It provides grants to local governments and tribes. The grant funds are available for nonpoint source pollution projects to improve water quality, such as stormwater low impact development practices, stream restoration, on-site septic repair and replacement, and other nonpoint activities. Section 319 was established as part of the Clean Water Act, and offers capital grants with 40% state matched funding.
