PROTRAD 2014 ANNOUNCEMENT
I. INTRODUCTION AND GENERAL INFORMATION FOR APPLICANTS
To promote and spread awareness of Mexican culture internationally and to foster cultural exchange,
the government of Mexico, through the Secretariat of Foreign Affairs (SRE) and the National Council for
Culture and the Arts (Conaculta), through the National Fund for Culture and the Arts (Fonca), and the State
Publications Office (DGP), in conjunction with the National Autonomous University of Mexico (UNAM),
through the Coordinator’s Office of Cultural Outreach, and with the National Chamber of the Publishing
Industry (CANIEM) and the Guadalajara International Book Fair (FIL), invite:
Foreign Publishers: to submit comprehensive projects that provide for the translation and publication in a
foreign language of works by Mexican authors.
Publishers in English: to submit comprehensive projects that provide for the translation and publication on his
language of works by Mexican authors, to be complete on March 2015.
Mexican Publishers: to submit comprehensive projects that provide for the translation and publication in
Spanish of works by foreign authors.
THE LONDON BOOK FAIR 2015
As part of the exchange program with the United Kingdom, Mexico will be the Market Focus in April 2015.
Therefore, the PROTRAD’s Board of Directors has considered stimulate the participation of publishers in
English for the translation of works by Mexican authors. The PROTRAD’s Selection Committee will provide
special attention to the applications of the Publishing houses that propose the delivery of publications by
March 2015.
PARTICIPATION CATEGORIES
• Category A: economic support of up to US$ 15,000.00* will be offered for translation and
publication projects of specialized books in literature and humanities to be completed in a
period not to exceed twelve months.
• Category B: economic support from US$ 15,000.00 to 25,000.00* will be offered for the
translation and publication of art books to be completed in a period not to exceed twelve
months.
• Category C: economic support from US$ 30,000.00 to 50,000.00* will be offered for the
translation and publication of a series of at least three specialized books in the following
disciplines: literature, humanities, or the arts, to be completed in a period not to exceed twentyfour months.

• Subcategory D: economic supports will be offered for publishers in English that propose
translation and publication projects in any of the above-mentioned categories.
*
Financing for Mexican publishers will be granted in the equivalent amount in Mexican pesos.
APPLICATION REQUIREMENTS
I.1. Confirm the legal existence of the publisher.

I.2. Submit a comprehensive proposal to translate and publish one or more works dealing with
literature, the humanities, or the arts, based on the above-mentioned categories.

I.3. Register online by filling out the application and uploading the necessary files at the Fonca website
by the stipulated deadlines.
REGISTRATION PROCESS
I.4. To submit an application for consideration in the PROTRAD program, applicants must complete
each of the following steps:

Fill out the Program Application (Solicitud del Programa).
Third
Read and confirm acceptance of the General Application Guidelines (Bases Generales
de Participación).
Fourth
Fill out the Translation and Publication Project Application (Formato de Proyecto de
Traducción y Publicación).
Fifth
At http://foncaenlinea.conaculta.gob.mx upload the required documents and
attachments.
Sixth
Wait for Fonca’s e-mail confirmation that the application materials have been received,
an application code, and the deadline to send missing documentation (if applicable).
1.5 To submit an application to the PROTRAD the interested must be register at Fonca website:
http://foncaenlinea.conaculta.gob.mx
If you have never participated in a Fonca online call for applications, you can register by selecting
the option “Registrar nuevo usuario.”.
Once you are registered, select “Convocatorias abiertas” under “Convocatorias” and choose the
option “PROTRAD 2014.”
Then, fill out the Program Application and the Translation and Publication Project Application in
Spanish and upload the documents mentioned in the “Documentos Requeridos” and the material
described in the “Anexos”.
The Translation and Publication Project Application must be filled out in Spanish with the
following information:

Information on the works in their original language.
Information on the books to be translated and published with the support requested.
Publisher’s summary and comments on the author(s) of the works to be translated.
If it is an anthology (by one author or a group of related articles), include a list detailing each
text in the volume(s).
REGISTRATION PERIODS
I.6. Applicants must upload their material in the following periods:

