In Proceeding 22125, the Alberta Utilities Commission, Alberta’s independent utilities regulator,
will be considering six applications requesting approval to construct, upgrade and operate
electric transmission facilities in, and just outside of, Jasper National Park. If you feel you may
be affected by the applications outlined below, you can provide input to the AUC to review
before it makes its decision.

Application for approval of the need to
construct a new substation and a new singlecircuit, 69-kilovolt (kV) transmission line and
to upgrade the existing Watson Creek 104S
Substation, in order to serve existing load, new
load and load growth in the Jasper area in
response to ATCO Electric Ltd.’s system
access service request.
Application to upgrade the existing Watson
Creek 104S Substation by adding two
138/69-kV transformers, two 138-kV circuit
breakers and one 69-kV circuit breaker at the
substation and expanding the substation’s
fenced area by an additional 37 metres by
41 metres, approximately.
Application to construct approximately
8.5 kilometres of a new single-circuit, 69-kV
transmission line between the Watson Creek
104S Substation and a designated
ATCO Electric Ltd./AltaLink Management
Ltd. connection point at the east boundary of
Jasper National Park, to be called transmission
line 530L.

Description
Application to construct a new substation, to
be called Sheridan 2085S Substation, which
would be located in the northwest quarter of
Section 2, Township 46, Range 1, west of the
Sixth Meridian, approximately eight kilometres
north of the town of Jasper within Jasper
National Park. The proposed Sheridan 2085S
Substation would include the following major
equipment:
 two 69/25-kV transformers
 two 69-kV circuit breakers
 six 25-kV circuit breakers
Application to construct approximately
45 kilometres of a new single-circuit, 69-kV
transmission line in Jasper National Park
between the proposed Sheridan 2085S
Substation and the connection point, to be
called transmission line 6L530.
Application to connect transmission line 6L530
to transmission line 530L at the boundary of
Jasper National Park.
Both ATCO Electric Ltd. and AltaLink Management Ltd. applied for approval to construct the
above-mentioned electric facilities to meet the need identified by the Alberta Electric System
Operator.
AltaLink Management Ltd. also proposed to install one new bypass switch structure between the
existing transmission lines 847L and 615L, to be located approximately 40 metres south of the
Cold Creek 602S Substation and two supporting structures, and to modify one structure on the
existing transmission line 615L to accommodate site expansion at the Watson Creek 104S
substation.
The attached map identifies the proposed routes for the transmission lines 6L530 and 530L and
the proposed location for the Sheridan 2085S Substation, which will be considered in this
proceeding.
In addition to AUC approval, ATCO Electric Ltd. requires approval from Parks Canada to build,
operate and maintain the electrical facilities located within Jasper National Park.

Parks Canada Environmental Impact Assessment
Parks Canada is the federal government regulator for this project within Jasper National Park.
Parks Canada staff have worked closely with ATCO Electric Ltd. to review routing options for
the transmission line to reduce its visibility and minimise disturbance to Park resources, by
optimising use of existing utility and transportation corridors.
Parks Canada has directed ATCO Electric Ltd. to prepare a Detailed Impact Analysis in
accordance with the Parks Canada Directive on Impact Assessment, 2015. Environmental impact
analyses are required for any projects that could potentially have adverse effects on ecological
integrity, cultural resources or characteristics of the environment that are important to key visitor
experience objectives.
Parks Canada has also directed ATCO Electric Ltd. to undertake a program of public and
Indigenous consultation. Parks Canada will consider feedback gathered through this process,
along with other factors, during the decision-making process for this project. You can also

To register your concerns or your support for the proposed project, please visit the AUC website
and log in to the eFiling System to file your submission for Proceeding 22125. If you do not have
access to the Internet, please contact us at 780-427-4903 for other options to submit your
concerns and participate in this proceeding. If no written submissions are received, the
Commission may make its decision without further notice or process.
Those who do not have access to the Internet can send a submission by mail or fax, and the AUC
will upload the submission on your behalf. Please send your name, address, phone number, legal
land location, description of your land in relation to the proposed development and describe your
interest in the land, your business, or your activities which may be affected. Please briefly
describe the issues you would like the AUC to consider when making its decision.
The AUC must consider the AESO’s assessment of need to be correct unless someone satisfies
the Commission that the need application is technically deficient, or that to approve it would be
contrary to the public interest.
