This loan guarantee program is for the construction or improvement of water and waste disposal
projects serving financially needy communities with a population not in excess of 10,000 in rural
areas.

This program is state-funded through the Washington State General Fund, primarily through the
State Building Construction Account. It provides grants to local governments and tribes. The grant
funds are available for nonpoint source pollution projects to improve water quality, such as
stormwater low impact development practices, stream restoration, on-site septic repair and
replacement, and other nonpoint activities.
Section 319 was established as part of the Clean Water Act, and offers capital grants with 40%
state matched funding. Public water management entities, tribes, and nonprofit organizations are
eligible to apply for funding for wastewater facilities, nonpoint source activities, on-site septic
systems, or stormwater projects. Priority is given to projects associated with the collection of data
concerning pollutant load reductions for nitrogen, phosphorus, and sediment.

Planning-Only Grants are limited to $24,000 for a single jurisdiction or $40,000 for a joint
application involving two or more eligible jurisdictions with a common planning need. Applications
must meet one of the following program priorities: Addresses public health and safety issues;
Improves essential services to low- and moderate-income persons; Completes a necessary and
specific step in a broader community development strategy; Assists communities in meeting
planning requirements that will principally benefit low- and moderate-income persons; or Supports
local planning to affirmatively further fair housing.
