, support
and parent education in early childhood programs. She asked that all needs
for children at that time be reassessed – and we did a study. Meta realized
that the earlier the intervention, the more likely it would result in the positive
development of the young child. Today I’m please to report that 50% of our
budget is allocated to preventive programs for children pregnancy to age 6
and their parents, caretakers and grandparents. Forty percent of our services
today still focus on helping find loving foster homes and adoptive families for
our babies and older children and then helping them with guidance and support as they grow up.
“While Meta’s first concern was for babies, Meta’s second concern was
with youth. What could we do, she wanted to know, to prevent their developing destructive and negative behaviors? They want to be part of the ‘solution,’ not the ‘problem.’ The staff and I studied what was working for youth
across the nation and we came up with our unique and effective KIKS (Kids Intervention with Kids in School) program. Over the past 23 years KIKS has
been in the Trenton school district as well as in the school districts of Princeton,
Cranbury, East Windsor and Lawrence Township.
“Meta’s KIKS youth in Trenton today do fundraising for Multiple Sclerosis by walking 5 miles as a group and asking others to support them for
every mile they walk. They walk from Dunn Middle School to Griffith Electric
and back. Meta herself greets them every year at her business, Griffith Electric,
with lots of refreshments, a big smile and a grateful thank you for their caring
volunteerism. She is so proud of them! She knows that they have healthy hot
chocolate school fundraisers all winter so they can also sponsor themselves in
the MS walkathon in the spring.
“Today, Louise Shabazz has joined me to honor Meta Griffith. She is
the dedicated, creative director of our NJ After 3 and our KIKS school-based
programs. As a child growing up in Trenton, Louise enjoyed many meaningful
summers at Camp Meta, the “Y” camp named after Meta that also reached out
to youth. Louise Shabazz epitomizes Meta’s vision of how to make the world a
better place by raising each generation of our children to become the leaders
for the next generation.
“During her many decades of volunteer service as a member of the
CHS of NJ board of directors, Meta Griffith served two terms as Chairman of
the Board and chaired every major board committee. I still consult with Meta
on agency community issues. At her 100th birthday party I want to share one
thought with all of you who have come to honor her: how Meta and her Bill
have led their lives teaches all of us that children must be our community’s top
priority. There will surely be a special place in Heaven for both of them.”

