“The IOHA is entering an exciting time for Olympic handball domestically and
internationally. There are many changes underway to provide professional support
and structures to all those involved in the sport we love from grassroots to the
elite level.
Without the support of our members and volunteers the growth of our organisation
would not have been possible. Thank you all.
I would especially like to thank the Irish Sports Council, the OCI, the EHF and the IHF
for their continued support.
With so many changes we felt it was time to revise our strategy for the coming years.

Following the agreement between the EHF and the IOHA for infrastructure development, a new General Manager
and Development Officer were appointed in mid 2011

Due to these added resources, it was felt that a redirection of the strategic plan take place

This plan covers the period 2011-2014 and was developed with the input of leaders in sport at local, national
and international level

The priorities for the coming years are:

Strong leadership and support for our members

Diversify revenue streams to ensure successful delivery of the plan

Raising the profile of Olympic Handball in Ireland and Ireland in Olympic Handball through an integrated
marketing strategy

Capitalising on the window of opportunity that exists for our sport around the London 2012 games

Increase the number of coaches and referees in line with the growth of player numbers and the needs of our

The IOHA is the NGB for the sport of Olympic handball for the
whole island of Ireland

Established in 1975

Recognised by the Irish Sports Council, Olympic Council of
Ireland, the European Handball Federation and the International
Handball Federation as the sole governing body for the sport of
Olympic handball in Ireland

The IOHA is undergoing a period of transition from a fully
amateur organisation to a more professional led approach


In order to grow the profile of handball in Ireland and Ireland in
handball, the IOHA will strategically position itself as a key player in
European and global handball by regularly hosting of seminars,
tournaments and executive meetings

Maximising the potential of the London 2012 Games to raise awareness
of handball and to attract teams to train in ROI and NI

Building performances at underage level to place Ireland in a stronger
position to compete with major European handball nations

Rationale: Ireland is considered a politically neutral and handball capable
nation within the EHF and IHF.


Background:

The current demands of handball in Ireland in line with the strategic development of handball
mean that there is more of a requirement at introductory level – chiefly with educators and
sports professionals

A lengthy process of curriculum development has proven difficult for the volunteer coaches
and tutors

In addition the IOHA was not in a position to deliver courses in Northern Ireland due to
accreditation issues with UK Sport Agencies
Going forward:

As a result, the decision has been taken to sign a cooperation agreement wit the England
Handball Association (EHA) to adapt their courses for delivery in Ireland. These courses are a
good match in terms of content, level and turnaround times


Currently these courses are delivered by Sporting Structures UK. The IOHA will work with
Coaching Ireland, Sporting Structures and EHA to train two tutors to deliver these courses in
Ireland on behalf of the IOHA. This will create an additional revenue stream for the IOHA
The IOHA is in the process of signing up to the Rinck Convention – a pathway to a
standardisation of coaching pathways across Europe. The delivery of this pathway is a longterm goal for the European Handball Federation and Ireland is one of the final nations to sign

The development and growth of grassroots handball remains the top priority of
the IOHA
However, if we are to capitalise on our Olympic status to encourage growth and
attract and retain top level athletes, we need to approach the national team
structure in a different manner
A SWOT Analysis and balanced score card at national team level led to the
following summary conclusions:
Strengths – young squad, good coaches, untapped potential in relation to
conditioning and development
Weaknesses - Lack of facilities, low player numbers at senior level, lack of ranking
competitions, lack of senior international handball, inexperienced team, lack of
profile
Opportunities – identify athletes from other sports, youth international
tournaments, hosting events
Threats – inefficient use of funds for national team programs, lack of planning,
lack of high performance culture

Green Giants is a talent search initiative to attract existing
athletes to handball and a fast track to the Irish national team
Assessment criteria are physical and sporting, but aimed at
building a program for youth leading to a strong squad of
players for Ireland in 2014
It is based on the UK Sport’s Sporting Giants program and
Paralympics Ireland “Para Lions”. An integrated marketing
campaign will interact with athletes from Rugby, GAA, Soccer
and other sports
It will take place over 7 screening days in Ireland from 2011 –
2012 to capitalised on Olympic Spotlight
All athletes will be fed to clubs, but the talent that is identified
will also train with the national team
Development of an international scouting network to identify
Irish qualified players overseas
Initial 12 month trial to gauge success of the program
This will be used as a tool to grow the club game by acting as a
feeder system and helping to build a relationship between
