It appears that the substance remains unidentified but is definitely not Potassium Cyanide. In separate
correspondence the Serco Deputy Director Operations has advised that AFP had performed the testing and found
that the substance is neither toxic nor illicit.

Title: Handling and Exposure to potentially dangerous liquids when handling and managing Potential Irregular Immigrants (PII)
Start Date: 05 Nov 12
Activity Context / Wider Situational Awareness: On 23 Sep 2012 a silver capsule was taken from a s37(2)(c)
client at the DIAC detention centre on Christmas
Island. The PII claimed that it held a substance that would enable him to commit suicide if necessary. Test results confirmed that the substance is not cyanide, with the
actually contents unknown. The capsule was discovered after the PII had been searched and transferred to DIAC custody.

35. Discussion: The need to update medical advice provided to crews with respect to
dealing with cyanide was raised, following the recent occurrences of PII wearing
necklaces suspected to be containing cyanide.
36. It was agreed that an assessment of risks to both PII and Customs and Border
Protection/Defence crews would be conducted, along with the development of
updated medical advice. Defence Joint Health Command should be consulted in
this process.
37. Decision: This ITEM IS OPEN.
38. For Action:
CoS BPC – conduct cyanide risk assessment and report back at the next BPC

Subsequently it appears that the necklace did not contain any hazardous material; I also
believe that there has been nothing further to indicate that this was in fact a “real”
threat.
Bottom Line: we want to put this incident to bed. While we can enter into the BPC risk
register (soon to be started), we can also notate that it was a non-issue. We will
obviously file it away for future use if required.
I will be there at the 1630 mtg. It would be good to quickly discuss and get your
perspective, including that I am right when I say that it is not a current “real” threat.