I.7. All deadlines are final. The registration system will not accept applications and will not upload files
after 15:00 (Mexico City time, UTC−06:00, S) on the closing date for each period.
I.8. Documents and attachments can be upload in one or more sessions at the Fonca website, within
the periods indicated.
I.9. When the applicant finishes uploading material, by activating the corresponding option, the
system will not permit any modifications or additional files. It will send an e-mail confirming the
uploading process was completed and the application status:
•
If it is complete, the message will indicate the application code and the status of
documentation and attachment.
•
If it is incomplete, the message will say “your application registration was incomplete” and
will state what material is missing and the time frame permitted to upload it, which will be
five workdays, under paragraph one, Article 17-A of the Ley Federal de Procedimiento
Administrativo de México (Federal Act of Administrative Procedure). If the requirements
of the General Application Guidelines are not met within this period, Fonca will invalidate
the application.
I.10. To be elegible for the extension to complete the application package, the applicant must have
filled out the Program Application, the Translation and Publication Project Application and have
uploaded the materials described as personal documents.
When all the application materials have been received within the stipulated extension period, the
applicant will receive a notice by e-mail of “file uploading complete.”
I.11. The application registration code and confirmation that file uploading is complete indicate the
application is ready for Fonca review in the Administrative Phase of the evaluation and selection
procedure.
I.12. Applicants are expected to periodically check the e-mail address given in their application.
I.13. Applications uploaded with false or altered documentation or attachments will be rejected and
Fonca will be act according with the Fonca Catalogue of Breaches.
I.14.Fonca is not responsible for incomplete files, for files that do not fulfill the stipulated requirements,
or for files that cannot be read or opened for technical reasons under normal conditions.
I.15. Applicants who do not have the technological resources to complete the online registration
process should send an e-mail to [email protected] no later than May 12, 2014, for the
first registration period and November 30, 2014, for the second period.
I.16. Extensions will not be granted under any circumstances.

I.19. The interpretation of the PROTRAD 2014 announcement and cases unforeseen in this
announcement will be resolved by Fonca, who may be assisted by called institutions and the Arts
Committee in extremely relevance cases.

II. REQUIRED DOCUMENTS
II.1. The project head for application purposes must be the publisher’s legal representative. This
individual must fill in the Program Application with his/her information as well as the Translation
and Publication Project Application, and must upload the personal, project, and probatory
documents and required attachments in the specified format.
Personal Documents
a) Official identification of the publisher’s legal representative: passport, national identity
card, or IFE, in JPG or PDF format.
b) For representatives of Mexican publishers: Clave Única de Registro de Población (CURP) of
the project head, in PDF format.
c) Curriculum in Spanish of the publisher’s legal representative, in DOC, DOCX, or PDF format,
of one to no more than three pages.
Project Documents
d) Publication plan specifying activities and schedule, in Spanish and in DOC, DOCX, or PDF
format
e) Estimated budget for the book with itemized headings; copyright payments, payment for
image reproduction rights (when applicable), translation costs, and publication costs, in
Spanish and in DOC, DOCX, or PDF format.
f) Letter or copyright acquisition contract (if the work/s are not in the public domain) in JPG
or PDF format. Include a simple translation in Spanish of this document in DOC, DOCX, or
PDF format.
g) Formalized contract between the translator and publisher in PDF or JPG format. Include a
simple translation into Spanish of the contract’s salient points (such as deadlines, amounts,
translator’s credit line) in DOC, DOCX, or PDF format.
h) Signed letter from the legal representative in which he inform of his participation,
simultaneously, in other announcements, when applicable, in JPG or PDF format.
Probatory Documents
i) Document that confirms the legal existence of the publisher and the project head as its
legal representative, issued by an official institution, or else the publisher’s incorporation
papers, in PDF or JPG format. This document must specify the following information:
Official institution that issued the document
The publisher’s date of incorporation
Publisher’s registration number
Title or position of the publisher’s representative named as project head
The publisher’s broad objectives or social purpose

Include a simple translation in Spanish of these documents in DOC, DOCX, or PDF format.
j) Profile describing the publisher in Spanish, in DOC, DOCX, or PDF format.
k) The translator(s) curriculum in Spanish, in DOC, DOCX, or PDF format, of a maximum of
one page per translator.
Attachments
l) Publisher’s catalogue in PDF format or link to publisher’s website.

m) Work(s) to be translated in the original version in PDF format (the file should be protected
to solely permit reading).

