Washington Metropolitan Area Transit Authority Naming of the Metro Transit Police District 1 Police Station Presented to the Board of Directors By Metro Transit Police June 16, 2005 Purpose To request the WMATA Board to approve the naming of the new MTPD District I Substation after fallen Officer Marlon Francisco Morales. 2 Background The WMATA Board of Directors established a policy authorizing the dedication of WMATA facilities to the memory of persons whose contributions to the Transit Authority were direct, lasting and uniquely significant, Resolution #94-26. The WMATA Board of Directors approved the naming of the MTPD District II Substation after Officer Harry Davis Jr., the first Metro Transit Police Officer killed in the line of duty, Resolution #97-15. 3 Officer Marlon Francisco Morales Officer Morales was born on December 26, 1968 in Asuncion Mita, Guatemala. He came to America with his parents in 1984 at the age of fifteen. He was married to Jennifer on November 14, 1997. Officer Morales served in the United States Army from 1988 to 1992, a veteran of the Gulf War and received an Honorable Discharge. He graduated from Western Illinois with a Bachelor of Science Degree in Law Enforcement and Justice Administration. Officer Morales moved the Washington area in 1999 and lived in Woodbridge, Virginia. He was hired by the MTPD on May 8, 2000 and graduated from the Police Academy on January 12, 2001. 4 June 10, 2001 Officer Morales was on patrol at the U-Street/AfricanAmerican Civil War Memorial/Cardozo Metrorail Station of June 10, 2001 and was shot by a subject he had stopped for fare evasion. As a result of his wounds, Officer Morales died on June 13, 2001. Officer Morales was a family man in the truest sense of the term. His dedication to his wife and three children were evident to all who knew him. 5 Recommendation The MTPD is requesting the WMATA Board of Directors approve the attached resolution naming the new MTPD District I Substation after fallen officer Marlon Francisco Morales, and that they approve a waiver of principal (3) to Board Resolution # 94-26, “Proposals will be considered only for persons who have been deceased for a period of at least five years.” The MTPD District I Substation is to be built at the Fort Totten station and completed in fall of 2006. 6
