(b) in terms of section 23(3) of the said Ordinance that the Minister has, under section 23(1)( d) of the said Ordinance, declared the road referred to in paragraph (a) to be a farm road (number 2691). The said sketch-map shall at all times lie open for inspection at the office of the Permanent Secretary: Works, Transport and Communication, Windhoek, during normal office hours.
