Old 3C Hwy., Westerville, Ohio 43082 Comprehensive Plan Update Draft Review Planned Residential Cluster District (PRCD) Draft Review CALL TO ORDER Connie Goodman called the meeting to order at 7:00 p.m. ROLLCALL MEMBERS PRESENT Sandra Faulkner, Chair Connie Goodman, Vice Chair Bill Jackson 1 Shawn Priebe Jo Mcintosh, Alt. Tara Paciorek, Alt. MEMBERS ABSENT Mark Antonetz Ms. Goodman noted that Chairperson Faulkner would be arriving later this evening. Ms. Mcintosh and Ms. Paciorek sat as voting members, thus making a full Board for this evening. Ms. Goodman stated this is a working meeting only and no votes taken will be taken on either the Comprehensive Plan Update or the Planned Residential Cluster District (PRCD) this evening. 0 MINUTES The board reviewed meeting minutes presented by the Genoa Township Development and Zoning Department for a meeting held on January 11, 2016. Jo Mcintosh moved to approve the meeting minutes from January 11, 2016, as written. Motion was seconded Bill Jackson. Roll call: Jo Mcintosh, yes; Bill Jackson, yes; Connie Goodman, yes; Shawn Priebe, yes; Tara Paciorek, yes. Motion carried. The board reviewed meeting minutes presented by the Genoa Township Development and Zoning Department for a meeting held on January 18, 2016. Bill Jackson moved to approve the meeting minutes from January 18, 2016, as written. Motion was seconded Shawn Priebe. Roll call: Jo Mcintosh, yes; Bill Jackson, yes; Connie Goodman, yes; Shawn Priebe, yes; Tara Paciorek, yes. Motion carried. PLANNED RESIDENTIAL CLUSTER DISTRICT (PRCD) DRAFT REVIEW Mr. Shafer provided a brief update noting that Ms. Faulkner had presented information on the status of the PRCD to the Trustees at their January 21, 2016, meeting. There was significant public comment regarding this topic. There were no specifics provided by the Trustees, however, they did share their thoughts and opinions regarding this topic. They did not say to stop and remanded the charge back to the Zoning Commission. The full audio of the meeting is available on-line and the minutes will be available when approved. Genoa Township Zoning Commission Meeting Minutes- February 1, 2016 Pagel COMPREHENSIVE PLAN UPDATE Ms. Goodman reiterated there would be no vote this evening, but rather a detailed review of the document by the Board to edit the draft. She invited public comment before turning to the Board for a work session. PUBLIC COMMENTS: • Margaret Bonello (7346 Marrisey Loop) expressed concern about the possible loss of the community gardens and asked if there was a way to write a protection clause into the Comprehensive Plan. Ms. Mcintosh noted land this was originally dedicated as permanent open space when Sheffield Park was approved. • Kathy Davis (5200 Tussic Street) suggested a number of specific updates for the document related to density, cluster home and commercial development outside of Planning Area I, protection of the water supply, and the reference to mining. She expressed concern about the publishing of maps detailing the location of utilities in the Township; the Board noted this was public information. She also provided a handout to the Board related to available land along State Route 3· Ms. Goodman asked Ms. Davis if these edits are marked on a draft document, and if so, suggested she forward them to the Zoning Office. Mr. Shafer indicated that mining may be covered under state laws and we may not be able to restrict this; he committed to looking into this. • Jim Carter ( 4493 South Old 3C Hwy) referenced a letter he had sent to the Zoning Commission. He asked that the comment related to increasing density in Planning Area IV be removed. His concern is that if the density in this area is increased, developers will ask for even higher densities. • Joyce Daugherty ( 4638 North Shore Drive) referred to previous comments from former Trustee Barb Lewis that there should be nothing less than two acre lots in Planning Area Ill. Ms. Daugherty feels this should also be the case for the remainder of the undeveloped land in the Township, not just on the east side of Hoover Reservoir. She further stated that there should be no commercial development outside of the areas already designated as such. • Ken Davis (8343 Oxbow Road) reminded the Zoning Commission that the document was intended to provide guidance for the commission and to make their job easier the content should reflect that. • Darryl Yockey (4842 Normandy Drive) indicated he agreed with prior comments to keep densities low and no more commercial development. He hoped that if the proposed ramp at 171 and Big Walnut is constructed that it will be for residential use only with no commercial development. The Board noted this is in Orange Township and Genoa Township would have limited input into development there. Following public comment, the Board reviewed the Chapters Two and Three of the Comprehensive Plan Update; Mr. Shafer edited the document as the Board worked. A question was raised regarding the references to the 1999 Comprehensive Plan; it was noted this is the seminal document and thus should remain throughout this document with a reference to the importance in the Introduction. Mr. Shafer will work with Delaware County for clarifications and possible updates to the maps in Chapter 3· The review/editing process will continue at the February 8, 2016, meeting with the hope of completing the document editing at that time.