III. PARTICIPATION RULES AND ECONOMIC SUPPORT
RESTRICTIONS AND DETAILS
III.1. Each publisher can only register for one project in this announcement.
III.2. Foreign publishers’ projects can be registered for the translation and publication in their language
of works by Mexican authors. Also Mexican publishers’ proposals can be registered to translate
and publish works by foreign authors in Spanish.
III.3 Translation projects of Mexican publishers should be carried out by Mexican translators.
III.4. Public, federal, state, or municipal institutions can only participate in co-publication projects
submitted by Mexican publishers.
III.5. No support will be offered for unpublished works. In the case of anthologies dealing with particular
topics or focusing on the work of a single author, a selection of texts can be compiled in a volume
as long as they have been previously published in their original language.
III.6. Publishers that are currently receiving support from this or another Fonca program cannot
participate in this announcement.
III.7. Translators of the projects to be in course of section III.6, may participate in this announcement,
are they have completed their obligations and submitted a letter signed by the legal representative
of the publisher benefit.
III.8. Translators who are now beneficiaries in Fonca’s National System of Art Creators can participate
in a publisher’s project submitted in response to this announcement as long as their fees do
not come from the support requested from PROTRAD. Translators selected in Fonca’s Artistic
Residence Program can participate in a publisher’s project by charging fees, as long as payment is
for different projects and it is understood the commitment is to complete both work programs.
III.9. Applications submitted by authors, publishers or collaborators that have been beneficiaries in this
or other FONCA programs that have not completely fulfilled their commitments within the periods
stipulated in their agreements will not be taken into consideration. Anyone in this condition could
adhere at Fonca Catalogue of Breaches.
III.10. Any service providers and/or co-investors who have not completely fulfilled their commitments
to the beneficiaries of any Fonca program, thereby causing delays in projects that have received
support, cannot participate in the present program.
III.11. Individuals can participate simultaneously in more than one Fonca program as long as is it stated
in writing in the respective applications and with the understanding that the applicant can only
receive support from the first project that is selected.
III.12. Publishers that are members of the PROTRAD Board of Directors or the Fonca Selection Committee
cannot participate in this program. Applications from publishers proposed by members of this
program’s juries will not be accepted nor will publishing projects by authors on the Board of
Directors or Selection Committee be accepted.
III.13. Publishers whose members are public servants from middle or top levels of Conaculta cannot
participate in this program.
EVALUATION AND SELECTION

III.14. Fonca has Selection Committees and Mentorships. Selection Committees are responsible for the
technical and decision-making phases of the application evaluation and selection processes. The
Mentors are responsible for monitoring the artistic activities and projects.

III.15. To evaluate and select the applications, Fonca will establish a Selection Committee, composed of
experts in the subject. It will be modified every year, and in the event it is deemed necessary, it
will establish evaluation subgroups depending on the type of projects submitted.
III.16. To evaluate proposals and make the final selection, the Selection Committee will abide
by the Fonca Code of Ethics and Procedures, which may be consulted online:

III.17. Public servants who might be directly or indirectly involved under the terms established in Article
8, sections XI, XII, XIV, and XXII of the Ley Federal de Responsabilidades Administrativas de los
Servidores Públicos (Federal Law on the Administrative Responsibility of Public Servants) and any
other applicable legislation on the subject cannot participate in these procedures.
III.18. Following the application deadline, evaluation and selection procedures will consist of three
phases.
A)
FIRST PHASE: ADMINISTRATIVE REVIEW
Fonca will conduct an administrative review to verify the proposals contain the documentation
and attachments required under the General Application Guidelines. It will also review if the
applicant is participating or has participated in other Fonca programs and if the applicant fulfilled
the commitments stipulated in the respective agreement.1
Applications that do not fulfill the established requirements will be automatically disqualified.
B) SECOND PHASE: TECHNICAL REVIEW
The Selection Committee will carry out a technical review of the applications to determine if they
meet the following criteria:

Congruency of the project and the requested budget
Payment allotted for translation
The publisher’s distribution network
Viability of the project depending on the participation category
Applications that do not fulfill these requirements will not be considered in the next phase.
C) THIRD PHASE: RESOLUTIONS
The final selection of applicants will be made by the Selection Committee, based on the following
criteria:

In the case of publishers that have already been granted support in this program, their
performance and the result of the earlier project will be taken into account.

1 Independently of whether an application has passed the First Phase: Administrative review, Fonca has the authority to reject or invalidate
the application if it detects elements that violate the General Application Guidelines in the second or third phases.

