wanted to make the nation more democratic. He also wanted to reduce the size
of the government. Jefferson believed that
government should play a small role in
economicmatters.
President Jefferson reduced the power of
government in several ways. He made government departments smaller. He cut the
budget. He got Congressto reduce the size
of the arrny and navy.

The Mississippi River was very important to famers west of the Mississippi
River. Ttrey shipped their products down
the river to New Orleans, Louisiana. From
New Orleans, ships took the products to
other cities. Louisiana was then ruled by
France. President Jefferson worried that
France might one day close New Orleans
to Americans.
President Jefferson sent officials to buy
New Orleans from France. The French
ruler offered to sell all of Louisiana for
$15 million. Jefferson agreedto the
Louisiano Purehose in 1803. The United
States took control of a huge area west of
the Mississippi River.
President Jefferson asked Meriwether
Lewis and William Clark to explore the
Louisiana Purchase and to map a route to
the Pacific Ocean. The Lewis and Clark
expedition reachedthe Pacific Oceanin
1805. The explorers learned a great deal
about climate, yrildlife, and NativeAmerican
nations in the area. (Seediagram.)

During the late 1700sand early 1800s,
the United States began to trade with
many nations. In 1784,American ships
sailed to China. In China, Americans
traded ginseng for silks and tea. United
States traders also sailed to the Pacific
Northwest of North America to trade
for furs.
United States trading suffered when
war broke out in Europe in 1803.As in the
1790s,Britain and France both seized
American trading ships. The British also
forcedAmerican sailors to work on their
ships. This was called impressment.

The United States was very angry with
Britain and France for interfering with
trade. In 1807, President Jefferson convinced Congressto pass t}lLeEmborgo
Act This law stated that Americans could
not trade with other countries. Jefferson
thought the embargo would hurt France
and Britain by cutting offtheir supplies.
However, it also hurt Americans by reducing trade. (Seegraph.) The law was
replacedby the Nonintereourse Aet.lt
allowed Americans to trade with all
nations except France and Britain.

Problems between the United States
and Britain grew worse when James
Madison was President. ThLeWar Howks
were a group in Congresswho wanted a
war with Britain. The War Hawks had a
strong senseof nationalism. They
thought that Britain was treating the
United States like a colony. They favored
war for other reasons,too. (Seediagram.)
The United States also faced conflicts
with Native Americans on the western
frontier. Many white settlers had moved
west into Ohio and Indian territory. The
settlers broke treaties with Indians and
built their farms on Indian lands. TWo
Shawneebrothers, Tbcumsehand a man
called "the Prophet," worked to unite
Native Americans to save their lands. In
1811,Indian forces fought American soldiers at the battle of Tippecanoe. The
Americans were led by William Henry
Harrison. Neither side was the clear winner. This battle was just the beginning of a
long war for control of the frontier.
The War Hawks claimed the British
were giving guns to the Native Americans.
They urged President Madison to ask
Congressto declare war on Britain. In
L8L2, Congressdeclaredwar.

The United States was not ready for the
War of 7812. T}re United States Army was
small and poorly trained and had few
weapons. The American navy had only 16
ships. The British navy was large and well
trained. Early in the war, Britain set up a
blockade on United States ports. The
United States was not able to break the
blockade.
The United States won victories and suffered defeats. The United States invasion
of Canadafailed. Navy captain Oliver
Hazard Perry won a victory against the
British at the Battle of Lake Erie in 1813.
At the Battle of the Thames, Tecumseh
was killed. His death weakenedthe Native
Americans who were fighting on the
British side. In 1814,British forces
attacked and burned Washington,D.C.
In late 1814,a treaty betweenthe United
States and Britain ended the war. Before
Andrew Jackson heard about the treaty,
he won the Battle of New Orleans.
Americans were divided about what the
war had gained.(Seechart.) Somethought
the war settled nothing. Others thought
that Europe would now treat the United
States with more respect.