A MOTHER’S DECISION: A BETTER LIFE FOR BABY DANIELLE
he temperature outside was plumT
meting that November afternoon
when Mary and her nine-month-old
daughter Danielle first came to our Trenton office. They had been living on the
streets, Mary explained to the receptionist, and she was afraid her baby would
soon get sick if they remained out in the
cold any longer. A single mom, she had
come to The Children’s Home Society of
New Jersey seeking help for herself and
immediate foster care for Danielle.
Our foster care worker was called to
the lobby. As she introduced herself to
Mary, she noticed the chocolate bar
melting in the baby’s tiny fist. Mary saw
her looking and admitted it was the
only food she had left to give Danielle
that day. Our worker also observed
that Mary’s clothing (and her baby’s)
was wrinkled and dirty and appeared
not to have been changed in days. Our
foster care worker led the two of them
into an empty comfortable room in our
baby clinic and had Mary sit down; then
she took a box of baby wipes, a diaper,
Desitin, a jar of applesauce and a spoon
from the supply closet and handed them
to Mary. Mary smiled gratefully as she
cleaned and fed her baby. While Mary
was taking care of Danielle, our worker
brought Mary a cup of hot coffee and
some coffee cake from a meeting held at
the agency that morning. Then Mary
related to our CHS of NJ worker what
had happened.
Mary told our foster care specialist
that she had been arrested and incarcerated shortly after Danielle was born.
The friends Mary had been living with
promised Mary they would care for
Danielle and meet all her newborn
“well baby” check-ups so Mary agreed
to leave her baby with them. It was
only after her release from jail several
months later that Mary discovered her
10
friends had moved away with Danielle.
It took more than a week for Mary to
learn where they were living. When she
did, she found Danielle had a severe diaper rash from rarely being changed and
had never received any of the pediatric
check-ups or immunizations she should
have been given. Upset by her friends’
neglect, Mary took Danielle back and
left their home that day, but without
making any plans
beforehand.
Having few
other friends in
the area, Mary
and her baby
had ended up
living on the
streets until that
morning when,
Mary said, she
was running out
of money and it
had gotten so
cold she realized
she could do it
no longer.
Our CHS of
NJ foster care
worker immediately contacted our
agency’s nurse and pediatrician to have
them evaluate Danielle’s medical condition. She also called one of our loving
CHS of NJ foster parents and asked her
to drive in immediately to meet Mary
and offer Danielle voluntary safe foster
placement in her home. Our foster
mom arrived and gave Mary a big reassuring smile, then she sat and talked
with Mary and our worker. Within two
hours of our foster mom’s arrival, Mary
felt comfortable enough with her to voluntarily place Danielle in her home.
Minutes later, Danielle was bundled up
in clean clothes and a snowsuit and fell
asleep in the arms of her new foster
mother as they left the office to go
home. The CHS of NJ birth parent
counselor also came in to meet Mary.
They talked for a while, and then our
birth parent counselor called another
agency and made arrangements for
Mary to stay at a safe place that would
provide temporary housing for her.
During the month that followed,
Danielle continued to live with her CHS
of NJ foster family. She was
given the medical care and attention she
required while
Mary received
the intensive
counseling she
needed to formulate a plan for
herself and her
baby. Danielle’s
foster family
brought her to
our agency for
her scheduled
visits with Mary,
and when they
did our foster mother spoke to Mary
with compassion and concern and told
her about the progress Danielle was
making each day since she had started
living with them.
As Mary saw Danielle begin to blossom and become a laughing baby she
gradually realized she had an important
decision to make. Mary herself had
been seriously neglected as a young
child, and she had vivid recollections of
being hungry. Moreover, Mary had long
suffered from depression, and she knew
there had been many times in the past
when she could barely care for herself.
She wondered how she could ever take
permanent care of a baby. She loved

Danielle dearly, but she also knew she
could never give her baby the care and
stability she wanted for her and be able
to find a path of stability for herself. Although it was the most painful and difficult decision she had ever made, Mary
decided it would be best to surrender
Danielle for adoption. She asked us to
help her find a loving home for her
baby and long-term counseling for herself. She said she very much wanted to
help choose Danielle’s new family.
After reading summaries of several of
our CHS of NJ approved adoptive families, Mary selected a couple with no
other children that she thought would
be perfect for Danielle. She liked their
smiles and the fact that they loved their
dog and included it in their family
photo. With our birth parent counselor
and our domestic adoption social
worker both present, Mary and Danielle
met with her baby’s prospective adoptive parents at the agency. After they
had talked for a while, Mary was convinced she had made the right decision
and the adoptive couple agreed that
Danielle was right for them. As they
parted with happy/sad hugs, they
agreed to exchange letters and photographs once a year which pleased Mary.
After Danielle’s placement Mary’s
CHS of NJ birth parent counselor continued to be there for her. She provided
Mary with the support and compassion
she needed to cope with her sadness
and loss. She also arranged for the longterm counseling and other services Mary
would need to begin rebuilding her life.
Giving up her baby hadn’t been easy for
Mary, but she knew Danielle would be
deeply loved and would have the safe
and happy life she wanted for her.
Now it was time for Mary to create a
new life of her own.

a major portion of the budget coming from a collaborative partnership with several New Jersey state agencies. Although the funds we receive

Attending and participating in a special event is a way you

hosting a party and asking invitees to bring a donation for
CHS of NJ in lieu of a personal present. You could provide
the babies in our Infant Foster Care Program with diapers
and other needed baby items through one of these special
gatherings.

Through a restricted gift of $10,000 or more from your
company, foundation or private account, you could initiate,
maintain or expand a specific program. Your unrestricted
gift would allow us the flexibility of directing dollars to
programs in greatest need or to purchase needed
equipment.