III.19. The Selection Committee has the power to adjust the budgets proposed by the applicants,
to establish conditions, and to request documents it deems necessary to ensure the project’s
completion.
III.20. The decisions made in the third phase will be put on record in the corresponding Selection Act,
which will be regarded as final.
III.21. The maximum amount to support will depend on the participation category chosen and resources
can only be applied to costs of: translation, copyright acquisition, reproduction rights for images,
and publication of the work.
III.22. If an applicant believes there has been an omission or a breach of the Fonca General Application
Guidelines during the evaluation process, the applicant may request clarification. For this purpose,
the applicant should address a written query within no more than five workdays after publication
of the results to the Fonca General Director’s Office, which will respond within ten workdays.
III.23 Fonca has limited resources. The acceptance or refusal of the applications does not determine its
value and importance.
RESULTS AND CONDITIONS FOR SUPPORT
III.24. The results will be published in a newspaper with nationwide circulation in Mexico on October 3,
2014, for the first registration period, and on May 4, 2015, for the second period. Results and the
Selection Act may also be consulted at the Fonca website: http://fonca.conaculta.gob.mx
III.25. Before receiving economic support, the legal representatives of the publishers that have been
selected will sign an agreement with Fonca that sets forth their rights, obligations, and the conditions
and characteristics for receiving support. When the time comes, additional documentation will be
requested for this purpose, such as the following:
Mexican publishers
Foreign publishers
Copy of the Clave Única de Inscripción
(CLUNI) granted by the Instituto Nacional
de Desarrollo Social (INDESOL) for Civil
Associations. This document should be duly
secured in advance to avoid cancelation of
the support.
Copy of a bank statement
Letter signed by the legal representative that
confirms the publisher is current with its tax
obligations.

III.26. Publishers awarded support in this program that do not sign their agreement in a maximum of
one and a half month counted from the publication of the results, will lose the support, which will
be canceled, and will not be able to participate in Fonca support programs for one year beginning
on the first day of the expiration date for signing the agreement, according with the Fonca
Catalogue of Breaches.
III.27. Publishers awarded support in this program that decline the support will be sanctioned according
with the Fonca Catalogue of Breaches, available at http://fonca.conaculta.gob.mx
III.28. Once the respective agreement is formalized, Fonca will hand over the first installment of the
support to the publishers selected for support as follows:
•

50 percent of the support awarded for projects that have a completion date of up to twelve
months.
25 percent of the support awarded for projects that have a completion date of up to twentyfour months.
III.29. The publishers that have been selected agree to submit reports on activities that describe
advances made on the project, as well as a final report at the end of the project. In the case
of projects to be completed in twenty-four months, Fonca will release the support funds as
follows:

25 percent of the remaining total when the second project report is submitted
the remaining 25 percent when the final report and copies of the books are received
III.30. The publishers selected agree to print on the legal page of the books the following: Esta publicación
fue realizada con el estímulo del Programa de Apoyo a la Traducción (PROTRAD) dependiente de
instituciones culturales mexicanas. In the case of foreign publishers, this legend must appear
in both Spanish and the language of the translation.
III.31. Once the work has been published, publishers agree to turn over fifty copies of the book or the
series of books on the date stipulated in the agreement, as follows:
Mexican publishers
At the PROTRAD offices in Fonca
Foreign publishers
At the diplomatic representation of Mexico in
their country. Of this number, the embassy or
representation will send 10 copies to Fonca.
III.32. When Fonca receives the copies of the books, it will release the remaining 50 percent of the
support, in the case of projects to be completed in twelve months.
III.33 Beneficiaries accept and recognize that a lack of compliance with what is set forth in the agreement
signed with Fonca will result in the implementation of the mentioned in Fonca Catalogue of
Breaches.

III.34. This support cannot be complemented by incentives, grants, or resources (economic or in
specie) granted by the institutions that have organized the present announcement.

IV.4. On January, 2014, and August, 2015, Fonca will erase from the online registration system all
of the documents and attachments that have been uploaded by applicants who did not receive
support, except for the CURP and official identification, which applicants can use in future calls for
applications.

V. DEFINITIONS
ECONOMIC SUPPORT
Economic resource that grants the Fonca beneficiaries per period of time and for the designated
purposes, both the call and the corresponding legal instrument.
APPLICANT
Publishing Applicant interested in obtaining an economic profit of Fonca offered by public announcement.
APPLICATION
Set of documents, materials and request that the applicant presents at different periods of the
foncaenlinea system registry, on the occasion of their participation in the public announcements of
the Fonca.
CANDIDAT
Applicant who has obtained a key to participation in any of the public announcements that operates
the Fonca through the foncaenlinea system.

SELECTED
candidate elected by a College of Fonca during problem-solving procedures of evaluation and selection
of a tender, ratified in record and whose name appears in the expanded results official.

VI. TECHNICAL REQUIREMENTS
VI. 1 The computer equipment to be used for the registration and uploading of files must have the
following characteristics:
Windows XP operating system, later versions or Mac, OSX Leopard 10.6.

1 GB or more RAM memory
•
Have the Mozilla Firefox explorer to navigate the internet updated to its most recent version
(it can be downloaded from the website: http://www.mozilla.com)

Have Javascript in the navigator ready for use
•
An updated, active antivirus is recommended

A broadband internet connection is recommended

Before beginning the process to register your application, it is recommended you close all
